BACKGROUND On January 27, 1997, the CVAG Executive Committee approved that CVAG jurisdictions provide supplemental funding for the Solid Waste &Recycling Program. The supplemental funding is needed because the Riverside County Board of Supervisors reduced the funding level by 50% ($68,250) for fiscal year 1996/97, leaving the Technical Working Group unable to complete its adopted CVAG work program for the year. The members of the Solid Waste & Recycling Technical Working Group developed two supplemental funding options: 1. Funding for two additional months; and 2. Funding for five additional months, which would complete the fiscal year. REQUEST FOR SUPPLEMENTAL FUNDING FOR CVAG SOLID WASTE & RECYCLING PROGRAM FEBRUARY 27, 1997 Both options were presented to the Technical Advisory Committee and the Executive Committee. Funding for two additional months was approved by the Executive Committee. The City of Palm Desert is being requested to fund $4,320. CVAG has provided two tables showing the proposed allocation for two additional months, and the work which will be accomplished with the additional funding (attached are the two tables). The supplemental funding is needed because the Riverside County Board of Supervisors reduced the funding level for the CVAG Solid Waste&Recycling Program by 50%($68,250)for Fiscal Year 1996-97,leaving the Solid Waste&Recycling Technical Working Group(TWG)unable to complete its adopted CVAG Work Program for the year. Available funding was essentially depleted by the end of January 1997. Due to savings in the first half of the Fiscal Year,County funds sustained the Program for seven months. Members of the Solid Waste&Recycling Technical Working Group developed two supplemental funding options: 1. Funding for two additional months,and 2. Funding for five additional months,which would complete the fiscal year. Both options were presented to the Technical Advisory Committee and the 4X 4 Executive Committee. The Executive Committee was supportive of requesting program fundin_for two .. additional months. Under this scenario,the amount requested of Palm Desert is$4,320. Coordinate with County and Waste Resources Management District on household hazardous As Needed waste,etc. COACHELLA VALLEY ASSOCIATION of GOVERNMENTS January 30, 1997 TO: SOLID WASTE & RECYCLING TECHNICAL WORKING GROUP FROM: DIANA BECK, DIRECTOR OF PLANNING RE: CANCELLATION OF FEBRUARY MEETING—LIST OF UPCOMING ISSUES—SET NEW MEETING DATE The regularly scheduled February 12 meeting of the Technical Working Group has been canceled. The next meeting of the Solid Waste & Recycling TWG will be March 12, 1997. An agenda will be sent in advance of the meeting. Some of the topics which need to be discussed in March are as follows: 1. Status of AB 939 program funding. ( I am hopeful that I will have enough budget left to hold a March meeting) The Executive Committee, on January 27, approved the 2 month program funding option. A request will be sent to each City Council and the Board of Supervisors in the next few days, asking that the funding allocations be approved. You will be copied on the correspondence to your jurisdiction. 2. Edom Hill Landfill EIR review and comments. The EIR is due out by the end of January. There will be a 45 day review period. 3. Local Task Force structure. The TWG has discussed options for the LTF at various times over the past two years. The City Managers have authorized the TWG to look at this issue and make recommendations. WRCOG is looking into the matter as well, and we may want to have a joint meeting with them to discuss options. CVAG currently has one vacancy on the LTF, and will be considering an appointment at the February Executive Committee meeting. 4. Telephone Book Recycling Program. Depending on funding available, we can start the plan for the 1997 program. 5. Used Oil Recycling Grant Program. The seven participating cities need to meet to determine how to expend the balance of the current grant funds. I suggest we meet on this issue separately, following the TWG meeting.
