Folkers, Director of Public Works/City Engineer SUBJECT: ANNUAL ASSESSMENT FOR LANDSCAPING & LIGHTING ASSESSMENT DISTRICT NO. 4 (TRACT 8237) DATE: June 12, 1986 RECOMMENDATION: Waive further reading and adopt Resolution No. 86-64 levying the annual assess- ments for this assessment district for fiscal year 1986-87. BACKGROUND: This existing landscaping and lighting district encompasses Tract 8237, located westerly of Deep Canyon Road and southerly of Magnesia Falls Drive. Streets included in this district are: Rutledge Way, Santolina Drive, Buttonwood Drive; Myrsine Avenue; Primrose Drive; Balsam Lane; Silktree Lane; Gazania Place; Palmilla Circle; and Wanda Circle. This district has been in existence since 1978 and was reorganized in 1983 under the 1972 Act for assessment districts. The purpose of the assessment for this district is to pay the energy and main- tenance costs for all street lighting located within Tract 8237. The estimated costs for fiscal year 1986-87 are as follows: ( 1) Lighting (energy and maintenance) $2,650.00 (2) County assessment processing charges 60.00 (3) Assessment roll preparation 20.00 (4) Administrative expenses 154.00 TOTAL COSTS $2,884.00 20% PROVISION FOR FUND CASH SHORTAGE 1 ,000.00 TOTAL 1986-87 ASSESSMENT $3,884.00 This year's assessment will be $22.58 per parcel . The assessments have increased because the actual costs of the district have increased due to a general rate increase by the Southern California Edison Company and the setting aside of twenty percent in additional monies for a cash provision. Public Works staff believes that the proposed assessments are the minimum necessary to insure that the operating and administrative expenses of the assessment district are met. Staff recommends approval of the resolution establishing an assessment of $22.58 per parcel for all parcels within Assessment District No. 4. RIC ARD J. F L , P.E.
