(SSD Systems) to upgrade the Desert Willow security system in the amount of $12,419.75, appropriating said amount from Account No. 241-4195-495-8092. Discussion: The current security camera system at Desert Willow uses the VHS standard recorder for its surveillance. This system causes the tape to record each camera on a skip basis. Staff would like to upgrade the system to a Dedicated Micros Digital Recorder. This system provides a recording for each camera. This will provide enhanced security for all areas at Desert Willow. We will also add nine new cameras to the seven cameras we currently have installed. Staff requested bids from several providers, including ADT and Command One Security. Two bids were received. CS Security, who provided the original system at Desert Willow, bid $12,842.42 for the same system, while SSD of Palm Desert bid $12,419.75. There are two bids received.SSD is being recommended due to lower price and recommendation from city staff. SSD already designed,installed,and monitors the system for the City of Palm Desert and the Sheriff's station.They come highly recommended by city staff. The second bid is from CS Security. CS Security installed the current surveillance system at Desert Willow.They monitor the current system and will be monitoring the new system regardless of who does the install. The CS Security system has done nothing to cause us a belief that they can not perform the upgrade;it is as simple as the price. As a reminder, we highly recommended that you keep this digital recorder under lock and key inside a well-ventilated cabinet. As before, I have included in our proposal an option for two (2) different Digital Video Recorders. The Kodicom unit is a Windows 2000 based recorder and is the less expensive of the two. We have installed dozens of these units in our customers with very few problems. Be aware that I do not have a customer here in the Coachella Valley where I can take you to see how this unit performs. The Dedicated Micros is the industry standard and is the preferred digital recorder by the City of Palm Desert. We have installed three Dedicated Micros units for the City of Palm Desert—two in Parkview Place and one in the Riverside County Sheriffs Department. I am at your disposal if you would like a demonstration. We are concerned with the availability of open pairs of telephone wire at the pro shop. Evidently, Scott Hay of Info Switching does not remember whether there are any available pairs for us to use. This proposal is based on the assumption that there are three (3) available pairs of phone wire in the pro shop running back to the main phone system panel. There will be an additional cost to Desert Willow Golf Resort if this is not the case. Video Surveillance/Entry Alert Systems The system solutions that I have designed for you should help to prevent re-occurrences of theft, and will provide an effective visual deterrent in a small, unobtrusive manner. Our design includes mini-dome cameras to enhance the existing video system in the pro shop. The new cameras are to view the entire cash register area and the back office. There is a mini-dome camera at the entry/exit door between the kitchen and the banquet rooms. There will be a mini-dome camera directly over the safe. There will be a standard "overt" camera looking at the main lobby entrance (side view of the main entry/exit doors). SSD Systems will relocate the existing camera viewing the entrance of the golf barn so that the view will cover both entry/exits. SSD Systems will install the new recorder inside the general manager's office and will use the existing television as the recorder's monitor. SSD Systems will run all existing and new camera cables to the general manager's office and terminate them into the new digital video recorder. There will be door annunciators at each entry door of the pro shop. The corresponding ring will alert your staff that someone has entered into the pro shop. This system has been designed to alert your staff when they are in the back office and not on the floor. Both of these systems can be manually turned on and off using the power switch next to the wall mounted power supply. Be advised that a 110v outlet must be installed by Desert Willow Golf Resort on the inside of each entry/exit door for the connection of the power supplies. The head end (recording location) will be enhanced through the use of a digital video recorder. There will be no need for VCR tape maintenance. This recording method allows you to view live or recorded video from any computer connected to the local area network. Your network administrator will have to assign an IP address for this recorder to enable this feature. In addition, the password protected viewing software will need to be installed on each computer having access to the recorder. These systems are fairly simple, and therefore are simply priced. The first set of figures is for a video surveillance system/entry system using the Kodicom Digital Recorder. The second set uses the Dedicated Micros Digital Recorder. Page 4 These systems, as in all systems installed by SSD include a one-year parts repair/replacement, and a 90- day labor warranty. Your systems can be installed within 5-10 business days of approval. Our local Palm Desert office will service your systems with same-day response, in most cases. Please inquire if you have additional questions about our offering. These systems can be installed after hours, or on weekends if desired, at additional cost. The camera used at the Main Lobby Entrance will be a standard "overt"type camera, which may provide a greater level of deterrence (would-be thieves will notice them) rather than the stealth video approach.
