RECOMMENDATION: Waive further reading and adopt Resolution No. 98-5 amending Resolution No. 97-48 adding a new position entitled Rehabilitation Construction Specialist to the Redevelopment Agency. II. BACKGROUND: At the regularly scheduled December 11, 1997, City Council meeting the City Council approved the Home Improvement Program. The recommendation for implementation of the Home Improvement Program included adding a full-time staff member to carry out the program. Please find attached the Home Improvement staff report. The Rehabilitation Construction Specialist will assist with the implementation of the program and coordinate the processing of homeowner applications;preparing scope of work and estimating cost of construction, in order to assist the applicant with obtaining three estimates for the required rehabilitation work. This position will be a very hands-on position which shall require the Specialist to be visible in the community,make personal contact with the homeowner;assist with the identification of qualified contractors/subcontractors;approve and monitor work during the course of construction; and assist the homeowner with all aspects of release for payment and authorization of final payment upon completion. Although,the City will be focusing on two target areas within the City, specifically Palma Village Area and Cook Industrial area,the program will be available Citywide. In addition, the Specialist will serve as the City Liaison between the County of Riverside EDA Home • w CITY COUNCIL STAFF REPORT RE: ESTABLISHING REHABILITATION CONSTRUCTION SPECIALIST Improvement Program and applicant homeowners to the County's program. In this capacity, the Specialist will facilitate the application process with the County and where applicable piggy-back the City's Home Improvement Program with that of the County. Also, attached is the classification description prepared by Human Resources and the Redevelopment Agency for our classification manual. Finally, please find attached the Resolution amending the resolution authorizing a new position within the City of Palm Desert. Human Resources conducted a salary survey,and based on the findings of that survey the salary allocation range is 480 (2845-3458). DEFINITION Under general supervision,provides varied and responsible technical and administrative support for the City's housing rehabilitation and redevelopment programs; performs related work as assigned. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Housing Programs Coordinator. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Conducts preliminary interviews with prospective participants to determine eligibility. 2. Conducts housing/building inspections and prepares lists of corrections required to bring properties into conformance with building and safety codes. 3. Counsels and assist property owners on all matters concerning rehabilitation of their property, including identifying required and desired rehabilitation work,preparing rough plot plans and preliminary cost estimates preparing loan/grant applications and securing property appraisals. 4. Reviews credit check results from banks. 5. Assists owners to secure acceptable contractors, including preparing bid invitations, soliciting and reviewing bids and negotiating with prospective contractors. 6. Holds pre-construction meetings with contractors, enforces contractor performance standards, conducts work-in-progress and final inspections, obtains material and labor releases, makes incremental payments to contractors, obtains owners' certification of work completed and approves final disbursement of payments to contractors. 7. Coordinates activities with other neighborhood improvement activities. 8. Participates in public information activities of the City's rehabilitation and redevelopment programs. 9. Keeps case records, prepares technical reports and performs other functions as assigned. REHABILITATION CONSTRUCTION SPECIALIST PAGE 2 10. Prepares weekly written progress reports for internal review and monthly update reports for committee review. Marginal Functions: 1. Conducts landscape and hardscape assessment and recommended improvements for compliance with City's Neighborhood Improvement Ordinance. 2. Liaison to County of Riverside EDA programs. QUALIFICATIONS: Knowledge of: Housing remodeling and rehabilitation construction materials, methods, techniques and practices; construction costs and cost estimating; General provisions of the Uniform Building, Electrical, Plumbing and Mechanical codes as applied to remodeling/rehabilitation construction; City zoning and regulations; State and Federal guidelines for rehabilitation programs; Understanding of methods and techniques of conflict resolution; Local geography and street locations; Compile and collect data; Landscape design and construction; State and Federal funded program procedures. Ability to: Interpret and evaluate construction plans and specifications;prepare construction costs estimates and specifications and scope of work; determine the most feasible rehabilitation treatment of residential property in relation to available financing; establish and maintain effect working relationships with property owners, contractors, other City and Agency employees and the general public; arbitrate disputes between contractors and homeowners; generate relevant reports. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years experience in residential or commercial property rehabilitation, building code enforcement, or supervisory building construction experience. Training: Equivalent to the completion of twelfth grade. License or Certificate: Possession of or the ability to obtain an appropriate valid driver's license. • REHABILITATION CONSTRUCTION SPECIALIST PAGE 3 WORKING CONDITIONS Environmental Conditions: Travel from site to site in residential environment; work in inclement weather conditions. Physical Conditions: Significant walking on a daily basis; sitting and standing for prolonged periods; stooping, kneeling, light lifting,will require roof inspections.
