SUBJECT: RESOLUTION MODIFYING ALLOCATED POSITIONS RELATED TO THE
REORGANIZATION OF THE COMMUNITY AFFAIRS DEPARTMENT
DATE: MARCH 12, 1998
I. RECOMMENDATION:
Waive further reading and adopt Resolution No. 98-21 , amending Resolution 97-48,
related to modifying the allocated classifications within the Department of Community
Affairs.
II. BACKGROUND:
On February 12, 1998,as a part of the midyear budget discussion, Council approved a new
position entitled Community Affairs Specialist. Staff usually considers reclassifications and
allocations of new classifications at the Fiscal year budget cycle. However,when resources
are needed on an urgency basis to accomplish needed assignments and responsibilities,
exceptions have been made. (i.e.when the RDA took over the administration of the low and
moderate housing projects from the Housing Authority, additional staff was approved and
hired.) There are several significant issues creating an urgency, necessitating the creation
of a Community Affairs Specialist. These are:
• Administration of all special events;currently special events are managed by existing
staff without compensation;
• Lack of special events consultant;
• Preparation of many 25th Anniversary events for the City;
• Management of the Summer Concert Series; and
• Enhanced coordination of Civic Center Park reservations and uses.

The classification description for the Community Affairs Specialist is attached to this report.
As you can see,the essential functions are quite extensive.
To backfill the Secretary to the City Council position,the Community Affairs Department
desires to fill the vacancy with a slightly lower classification. The new allocated
classification will be Administrative Secretary. This is appropriate due to the reduction of
essential functions and areas of responsibility. Although, staff is recommending to remove
the allocation of Secretary to the City Council,the job description and salary range will be
maintained. The City Council must allocate the position of Secretary to the City Council for
this position to be filled in the future.
Finally, staff is recommending that the City Council allocate a new position classification
entitled Receptionist. Staff believes this classification is crucial to maintain the high level
of customers service this position requires. The receptionist will be paid at a salary range
of 360 and be assigned full time to the switchboard/front counter. In the past, staff has
assigned Office Assistant I/II's,students and temporary employees to this task. This practice
will change. Staff will recruit and retain the most qualified candidate for this position.
Attached please find the classification description for the Receptionist.

PALM DESERT AMENDING RESOLUTION NO. 97-48,
SECTION I, SALARY SCHEDULE, RANGES AND
ALLOCATED CLASSIFICATION, AND SECTION II,
EXEMPT PERSONNEL, RELATING TO THE CREATION

WHEREAS,the City of Palm Desert has deleted the classification of Management Analyst
II, Special Events Coordinator due to retirement; and
WHEREAS, the Department of Community Affairs has assumed the responsibilities of the
Special Events Program; and
WHEREAS,the addition of a Community Affairs Specialist, and subsequent reorganization
of the Department of Community Affairs, causing the upgrading of a non-exempt receptionist
position AND a Administrative Secretary position.
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert
that Section I and Section II of Resolution No.97-48 be amended as follows:

COMMUNITY AFFAIRS SPECIALIST
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION
Perform a wide variety of responsible and complex administrative and analytical duties; participate
in special projects, assigned programs and special events; and provide information and assistance
to the public regarding assigned programs and services.
DISTINGUISHING CHARACTERISTICS
Employees within this class are distinguished by the performance of a full range of duties as
assigned including working independently, performing detailed research and analysis, preparing
comprehensive reports and grants and serving as a liaison for assigned projects, events and
committees. Employees at this level receive only occasional instruction or assistance as new or
unusual situations arise, and are fully aware of the operating procedures and policies of the work
unit.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from Director of Community Affairs/City Clerk.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important
responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
1. Participate in special projects including complex research of new programs and services,
budget analysis and preparation and feasibility analyses; prepare and present reports.
2. Assist in preparing and negotiating contracts for assigned program area; monitor compliance
with applicable contractual agreements; recommend modifications as appropriate.
3. Prepare comprehensive technical records and analytical reports pertaining to assigned area
of responsibility; conduct research and comprehensive data collection efforts to support
analysis.
4. Assist in the preparation and administration of assigned budget(s); maintain and monitor
appropriate budgeting controls; monitor cash and expenditures; make budgetary projects;
prepare various financial reports as required.
5. Anticipate, plan and coordinate changes to policies and practices for assigned area;
coordinate with other departments to effect change as necessary.
6. Collect, compile, and analyze complex information from various sources related to assigned
programs; prepare reports which present and interpret data, and identify alternatives; ensure
compliance with local, State and Federal regulations; make and justify recommendations.
7. Coordinate and collaborate with departments, divisions, and outside agencies; serve as a
liaison with public and private organizations, community groups and other social
organizations; represent the City to Boards, Commissions, Committees and County, State
and Federal agencies; provide information and serve as a resource.
8. Plan, develop, and implement a wide range of City sponsored and community events;
develop promotional programs; coordinate activities with other departments, community
groups and outside agencies.
9. Respond to and resolve difficult and sensitive citizen complaints and inquiries; review
problems and recommend corrective actions; prepare summary reports as required.
10. Serve on a variety of committees as assigned;prepare and present staff reports to the Council
and other Boards and Commissions.
11. Attend and participate in community group meetings; stay abreast of new developments and
changing legislation affecting assigned area.
12. Plan, coordinate and participate in a variety of special projects as assigned.
13. Perform related duties and responsibilities as required.
14. Assist Council, staff and community in organizing and producing various activities and
events.
15. Assist in pubic information activities, including working with City news bureau and
advertising agency on City pamphlets, brochures and monthly production of"BrightSide."
16. Conduct facility tours for individuals and groups.
17. May lead and/or participate in appropriate Synergy Team functions consistent with the City's
goals and objectives of enhancing communication and participatory management.
QUALIFICATIONS
Knowledge of:

Modern office procedures, methods and computer equipment.

the public, both in person and over the telephone; performs a variety of office support work involving
operating a switchboard, a mail processing machine, a computer and/or typewriter.

Receives immediate supervision from higher level staff.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important
responsibilities and duties may include, but are no! limited to, the following:
Essential Functions:
1. Ability to give consistent superior customer service when helping the public in person and
on the phone; respond to public inquiries quickly; deal with irate customers; provide
information on departmental and City policies and procedures as required.
2. Operate a multi-line switchboard; screen all incoming calls; transfer and direct calls to
appropriate staff; take messages as necessary.
3. Receive, screen, sort and distribute coming mail; prepare outgoing mail and special packages;
perform a variety of routine record keeping duties concerning mail processing.
4. Operate a variety of office equipment including copier, facsimile machines, typewriters and
computer.
5. May handle reservations for meeting rooms; accept reservations; enter meetings in computer
and book.
6. Use wordprocessors to compose letters, memos and related correspondence; edit and
proofread documents.
7. Reviews newspapers and clips articles related to City activities and place in designated
binders.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, AMENDING RESOLUTION NO.98-74,SETTING THE SALARY
SCHEDULE,SALARY RANGES,AND ALLOCATED CLASSIFICATIONS FOR
THE PERIOD OF JULY 1, 1998 THROUGH JUNE 30, 1999.
WHEREAS, the City of Palm Desert has met and conferred in good faith with the Palm Desert
Employees Organization(PDEO)in accordance with the Meyers-Milias-Brown Act and the City employer
- employee relations Resolution No. 81-89; and
WHEREAS, the City of Palm Desert has reached agreement with the employees represented by
the Palm Desert Employees Organization, for the period of July 1, 1996 through June 30, 2001.
WHEREAS, the modification to"EXHIBIT A"does not change the MOU/Agreement previously
entered in between the Palm Desert Employees' Organization and the City of Palm Desert.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PALM DESERT AS FOLLOWS:
SECTION I - SALARY SCHEDULE. RANGES & ALLOCATED CLASSIFICATIONS
All employees shall be classified and shall receive compensation for services performed. This
compensation shall be in accordance with the established salary schedule and salary ranges for their
respective classification as shown below.
This schedule of allocated positions supersedes the schedule of allocated positions in the 1997/98
approved budget.
The City of Palm Desert's Personnel System, Section 2.52 of the Palm Desert Municipal Code prescribes
specific terms for appointment and tenure of all City employees.

While this resolution establishes the ranges and gross salary for certain positions in the classified
service for the City of Palm Desert, there are other benefits both tangible and intangible that are not
addressed in this document. Unless referenced otherwise, all benefits in place on July 1, 1998 will
continue as constituted.
SECTION VI
This resolution is effective upon adoption. The provisions relating-to salary and other compensation shall
be effective and where applicable, accrue on, and from July 1, 1998.
