HomeMy WebLinkAboutRes 98-21 Creation Community Affairs Specialist • INTEROFFICE MEMORANDUM City of Palm Desert TO: HONORABLE MAYOR, CITY COUNCIL AND CITY MANAGER FROM: JOHN WOHLMUTH,ACM/DIRECTOR OF ADMINISTRATIVE SERVICES SUBJECT: RESOLUTION MODIFYING ALLOCATED POSITIONS RELATED TO THE REORGANIZATION OF THE COMMUNITY AFFAIRS DEPARTMENT DATE: MARCH 12, 1998 I. RECOMMENDATION: Waive further reading and adopt Resolution No. 98-21 , amending Resolution 97-48, related to modifying the allocated classifications within the Department of Community Affairs. II. BACKGROUND: On February 12, 1998,as a part of the midyear budget discussion, Council approved a new position entitled Community Affairs Specialist. Staff usually considers reclassifications and allocations of new classifications at the Fiscal year budget cycle. However,when resources are needed on an urgency basis to accomplish needed assignments and responsibilities, exceptions have been made. (i.e.when the RDA took over the administration of the low and moderate housing projects from the Housing Authority, additional staff was approved and hired.) There are several significant issues creating an urgency, necessitating the creation of a Community Affairs Specialist. These are: • Administration of all special events;currently special events are managed by existing staff without compensation; • Lack of special events consultant; • Preparation of many 25th Anniversary events for the City; • Management of the Summer Concert Series; and • Enhanced coordination of Civic Center Park reservations and uses. City Council Staff Report Re: Community Affairs Department Reorganization The classification description for the Community Affairs Specialist is attached to this report. As you can see,the essential functions are quite extensive. To backfill the Secretary to the City Council position,the Community Affairs Department desires to fill the vacancy with a slightly lower classification. The new allocated classification will be Administrative Secretary. This is appropriate due to the reduction of essential functions and areas of responsibility. Although, staff is recommending to remove the allocation of Secretary to the City Council,the job description and salary range will be maintained. The City Council must allocate the position of Secretary to the City Council for this position to be filled in the future. Finally, staff is recommending that the City Council allocate a new position classification entitled Receptionist. Staff believes this classification is crucial to maintain the high level of customers service this position requires. The receptionist will be paid at a salary range of 360 and be assigned full time to the switchboard/front counter. In the past, staff has assigned Office Assistant I/II's,students and temporary employees to this task. This practice will change. Staff will recruit and retain the most qualified candidate for this position. Attached please find the classification description for the Receptionist. Participate in special projects including complex research of new programs and services, budget analysis and preparation and feasibility analyses; prepare and present reports. 2. Assist in preparing and negotiating contracts for assigned program area; monitor compliance with applicable contractual agreements; recommend modifications as appropriate. 3. Prepare comprehensive technical records and analytical reports pertaining to assigned area of responsibility; conduct research and comprehensive data collection efforts to support analysis. 4. Assist in the preparation and administration of assigned budget(s); maintain and monitor appropriate budgeting controls; monitor cash and expenditures; make budgetary projects; prepare various financial reports as required. 5. Anticipate, plan and coordinate changes to policies and practices for assigned area; coordinate with other departments to effect change as necessary. 6. SECTION V - OTHER COMPENSATION While this resolution establishes the ranges and gross salary for certain positions in the classified service for the City of Palm Desert, there are other benefits both tangible and intangible that are not addressed in this document. Unless referenced otherwise, all benefits in place on July 1, 1998 will continue as constituted. SECTION VI This resolution is effective upon adoption. The provisions relating-to salary and other compensation shall be effective and where applicable, accrue on, and from July 1, 1998.
