Recommendation:
By minute motion, ratify the City Managers authorization to repair and
upgrade the Civic Center video surveillance system.
Background:
The report dated October 11, outlines the condition and problems with the existing video
surveillance system and the recommendation for the repair and upgrade.
Noted in the November memo were the concerns raised about the proposal received for
the repairs. After reviewing the site and facilities an alternative upgrade plan was
developed that would meet the needs of the Civic Center. Additional Security cameras
will be installed on the Parkview office building as noted in the memo.
Sufficient funds are available for the project.

At the October 4th staff meeting you approved the repair of the Holocaust Me orial G�
video surveillance system at a cost not to exceed $25,000. I was then given the project
to complete. I contacted Security Signal Devices (SSD), who prepared the repair
proposal, to review the particulars of the project. After a meeting and site walkthrough
with SSD, I noted some significant problems with the lack of work details and the low
estimated cost of trenching the wiring from the Holocaust Memorial to the Sheriffs
Station surveillance system.
After meeting with SSD, Paul Gibson and Lt. Thetford the fowling surveillance system
upgrade is proposed:
Repair the existing system at the Sheriffs Station that records the parking lot and
building entry.
Install a second system that will record activity at the Holocaust Memorial and the
back parking area of the Parkview office buildings. In addition, a third camera to
cover the entrance of the Holocaust Memorial will be installed.
It was determined that there were significant incidents with vandalism and auto thefts at
the Parkview parking lot that the area should be recorded for evidence. Paul Gibson will
provide space in the Parkview building for the recording equipment and cover the cost
of the extra cameras. The addition of a second system was considered a better cost
effective method rather than trenching through the park and parking lot.

Attached are the cost proposals from SSD for the equipment and work.
The City has approximately $51,119 in California Law Enforcement Equipment Program
funds that Lt. Thetford said could be used to cover the $35,072.38 cost of equipment for
the Holocaust Memorial and Sheriff's Station.
SSD did the original surveillance system for the park, Holocaust Memorial and Sheriffs
Station. Since most of the original infrastructure and connection points are to be used, I
recommend that SSD be used exclusively for the equipment upgrade and installation
work on this project. With your review and concurrence I will proceed with the project.

City of Palm Desert to provide a camera pole (minimum 12' high)with cap at Holocaust
entrance.
City of Palm Desert is to supply conduit and underground boxes from camera pole to
existing camera conduit that runs back to the picnic area restroom Altronix power supplies.
Although SSD will seal all piercings on the governmental building roof, we cannot be
responsible for roof leakage due to necessary piercings. SSD suggests that the City of Palm
Desert have a qualified roofing company professionally seal all of SSD's roof piercings.
All material remains the property of SSD Systems, Inc. until paid for in full and may be removed at any time if not
paid within 90 days of installation. Payment will be as follows; 50% on acceptance of proposal & 50% 30 days
after final walk and instruction of the system for the client. Any other requirements by authority having
jurisdiction will an extra cost to the owner or contractor and will be performed only on an approved change order.
The buyer is solely responsible for the correct application of all systems. No returns will be accepted after proposal
has been accepted, and order has been placed. Any alteration or deviation from above specifications involving
extra costs will be executed only upon written orders and will be an extra charge. All agreements contingent upon
strikes, accidents or delays beyond our control. Buyer or owner to carry fire,theft, and other necessary insurance.
Our workers are fully covered by Workers'Compensation Insurance.
The above prices, specifications and conditions are satisfactory and are hearby accepted. Payment will be made as
requested.

Surveillance System at a Cost Not to Exceed $25,000.

Recommendation: By Minute Motion, authorize the repair and upgrade of the
Holocaust Memorial video surveillance system at a cost not to exceed $25,000.
Executive Summary:
In 1996, the City of Palm Desert funded the installation of video surveillance and
recording equipment to document incidents of vandalism in specific locations within the
Civic Center Park. The areas of focus were the Holocaust Memorial, the southeast
restroom facility entrance, the southeast picnic pavilion, the central restroom facility
(next to the children's playground), and the softball park concession stand. The
surveillance cameras transmit a videowave to the monitor and recording devices
located in the Palm Desert Station's PABX office. The video images are captured on a
24-hour loop and maintained for 30 days for evidentiary value only. The PABX office is
not staffed to monitor the live video transmissions.
The status of the original surveillance equipment is as follows:
1. Video recording system has burned out, is beyond repair, and is obsolete.
2. The color monitors are burning out and do not capture clear images.
3. The surveillance cameras from the softball concession stand and the
central bathrooms have been stolen.
4. The surveillance cameras from the Holocaust Memorial, the southeast
restrooms, and the picnic pavilion are burning out. The remaining
cameras also suffer from microwave reception interference due to the
extensive growth of trees in the area.
Discussion:
The current surveillance equipment is essentially non-operational and cannot provide
any evidentiary value. The Police Department has recommended the repair and

upgrade to the existing system to include hardwiring the video surveillance cameras
from the site to the Sheriff's Station, which would require the expense for trenching and
conduit.
The original concept for the installation of the surveillance cameras for the Holocaust
Memorial was proposed by the Palm Desert Police Department due to concern for
potential vandalism. Subsequent to that proposal, the City's Risk Manager initiated the
expansion and subsequent implementation of the video concept to include surveillance
throughout other areas of the park.
It is realized that the Holocaust Memorial is a powerful symbol of the past that has great
potential to be targeted by hate groups. Therefore, it is recommended that approval be
given to repair and upgrade the surveillance system to support the Memorial.
The City of Palm Desert has approximately $51,119 in California Law Enforcement
Equipment Program (CLEEP 2001) funds to cover the enhanced technology equipment
for this project. The remaining balance could be funded through expenditure of police
contingency funds.
The Public Safety Commission, at its meeting of September 19, 2001, unanimously
approved recommending to the City Council the repair and upgrade of the Holocaust
Memorial video surveillance system.
