SUBJECT: NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR CITY
OF PALM DESERT SOURCE REDUCTION AND RECYCLING ELEMENT
AND HOUSEHOLD HAZARDOUS WASTE ELEMENT
DATE : JANUARY 23 , 1992
Recommendation:
By minute motion , pass Resolution No . 92-8 certifying a
negative declaration of environmental impact for the City of Palm
Desert Source Reduction and Recycling Element and the Household
Hazardous Waste Element .
Background:
The City of Palm Desert in cooperation with CVAG has completed
final drafts of the Source Reduction and Recycling Element and
the Household Hazardous Waste Element . These elements are
required by the California Waste Management act of 1989 , more
commonly known as AB 939 .
On June 27 , 1989, the City Council held a public hearing on the
preliminary draft of the Source Reduction and Recycling Element
and the Household Hazardous Waste Element to receive local
comments . In addition , the City Council designated the City of
Palm Desert Conservation Committee to review these comments for
potential incorporation into the elements . The elements were
also sent to the County of Riverside Waste Management staff ,
County of Riverside Solid Waste Advisory Council , and the State
of California Integrated Waste Management Board . All comments
have been reviewed and appropriate comments have resulted in
amendments to the elements .
All nine cities in CVAG are certifying a negative declaration of
environmental impact on bond elements . The City of Palm Desert
believes that the elements do not have significant adverse impact
on the environment , rather a distinct benefit to the environment .

Staff recommends that the City Council pass the attached
Resolution certifying a negative declaration of environmental
impact for our Source Reduction and Recycling Element and
Household Hazardous Waste Element .
