CONSTANDE ENVIRONMENTAL CONSERVATION MANAGER RE: APPLICATION FOR DISCRETIONARY HOUSEHOLD HAZARDOUS WASTE GRANT IN CONJUNCTION WITH THE CITY OF PALM SPRINGS DATE: SEPTEMBER 26, 1996 RECOMMENDATION: By minute motion: Adopt Resolution No. 96-62 authorizing staff to apply for the State of California, California Environmental Protection Agency, Discretionary Household Hazardous Waste Grant for Local Governments. BACKGROUND: HOW CAN THE GRANT BE USED? Public Resources Code Section 47200 authorizes the California Integrated Waste Management Board (CIWMB) to award up to $3 million in grants annually to local government agencies for programs that reduce the amount of Household Hazardous Waste (HHW) disposed of at solid waste landfills. HHW Discretionary Grants are awarded on a competitive basis for a variety of activities including (Attachment A): — Public education and outreach programs; — Collection programs including permanent, temporary; mobile, and recycle-only facilities; — Curbside collection programs; — Load check programs at landfills; — Programs that emphasize reducing, reusing, or recycling HHW. HOW IS GRANT MONETARILY AWARDED? The grant funding allows for a maximum award amount of $120,000 per individual applicant. Last year over 30 California cities were awarded grants that ranged from $4,020 to $120,000 (See Attachment B). • • WHAT CAN BE DONE WITH THE GRANT? Public Resources Code Section 47200 directs the CIWMB to focus funding priorities toward: - New programs for rural areas, underserved areas, and for small cities; - Expansion of existing programs to provided for the collection of additional waste types; - Innovative or more cost effective collection methods; - Expanded public education services; - Regional household hazardous waste programs. WHAT IS STAFF PROPOSING? Staff proposes to apply for this grant in conjunction with the City of Palm Springs identifying the City of Palm Desert as the lead agency (requirement if two or more cities apply for funding). A grant proposal will be prepared requesting approximately $80,000. If awarded, Palm Desert will be responsible for the public education and outreach efforts for both cities by: - Direct mail pieces; - Promoting annual household hazardous waste roundups; - Promote ABOP (Antifreeze, Batteries, Oil and Paint); - Transit signs: Sunline has agreed to work with the City to develop bus stop signage to promote public education programs; - Public Service announcements for radio and television - if funding available; - Promoting the mobile collection of HHW. The City of Palm Springs will be responsible to manage and operate a mobile truck(Attachment C)that collects HHW. The truck will be scheduled throughout the two cities so that residents have frequent opportunities to dispose of HHW legally. Said collection truck will enhance the service that the Palm Springs ABOP provides. The County of Riverside operates the ABOP. Both of the respective city staff will work with County staff to promote ABOP within this grant and in the operation of the collection truck. WHO WILL ADMINISTER THE GRANT ON A DAILY BASIS? The CIWMB allows for jurisdictions to utilize a portion of their grant for services of a contractor to implement their grant. Staff proposes to utilize a contractor to implement said grant. WHY APPLY FOR THIS GRANT? For the first time, residents will be able to frequently take advantage of a mobile collection truck for HHW. Today, our residents are provided a HHW collection twice a year in the Coachella Valley by the County. The 2 • Palm Springs ABOP is a great first step for service to our residents but is limited to what it is able to accept and limited by hours of operation. The mobile truck will enhance our current service and provide residents the frequent convenience to "do the right thing" by disposing of HHW safely and legally. In addition, quality educational materials will be developed to teach our respective residents that it is illegal to dispose of HHW in trash cans, sewers, backyards, or in the desert. Materials will be developed to target collection schedules and promote the safe disposal of HHW. Materials will be designed similar to the USED MOTOR OIL CAMPAIGN that Palm Desert staff engineered for the other CVAG cities through a Used Motor Oil Block Grant (Attachment D). WILL OUR PROPOSED PROGRAM OUTLINE BE EVALUATED FAVORABLY? Palm Desert and Palm Springs joint proposal will be evaluated positively according to the determined criteria. The proposal will have the following elements: — New program proposed; — Expansion of current programs; — Both are small cities; — Underserved areas; — Innovative and cost effective collection method; — New and expanded public education services; — Regional program by Palm Desert and Palm Springs working together; IN CONCLUSION: If the grant is awarded, staff will return to the City Council with a detailed proposal for implementing said grant and also with a proposed contract to hire a company to manage the grant(s) on a daily basis. WHEREAS, the people of the State of California have enacted Assembly Bill 1220 (Eastin, 1993) that provides grants to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste, in solid waste landfills; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS,saidprocedures established bythe California Integrated Waste Management Board g g require the applicant to certify by resolution the approval of the application before submission of said application to the state; and WHEREAS, the applicant will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the submittal of a regional application on behalf of the Cities of Palm Desert and Palm Springs to the California Integrated Waste Management Board for a Household Hazardous Waste Discretionary Grant. The Environmental Conservation Manager is hereby authorized and empowered to execute in the name of the City of Palm Desert all necessary applications, contracts, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. If sufficient funds arc not available to fund all qualifying applicants.those with the highest scores will receive fundingpnoriry. Points Description GENERAL REVIEW CRITERIA (must attain 75 out of 100 possible points)* 30 1. NEED--Grant proposal clearly describes and demonstrates the local or statewide need for the project and the benefits and end products resulting from the project. For example,proposal: • Provides convincing reasons why the project should be funded • Addresses residents who currently have no avenues available for HHW management • Describes current HHW disposal problems and specific mitigation measures • Describes past grants received from CIWMB and relationship to current proposal 20 2. OBJECTIVES--Work Statement and grant narrative are sufficiently detailed to determine that project objectives are clearly described and can be achieved within the time and resources allocated to the project. For example,proposal: • Linked to other projects in the area and is based on the program selected in the HHW Element • Derived from the identified need in the Project Report • Describes specific and measurable goals and a umeframe for accomplishing them • Describe public education and awareness efforts and the service area where the program will be conducted 20 3. BUDGET— Grant proposal clearly describes and demonstrates the project is cost effective in relation to the location, source. quality, or quantity of targeted HHW. For example: • Budget Itemization is sufficiently detailed to determine proposed expenses are reasonable • Quotes,estimates, or other documentation support claimed costs • Proposal optimizes the use of existing promotional materials,studies,etc. • Cost savings are described e.g.use of volunteer labor,in-kind services,recycling options.etc. • All program objectives described in the Work Statement and narrative are itemized in the Project Budget(Exhibit C) • Budget items for miscellaneous,contingency,or managerial costs are clearly described 10 4. METHODOLOGY--Grant proposal describes how the project will be carried out. For example,proposal: • Describes why the proposed activities are the best way to address the identified need • Identifies staffing required to carry out the proposed project • Describes in detail how the objectives will be met with available time and resources • Describes involvement of cooperating organizations • Presents a specific plan for future funding 10 5. EVALUATION-- Grant proposal describes a method to evaluate the success of the project and determine if objectives were met. For example,proposal: • Describes a method for evaluating and modifying methods during project implementation • Describes clearly the criteria for determining success • States who will be responsible for the evaluation • Explains any statistical tests or questionnaires to be used • Describes any evaluation reports to be produced 10 6. COMPLETENESS,LEI I ERS OF SUPPORT,EXPERIENCE.ETC. --Grant Proposal is clearly presented and complete as required in the • application instructions including adherence to all deadlines as specified in the application and includes evidence that the applicant or its contractor(s)have sufficient prior experience successfully managing grant programs,staff resources,and technical expertise to carry out the proposed project. For example,proposal: • Includes letters of support for the project • Addresses ability of the applicant to coordinate contracted activities • Includes resumes,endorsements,references,etc. • Describes past grants received from CIWMB and relationship to current proposal PREFERENCE CRITERIA (30 possible points) 10 7. Grant proposal is from an applicant who did not receive a HHW Discretionary grant in Fiscal Year 95/96. See Exhibit F in the application for a listing of applicants that received a grant in Fiscal Year 95/96. 7 8. Grant proposal establishes new HHW program opportunities for rural areas,underserved areas. or small cities. 5 9. Grant proposal is an expansion of existing programs to provide for the collection of additional waste types,innovative or more cost effective collection methods,or expanded public education services. 5 10. Grant proposal establishes HHW programs that address regional(multi-jurisdictional)needs.A Memorandum Of Understanding or resolution from each participating jurisdiction must be included with the application before the deadline. 3 11. Grant proposal addresses permanent solutions for HHW disposal problems.
