Recommendation: By Minute Motion, receive and file.
Summary:
Attached are the preliminary review results of the 1999 annual report on diversion rates.
The report shows Palm Desert at 52%; 2% above the required 50%.
Staff is working on a project that would enhance the recycling program at College of the
Desert and is working with Waste Management to start the household hazardous waste
program for Palm Desert residents beginning July 1st. We are also looking into
programs to increase recycling participation at all City-owned property, especially rental
units.

Dear Ms. Gilligan:
The purpose of this letter is to notify you that your 1999 Annual Report review has been
completed. Based upon the information provided in your report, your City's program
information has been updated(see attached program printout). In addition, your preliminary
diversion rate has been determined to be 52 percent. Please note that your diversion rate is not
approved until the Board conducts the 1999/2000 Biennial Review.
The focus of the 1999/2000 Biennial Review will be to determine whether a jurisdiction has
adequately implemented diversion programs to meet the 2000 waste diversion requirement of 50
percent based on information provided in both the 1999 and 2000 Annual Reports. The
1999/2000 Biennial Review will commence this fall.
I look forward to working with your City in preparation for the 1999/2000 Biennial Review. If
