HomeMy WebLinkAboutRes 02-13 ACM Community Services Oil Recycling Block Grant FY 2002-2003 Resolution No. 02-13 CITY OF PALM DESERT COMMUNITY SERVICES DEPARTMENT STAFF REPORT REQUEST: By Minute Motion, (1) authorize Sheila Gilligan, Assistant City Manager of Community Services to submit application for the Used Oil Recycling Block Grant, FY 2002/03 (8th Cycle); (2) Waive further reading and adopt Resolution No. 02- 13 ; and (3) Authorize staff to appropriate and expend funds in the amount of $19,263 from the Unobligated Recycling (Tipping Fee) Fund, Account No. 236-4195- 454-3090. Resolution No. 02- 13 Recommendation: By Minute Motion, authorize Sheila Gilligan, Assistant City Manager of Community Services to sign and submit application for the Used Oil Recycling Block Grant, FY 2002/03 (8th Cycle); waive further reading and adopt Resolution No. 02-13 ; and authorize the appropriation and expenditure of funds in the amount of $19,263 from the Unobligated Recycling Fund, Account No. 236-4195-454-3090. Executive Summary: Through the City's renewed contract with Waste Management of the Desert and the implementation of the Household Hazardous Waste program it was agreed that the City and Waste Management would apply for Household Hazardous Waste and Used Oil Grants to continue the operation of these programs and minimize the expenditure of City and Waste Management funds. California Integrated Waste Management Board will advance 90% of the funds and hold 10% on a reimbursement basis until proof that all conditions have been met. • City Council Staff Repc Resolution No. 02-13 Re: 2002/03 Used Oil Recycling Block Grant Discussion: City Council authorized the expenditure of City funds and applying for grants that pertain to the implementation of HHW and Used Oil Collection programs at its March 22, 2001, meeting. Also, it approved the continued submittal of applications that pertain to these programs. As a result, staff is now requesting authorization to submit application for the 8th Cycle funding. The additional $19,263 will primarily be distributed as part of the HHW & Used Oil programs, and the remaining funds will be expended on publicity and education and personnel costs. The HHW and Used Oil Recycling Programs are now up and running at the Waste Management of the Desert facility at 41-800 Corporate Way. City staff has placed an article in the March issue of the City's BrightSide Newsletter and Waste Management has mailed postcards announcing the opening as of Saturday, March 2. WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the people of the State of California have enacted Assembly Bill 1220 (Eastin, 1993)that provides grants to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste (HHW) in solid waste landfills; and WHEREAS, The California Integrated Waste Management Board has been delegated the responsibility for the administration of these programs within the State, setting up necessary procedures governing application by cities and counties under these programs; and WHEREAS, the City of Palm Desert intends to apply for used oil and household hazardous waste grants to fund various waste diversion projects in the future; and WHEREAS, The City of Palm Desert will enter into agreements with the State of California for development of the projects. NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Palm Desert, California authorizes the following: 1. Authorizes the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act and all available HHW grants under the California Integrated Waste Management Act for the period of June 1, 2002 through March 31,2006; and T Resolution No. 0 2-1 2. The Assistant City Manger of Community Services Sheila R. Gilligan, or a designee, is hereby authorized and empowered to execute in the name of the City of Palm Desert all necessary applications, contracts, payment requests, agreements, and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
