Current California Driver's License (CDL) OR California Identification Card (CID) with physical Palm Desert address; and 2. Current (within the last 30-days) utility bill (gas, water, or electric) with the same name and physical Palm Desert address. Proposed proof of residency criteria: (please note options A and B are being proposed) Option A: 1. Current California Driver's License (CDL) OR California Identification Card (CID) with physical Palm Desert address; and 2. Current (within the last 60-days*) utility bill (gas, water, or electric) or bank or credit card statement** with the same name and physical Palm Desert address. OR Option B: 1 . Property Tax Bill (Riverside County Tax Assessor Record) from the current Fiscal Year OR a current Lease Agreement (no less than a term of one year); and 2. Current (within the last 60-days*) utility bill (gas, water, or electric) or bank or credit card statement**; and 3. Government issued photo identification matching the name on both the property tax bill/lease agreement and utility bill/bank statement. *Changing the timeframe from 30-days to 60-days for the utility bill/bank or credit card statement allows more flexibility for the applicant. **Adding the bank or credit card statement as an option, in addition to the utility bill, allows an applicant that does not pay the utility bills[e.g. spouse, registered domestic partner, roommate, tenant whose landlord pays utilities, etc.] to provide another piece of official mail in order to receive the card. This is an option for friend or significant other outlined in the current brochure. Existing Children and Dependents Policy If the applicant is a child or dependent of the homeowner, up to the age of 23, they must provide either 1) a Student ID card or registration documentation from a Coachella Valley school/college and legal documentation reflecting that the child is the resident's dependent, as well as the parent/guardian's proof of residency; or 2) child/dependent's CDL or CID with Palm Desert address and parent/guardian's proof of residency reflecting the same Palm Desert address. If last names do not match, legal documentation that the child is the homeowner's dependent is required. Proposed Children and Dependents Policy If the applicant is a child or dependent of the homeowner, up to the age of 23, they must provide the child/dependent's government issued photo identification, or school photo identification for those under the age of 18, as well as the parent/guardian's proof of residency as outlined in Option I or Option II. If last names of the child/dependent and parent/guardian do not match, legal documentation that the child is the homeowner's dependent is required. (This change allows for property owners children that do not attend school in the Coachella Valley to obtain the card.) Other proposed clauses: Resident Cards will not be issued to those with fractionalized or multiple ownership (i.e. timeshares) or to those with property tax bills or lease agreements on record as a corporation. If the property tax bill or lease agreement is on record as a trust or an estate, the trust or estate documents must also be provided and match the name on the government issued photo identification card and utility bill or bank or credit card statement. If a spouse or registered domestic partner is not listed on the property tax bill or lease agreement, a marriage certificate or official proof of registered domestic partnership must be provided in order for the spouse or registered domestic partner to obtain the card.
