The Washingtonia Filifera palms shall be a minimum of fourteen (14) feet tall brown trunk height (BTH) and shall be of matching heights at the time of planting. 2. The parapet on the simulated wood element located on the west elevation shall return eight (8) feet beyond the adjacent parapet. 3. The parapet on the vertical cementitious siding located on the east elevation shall return a minimum of six (6) feet beyond the adjacent parapet. 4. The ARC approves the exception to the screening standards, including wall height, setback, undulation spacing, and landscaping. 2. The Applicant shall be required to provide additional plant material in the public right of way, which shall be in conformance with PDMC 24.04 for water-efficient landscape. 3. All landscape and hardscape materials associated with the project shall be subject to a landscape maintenance agreement recorded prior to occupancy. 4. The gable roof on the covered wash shall be revised to a hip roof design. 5. During discussion Principal Planner Melloni informed the Commission that the applicant, Wilf Weinkauf, invited commissioners out to the project site to view the modified units. Commissioners Latkovic, Colvard, and Sanchez stated they visited the project site individually at different times. NON-ACTION ITEMS None 7. INFORMATIONAL REPORTS & COMMENTS A. ARCHITECTURAL REVIEW COMMISSIONERS In response to interest in sharing the objective design standards with the Cultural Arts Committee due to mentions of Public Art in the draft document, Principal Planner Melloni explained that the document is still a draft and the language included in the draft document will be revised from “Public Art” to “Decorative Art” which is placed internally on the project site, not in the public right of way. Principal Planner Melloni further explained that the objective design standards are not meant to set standards for Public Art, as Public Art has its own municipal codes and process but is meant to set standard for proposed decorative art. Upon inquiry, Principal Planner Melloni provided a brief update on the DSRT Surf project, noting the project will be going before the City Council at the next regularly scheduled meeting to approve a final map for the project. Inquiry was made regarding the sculptures that are placed outside for the Melissa Morgan Fine Art Gallery on El Paseo. Principal Planner Melloni stated the sculptures are meant to be a sculpture garden which was approved by staff through a Temporary Use Permit (TUP). Comment was provided that it does not appear as a sculpture garden and the number of sculptures is too dense. Principal Planner Melloni stated staff would look into the matter. B. CITY STAFF Principal Planner Melloni provided the following updates: • The Parks and Recreation Committee have formed a subcommittee to name the new parks in University Park. The parks will have college themed names. • The University Medical Office Park will be presented to the Planning Commission at the next regular meeting on September 19, 2023. • There is a new timeline for the Objective Design Standards (ODS). The ARC may discuss ODS as an informational item at the regularly scheduled meeting of Page 9 of 116 Architectural Review Commission Minutes September 12, 2023 City of Palm Desert Page 7 ALL ACTIONS ARE DRAFT, PENDING APPROVAL OF THE MINUTES October 10, 2023. The ODS is scheduled to go before the Planning Commission on October 17, 2023, to City Council for adoption on November 16, 2023, and again to City Council for a second reading on December 14, 2023. • In response to inquiry, Principal Planner Melloni advised he would contact staff member, Ryland Penta, regarding whether the Civic Academy will be offered via zoom and would follow up with the requesting commissioner. • Three projects have been identified as close to ready for ARC subcommittee review including Urban Crossings, West Coast Self Storage, and Bravo Gardens. BACKGROUND The Applicant, Embassy Suites, represented by Signarama, is requesting approval of one (1) new freestanding monument sign, two (2) new wall signs, and one (1) new directional sign at 74700 Highway 111. The scope of work will service an existing Embassy Suites hotel. One (1) of the building wall signs is a new additional sign and the rest of the signs are replacing existing signs at the project site. PROJECT SUMMARY A. Property Description: The project site is an existing Embassy Suites hotel located at 74700 Highway 111. The project was originally approved in 1982 by the Planning Commission under Resolution No. 819 for Development Plan 07-81, Amendment No.1, which approved a 204-room hotel and ancillary restaurant. The project is within the Resort Commercial Center (PC-4) and Planned Residential, 5 units per acre (PR-5) zoning districts. B. Project Description The project is a request to construct four (4) new signs to service the existing tenant, Embassy Suites. It includes replacing an existing monument sign, an existing entry wall sign, a directional sign, and adding one (1) new wall sign. All four (4) signs are proposed along the south elevation, facing Highway 111. The sign will include three lines of text and a ½ inch thick white acrylic push thru logo. The face of the sign will be dark gray, letters will be white, and logo will be green. The sign structure will be installed with two steel tube supports inserted 2 inches below grade. The location will be on an existing 2’ high raised planter which currently has a boulder, which will be relocated to the north part of the hotel site. The existing 99 square foot monument sign will be removed and disposed of. The entry façade (Sign B) will be constructed of 5 inch deep aluminum channel letters and 5 inch deep logo, mounted flush to the wall fascia. The sign letters will be the color white and the logo will be green. The entry façade sign is unique in location and placement as it is not located on the primary hotel building, but was a location originally approved for an arch structure as you enter the hotel site. Page 12 of 116 SARC23-0009 Embassy Suites Page 3 of 6 October 10, 2023 The directional sign (Sign C) will be internally illuminated with white LEDs on a 6 inch deep aluminum cabinet. The directional sign is exempt per the Palm Desert Municipal Code (PDMC) but is presented here as part of the entire sign package. The new wall sign (Sign D) consists solely of a logo and is constructed of an 8 inch deep aluminum cabinet. The face of the cabinet will be green with a white letter and will be mounted with 2-inch galvanized clips on the wall. ZONING ORDINANCE SUMMARY Pursuant to Palm Desert Municipal Code (PDMC) Section 25.68.050, new signage on buildings with frontages greater than 100 linear feet and new monument signs require ARC review and approval. The standards for exterior wall signs are listed under Section 25.56.070 (D) and Section 25.56.080 (A) of the Sign Ordinance. As noted, Sign C (Directional Sign) is exempt pursuant to PDMC Section 25.56.040 (J) and is not included in the analysis for Zoning Ordinance review. The proposed building signs are unique in placement due to the existing entry façade sign being a separate structure from the main hotel building. The applicant is proposing one sign on the entry façade replacing the existing 88 sf entry sign and a new sign on the hotel building, both facing the south façade. Combined, they are 117.24 sf, exceeding the allowed 100 sf per frontage and also exceeding the allowance of number per frontage. Per PDMC 25.56.030 (E), when approving or rejecting a sign permit application, the ARC shall consider the design review criteria provided below and shall make the following findings: 1. That the sign is necessary for the applicant’s enjoyment of substantial trade and property rights. The signs are necessary to provide adequate identification to customers and employees of the business in the building as it is located on a high-volume vehicular arterial (Highway 111) and within a hotel. The signs, at their proposed location and size, are appropriately scaled for this center. The proposed monument, entry façade, and directional sign are similar to the existing sign and reduce the square footage of the existing sign. The new proposed building façade sign is necessary for identification of the main hotel building. 2. That the sign is consistent with the intent and purpose of this chapter and title. The signs are consistent with the intent and purpose of the Sign Ordinance as the signs are designed in harmony with the building area. The material and color of the signs are standard of the Embassy Suites franchise and are similar in character to other Embassy Suites and nearby hotel and commercial uses. The proposed signs are similar in size and character to the existing Embassy Suites signs currently on the building. The signs are placed appropriately below the eave line with enough distance between the roof eave and sign where the incremental height above 20 feet does not create an unwanted impact. The proposed building mounted signs exceed the PDMC Ordinance sign area allowance of 100 sf per building frontage. The proposed building signs are unique in placement due to the existing entry façade sign being a separate structure from the main hotel building. The applicant is proposing one sign on the entry façade replacing the existing 88 sf entry sign and a new sign on the hotel building, both facing the south façade. Combined, they are 117.24 sf, exceeding the allowed 100 sf per frontage and also exceeding the allowance of number per frontage. The proposed monument sign is proposed at a height of 6’-6” which exceeds the maximum height of 6’. The monument sign itself is a 4’-6” sign that is placed on an existing 2’ high raised planter by the entrance. The sign is replacing the existing 11’-7” tall monument sign and is smaller in size. 3. That the sign does not constitute a detriment to public health, safety, and welfare. The design of the signs does not constitute a detriment to public health, safety, and welfare as the design of the signs do not incorporate elements that are distracting Page 14 of 116 SARC23-0009 Embassy Suites Page 5 of 6 October 10, 2023 or intrusive to motorists or pedestrians. The placement of the signs are not anticipated to create sight obstruction to motorists or pedestrians as they are setback away from line of site areas and mounted onto the building, approximately 20 feet above grade. The proposed monument sign was reviewed for line of sight clearances and is placed in a location that does not create issues for motorists or pedestrians. Nighttime renderings confirm that the signs will not create negative impacts during nighttime and will be required to be on a dimmer per Palm Desert Municipal Code and California Building Code. 4. That the size, shape, color, height, and placement of the sign is compatible with and will have a harmonious relationship to the building it identifies, the surrounding neighborhoods, and other signs in the area. The location of the signs on all elevations are typical of other tenants with frontages facing Highway 111. The green and white-colored returns and letter faces are typical of Embassy Suites branding. The sizes of the signs are appropriate for the size of the building when taking into consideration the total frontage of the standalone building and meet the other requirements of the City’s sign regulations, with the exceptions outline above for height and sign per frontage. The heights are lower than the existing signs and are higher because of infrastructure it is installed upon. The additional building frontage sign is due to unique building design where an entry structure has an existing sign and the main building does not have signage as currently proposed. 5. That both the location of the proposed sign and the design of its visual elements (lettering, words, figures, colors, decorative motifs, spacing, and proportions) are legible under normal viewing conditions prevailing where the sign is to be located. The signs are oriented in a manner to be visible to pedestrians and motorists traveling along Highway 111. The sign area is appropriately scaled to the dimensions of the building fascia and centered above the entrance and along each frontage. The new monument sign is in a location where it is visible to pedestrian and motorists and an in appropriate location on an existing raised planter. It replaces an existing sign that is larger and taller. The new sign is in a more appropriate location and scale. 6. That the location, height, and design of the proposed sign does not obscure from view or unduly detract from existing or adjacent signs and does not in any way compromise the health or safety of any person(s). The location, height, and design of the proposed signs does not obscure view or unduly detract from existing signs in the vicinity and does not adversely affect the public health, safety, or welfare. The location of the signs conforms to the Ordinance and is sized appropriately for consistency with other commercial wall signs. The new monument sign is in a location where it is visible to pedestrian and motorists and an in appropriate location on an existing raised planter. It replaces an existing sign that is larger and taller. The new sign is in a more appropriate location and scale. The logo sign on the building façade is proposed at a height above 20’ but is placed appropriately with room between the sign and the eave. 7. That the location and design of the proposed sign, and its size, shape, illumination, and color are compatible with the visual characteristics of the surrounding area so as not to detract from or cause depreciation of the value of adjacent developed properties. The proposed square footage of the signs meets the allowable amount in the PDMC. The proposed signs are similar in size and character to the existing Embassy Suites signs currently on the building. The signs, at their proposed location and size, are appropriately scaled for this center. The PDMC allows the ARC to determine the final sign area and to approve exceptions to height and number, as proposed. 8. That the location and design of a proposed sign in close proximity to a residential district does not adversely affect the value or character of the adjacent residential uses. The signs are compatible with the structure of the building and meets the requirements established in PDMC Table 25.56-2 for commercial signage. Therefore, the signs will not adversely impact the character of adjacent commercial and residential uses. The signs are located facing Highway 111, a predominantly commercial and retail arterial. The signs are designed in a way that does not adversely impact the character of the adjacent residential uses, including size and location of the building not being obtrusive and being compatible. 9. That any neon tubing used in conjunction with any sign is incorporated as an integral part of the sign design with careful attention to color, intensity of light, and the use of colors that are not overly bright. Neon tubing is not proposed for the signs. The signs will be internal front lit channel letters in a manner that complies with the Sign Ordinance requirements for channel letter signs. 10. That the quantity of information displayed in the sign does not cause visual clutter. The signage text is limited to the name of the business and its logo. The directional sign is reduced solely to identify “lobby” and reduces clutter and text from the existing sign. The monument sign includes the same text as the current monument sign and is appropriate for its location. STAFF RECOMMENDATION Staff recommends the ARC determines that the requirements of the findings have been met based on the analysis and approve the Sign Design Review and exemptions to height, square footage, and signs per frontage, as identified in the staff report. Executive Summary The proposal is a request by Highpointe Palm Desert LLC (Applicant) for consideration of a Design Review for a PP to develop a 384-unit apartment project comprised of 15 two-and three-story residential buildings on a 17.44-acre vacant site on the southeast corner of Dick Kelly Drive and Gateway Drive. The project will include 146,800 square feet (sf) of common open space, inclusive of pool and spa, fire pit, BBQ areas, dog park, playground, pickleball courts, and will also include a clubhouse and maintenance building area. The Architectural Review Commission (ARC) will consider the architecture and landscape design of the proposed project for final consideration. Background On March 12, 2020, the City of Palm Desert’s City Council (Council) adopted Council Resolution No. 2020-17 which approved the MCP Specific Plan (SP 16-342) on a 32+ acre site located east of Monterey Avenue, south of Dick Kelly Drive, north of A Street, and west of Gateway Drive. SP 16-342 subdivided the 32+ acre project site into four (4) planning areas: two (2) commercial areas in Planning Area 1 and 2, one (1) for either commercial or residential in Planning Area 3, and one (1) residential parcel in Planning Area 4. Planning Area 3 and 4 were approved with a density up to 22 units per acre and with a requirement that a minimum of 200 units are built on Planning Area 4. Property Description: The project site is a 17.44-acre vacant parcel located on the southeast corner of Dick Kelly Drive and Gateway Drive (Project Site). The Project Site is located within the PR-22 Planned Residential zoning district and is within the Housing Overlay District (HOD). The Project Site is within Planning Areas 3 and 4 of the MCP Specific Plan (Specific Plan). The Project Site is adjacent to existing land uses including residential buildings to the south, commercial to the north, and vacant sites to the east and west, as outlined in Table 1 below. B. Project Description The Applicant is proposing to develop a 384-unit apartment project comprised of 15 two-and three-story residential buildings on a 17.44-acre vacant site. Nine (9) of the buildings are two- stories and six (6) are three-stories. The project will include 146,800 square feet (sf) of common open space, inclusive of pool and spa, fire pit, BBQ areas, dog park, playground, and pickleball courts. The project also includes 577 parking spaces, a 9,544-square-foot clubhouse and a 1,035-square-foot maintenance building. The following entitlement application has been submitted for the project: • Precise Plan: PP approval is for the review of the architecture and landscaping of the proposed buildings and Project Site. The ARC’s review of the project will focus on the building and landscape architecture from the Precise Plan. Site Plan The Site Plan (Figure 1 below) shows the building locations and orientations, vehicle and pedestrian access, and parking. The main vehicular access to the site will be available using Page 36 of 116 DR23-0005 Vesta Apartments Page 3 of 10 October 10, 2023 a 50-foot entrance off Gateway Drive and a secondary access will be available from A street to the south. The site plan provides the layout of the two- and three-story buildings across the Project Site. The nine (9) buildings adjacent to City streets are proposed to be two stories and the six (6) three-story buildings are proposed within the interior of the Project Site. The project buildings are setback 61.3 feet from the north property line and 41.8 feet from the south property line. The building setbacks from the east property line range from 21.1 feet to 47.5 feet and from the west property line range from 25.7 feet to 63.2 feet. All setbacks meet the development standards of the Specific Plan. Architecture The proposed architecture of the building is characterized as desert contemporary modern design, incorporating a combination of flat and pitched roof designs, varying roof and wall planes, façade modulations, stone veneer, tower elements, recessed windows, and balconies. The residential buildings will utilize two (2) different color schemes, each with four (4) building colors, a stone veneer, stone coated roofing, Turkish Coffee trims on the fascia, railings and garage doors, and bronze vinyl window trims, as shown on Figure 2. The clubhouse and maintenance buildings will incorporate similar architecture as the residential buildings, including stone veneer, stone coated roofing, stucco finishes, and similar window and building trims. Section IV of the Specific Plan lays out the Design Guidelines for the Project Site, including guidelines on site planning, access and circulation, architectural elements, landscaping, walls and fences, open space, lighting, and accessory buildings. The project meets these guidelines as presented, including: • Providing pedestrian connections to Planning Areas 1 and 2. • Parking is conveniently located and visible from the residential units that use them. • The large buildings provide architectural interest through variations in building mass and distribution. Buildings provide a 360-degree articulation of all facades and avoid long, unbroken facades. The interior of the Project Site has landscaping throughout, including along parking areas, pedestrian paths, the parks, and the entry ways. The project proposes a total of 17 different trees, including date palms, acacias, afgan pines, and palo verdes, and 44 different shrubs and groundcovers, including agaves, red yuccas, junipers, and golden barrel cacti. The rest of the perimeter of the Project Site will not have perimeter walls but will have 6’ high view fencing between buildings made of tubular steel posts. Vehicular and pedestrian entrances will have tubular steel gates connected to 6- foot-high concrete masonry unit (CMU) walls and will feature an entry trellis made of tubular steel posts, painted to match the buildings and gates. The entry walls will be constructed of Whisper White El Dorado stone, with a cream sandwash cap, and the gates, fences, and trellis will be painted a Turkish Coffee color. The northeast and southeast corners of the project site are proposed to have an 8’ community corner signage wall, constructed of the same El Dorado Stone with Cream Sandwash Caps. The signage will be 4’-4” tall and 12’-7” wide and will display “Vesta Palm Desert” using a ground mounted up light for lighting. That the proposed development conforms to any legally adopted development standards. The proposed development conforms with the standards for the MCP Specific Plan, as outlined in Table 4 above. This includes meeting standards on density, setbacks, coverage, height, and parking. The project meets the Design Guidelines of the MCP Specific Plan, as outlined in Section IV of the Specific Plan. All development standards for Planning Area 3 and 4 are met for the proposed project. The Specific Plan does allow for project development standards to be approved through the Precise Plan process. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed project is within the MCP Specific Plan and is surrounded by both residential and non-residential uses. The design of the project is such that the entries are in reasonable locations, meeting all standards for access and providing adequate parking for the 384 units. The project steps down along the project perimeter and provides transitions to the future commercial project to the west, including pedestrian connections. The project has been analyzed for potential traffic impacts in the adopted Mitigated Negative Declaration for the MCP Specific Plan and will be conditioned to meet all mitigation required. C. That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. The proposed project blends well with the surrounding neighborhood by incorporating a modern desert contemporary design and utilizes a desert color and landscaping palette that is harmonious with surrounding development. The design of the building, including flat and pitched roofs, varying roof and wall planes, and façade modulations, adds to the character of the area and provides a transition between the surrounding residential and non-residential uses. D. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed design utilizes durable finishes and features a quality contemporary style characterized by modern forms, smooth stucco exterior finishes, and desert compatible colors. The buildings provide for a quality visual aesthetic along Dick Kelly Drive and Gateway Drive. The project also includes extensive onsite landscaping along perimeter frontages, including many tree and shrub species. E. That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed development conforms with all development standards of the underlying MCP Specific Plan and PR-22 zoning district. The MCP Specific Plan established Planning Areas 3 and 4 for a multifamily residential project with specific development standards.
