CALL TO ORDER A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on Tuesday, February 13, 2024, at 3:31 p.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Vice Chair Joseph Butts, Committee Members Terry Kramer, Doug Luhring, Stephen Nelson, Kevin Wahlstrom, and Chair Jeff Alley Absent: Committee Member Frank Taylor Liaison(s) Present: Gina Nestande, City Council Liaison (alt.) Staff Present: Chris Escobedo, Assistant City Manager; Daniel Hurtado, Public Safety Analyst; Pedro Rodriguez, Code Compliance Supervisor; and Michelle Nance, Recording Secretary. 3. NON-AGENDA PUBLIC COMMENT: None. 4. CONSENT CALENDAR Brad Anderson, of Rancho Mirage, CA, expressed concern regarding the posting of Consent Calendar Item 4G on the City’s website. Assistant City Manager Escobedo responded that the item was included in the online agenda packet and available to the public. B.PALM DESERT SPECIALIZED UNITS REPORT FOR JANUARY 2024 AND CALENDAR YEAR STATISTIC REPORT FOR 2023 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Palm Desert Specialized Units report for January 2024 and Calendar Year Statistic Report for 2023. C.RIVERSIDE COUNTY FIRE DEPARTMENT/CAL FIRE MONTHLY REPORT FOR JANUARY 2024 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Riverside County Fire Department/Cal Fire monthly report for January 2024. D.CODE COMPLIANCE REPORT FOR JANUARY 2024 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Code Compliance report for January 2024. E.EMERGENCY SERVICES COORDINATOR MONTHLY REPORTS FOR JANUARY 2024 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file the Emergency Services Coordinator reports for January 2024. F.CITIZEN ON PATROL (COP) MONTHLY REPORTS FOR DECEMBER 2023 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file COP monthly reports for December 2023. G.AUTOMATED LICENSE PLATE RECOGNITION (ALPR) MONTHLY REPORT FOR JANUARY 2024 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file ALPR monthly report for January 2024 CONSENT ITEMS HELD OVER: None. 5.ACTION CALENDAR None. DocuSign Envelope ID: 2952FEA1-7AC6-4084-90D2-74027365F884 Public Safety Committee Minutes February 13, 2024 City of Palm Desert Page 3 6.INFORMATIONAL REPORTS & COMMENTS A.POLICE/FIRE 1.Riverside County Sherrif’s Department Lieutenant Porras provided an update on the following topics: •significant incidents; •introduced the Riverside County Sheriff’s Blue Envelope Program; and •introduced Sergeant Jeff Cryder. 2.Cal Fire Battalion Chief Kotz provided an update on significant incidents and answered member inquiries. B.CITY STAFF Public Safety Analyst Hurtado provided updates on the following items: •Riverside County’s Radio Amateur Civil Emergency Service (RACES) program; •2024 Public Safety Committee workplan on the next City Council Agenda. C.PUBLIC SAFETY COMMITTEE MEMBERS Chair Alley requested, with support of the Committee, an update on the Fire Station 102 to be provided at an upcoming Committee meeting. D. CITY COUNCIL LIAISON Council Member Nestande expressed gratitude to the Committee and Public Safety departments and answered member inquiries regarding upcoming City events. E.ATTENDANCE REPORT - The attendance report was provided with the agenda materials.
