The Uniform Building Code currently requires 1 . 6 gallon water closets in new construction. However, retrofitting existing water closets would entail substantial private and public costs. In order to fund the public cost, which includes inspections, th,3 Building and Safety Department would request a $43 fee be added as an inspection fee and collected from escrow. More importantly, seventy-five percent of potable water used in the Coachella Valley is placed on landscaping areas. Twenty-five percent of water is used indoors . The City of Palm Desert has been focusing on reducing the wasteful use of water on landscaped areas through our water efficient landscape programs. We feel this would make the greatest impact on water conservation. Furthermore, the City of Palm Desert has encouraged voluntary compliance through education, rather than formal requirements through ordinances .
