HomeMy WebLinkAboutRes 01-32 Oil Collection HHW Grant Application CIWMB Resolution No. 01-32 INTEROFFICE MEMORANDUM City of Palm Desert TO: HONORABLE MAYOR, CITY COUNCIL, AND CITY MANAGER FROM: FRANKIE RIDDLE, MANAGEMENT ANALYST SUBJECT: HOUSEHOLD HAZARDOUS WASTE GRANT RESOLUTION DATE: MARCH 8, 00 2 1 RECOMMENDATION: By Minute Motion, approve the following: (1) Waive further reading and adopt the Resolution of Support Authorizing Used Oil Collection and Household Hazardous Waste (HHW) Grant Application to the California Integrated Waste Management Board; and (2) Authorize Waste Management of the Desert to submit the application for the Local Government Household Hazardous Waste Grant on behalf of the City of Palm Desert. II. EXECUTIVE SUMMARY: If City Council approves the Resolution of Support, Waste Management of the Desert will prepare the Used Oil and Household Hazardous Waste Grant Application and submit to the California Integrated Waste Management Board for approval to implement and operate the City's Used Oil Collection and HHW Roundup Programs. The grant term will be from June 1, 2001 through March 31, 2003, and all grant funds must be expended during the grant term. The maximum grant funding per individual applicant is $150,000. Waste Management is now administering the City's Used Oil Collection and HHW Roundup Programs. The grant monies will be utilized to offset Waste Management's costs associated with the implementation of the City's Used Oil Collection and HHW Roundup Programs. Also, through the new contract the City will save$100,000 each year that it currently appropriates to contract with the County of Riverside for the HHW Roundups and other services (i.e., advertising and radio announcements) associated with the program. Without the assistance of the grant funding Waste Management could expend $100,000 dollars or more in the initial setup and implementation of the programs, and public education campaign costs associated with these programs. These additional grant funds will ensure that Waste Management has sufficient funds for setup and implementation of the programs, and for an extensive public education campaign. r rt Resolution No. 01-32 City Council Staff F March 8, 2001 III. BACKGROUND: As part of the new contract between the City and Waste Management of the Desert, the Used Oil Collection and HHW Roundup Programs would be implemented and administered by Waste Management. The Used Oil Collection and HHW Roundup Programs will be implemented during the summer 2001, with service provided on a weekly basis at the Waste Management facility. The City currently contracts with the County of Riverside to conduct HHW Roundups at the Public Works Corporation Yard. Under this contract the City has appropriated $100,000 to pay the County for HHW Roundups and other costs (i.e., education campaign and advertisement) associated with the HHW Roundups. The County will hold its last HHW Roundup on May 4 and 5. With Waste Management of the Desert conducting the Used Oil Collection and HHW Roundups, the City will not need to appropriate funds to pay the County to conduct HHW Roundups or the advertisement of each Roundup. Waste Management will also be responsible for the public education campaigns for the HHW Roundup or Used Oil Collection. Waste Management will apply to the California Integrated Waste Management Board for the Local Government Household Hazardous Waste Grant Fiscal Year 2000/01 on behalf of the City of Palm Desert. The grant term is from June 1, 2001 through March 31, 2003. The grant must be used to establish or expand HHW programs that provide permanent collection opportunities, with corresponding and effective publicity campaigns. These programs should complement local and regional HHW management and used oil programs. Staff recommends City Council approve the Resolution of Support and authorize Waste Management of the Desert to submit the application for the Local Government Household Hazardous Waste Grant on behalf of the City. WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the people of the State of California have enacted Assembly Bill 1220 (Eastin, 1993) that provides grants to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste (HHW) in solid waste landfills; and WHEREAS, The California Integrated Waste Management Board has been delegated the responsibility for the administration of these programs within the State, setting up necessary procedures governing application by cities and counties under these programs; and WHEREAS, the City of Palm Desert intends to apply for used oil and household hazardous waste grants to fund various waste diversion projects in the future; and WHEREAS, The City of Palm Desert will enter into agreements with the State of California for development of the projects. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Desert, California authorizes the following: 1. Authorizes the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act and all available HHW grants under the California Integrated Waste Management Act for the period of June 1, 2001 through March 31,2003; and • Resolution No. 01- 2. The District President Frank Orlett, or their designee, is hereby authorized and empowered to execute in the name of the City of Palm Desert all necessary applications, contracts, payment requests, agreements, and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
