Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY VICE CHAIR MCINTOSH, CARRIED 6-0 (COMMISSIONER LATKOVIC ABSENT); to approve Case Nos. PP/EA/DR 22-0008 with the following conditions: 1. Metal panels being added to the existing Building A shall return two (2) feet onto the existing roof at the ends to create a sense of mass. 2. More design articulation shall be given to the southwest corner of Building A with the addition of the horizontal tan colored metal siding and the addition of an eyebrow element over the two doors at the southeast corner of the building. 3. Dasylirion Wheeleri, plant specimen shall not be planted too close to walkways. 4. Signage shall comply with the Palm Desert Municipal Code and not utilize raceways, backers, or phone numbers. 5. The walls of the trash enclosure shall be finished with stucco to match the primary building. 6. The screen fence for the ground-mounted units along the project frontage shall provide a return along the western end of the fence with the intent of screening the ground-mounted units. ARCHITECTURAL REVIEW COMMISSIONERS Commissioner Colvard provided an update on the Cultural Arts Committee reporting a Study Session will be held today at 5 p.m. to view the color LED lighting capabilities for the Public Art sculpture, Sunburst, in the roundabout located at the intersection of San Pablo and San Gorgonio. B. CITY STAFF Principal Planner Melloni provided the following updates: The Planning Commission met last week to take action on a tentative map, which was continued to February 2024. The Planning Commission will meet on December 19, 2023, to take action on an amendment to a development agreement for Shadow Ridge to facilitate future development. The Objective Design Standards is now scheduled to go before the Planning Commission on January 16, 2024. Executive Assistant, Monica O’Reilly will be retiring from the City this week. A new Associate Planner will be joining the Planning Division in January 2024. The City Council has approved the purchase of a new land management software, Clariti. Over the next year staff will work on the implementation of the new software which will be approximately a 12-to-18-month transition from the current platform, TRAKiT. C. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. Executive Summary The proposal is a request by PBK Architects (Applicant) on behalf of the City of Palm Desert (Owner) to develop an 11,380 square-foot fire station, generally referred to as the North Sphere Fire Station 102 (Station). The site is a vacant and unimproved 2.66-acre parcel on the south side Gerald Ford Drive. The current zoning designation of the proposed project site is Public Institution (P), and the fire station use is allowable with approval of a conditional use permit by the Planning Commission. The proposed improvements have been reviewed and found to comply with the applicable development standards. Staff is recommending that the Architectural Review Commission (ARC) approve the Design Review (DR) as presented. Background At the regular ARC meeting of July 25, 2023, the Applicant presented two different Station design concepts to the ARC for discussion and asked for direction on preferred option, architectural considerations, and overall comments on design. The ARC provided comments on depth of plane changes, finishes, overhang depths, and material palette, and communicated a preference for the second option. The Applicant incorporated this direction into their drawings and submitted formal applications for a PP, CUP, and EA. A. Property Description The project site (Site) is located on a vacant and unimproved 2.66-acre parcel located at 75665 Gerald Ford Drive, just north of Frank Sinatra Drive. The Site is southwest from the existing Spanish Walk apartments and is northeast of the existing University of California, Riverside – Palm Desert Campus. Project Description The applicant is proposing to construct an 11,380 square-foot Station, complete with landscaping, covered employee and visitors parking, outdoor patios, and an emergency generator and fuel tank. The following entitlement applications have been applied for: - Precise Plan application for the development of the Station. - Conditional Use Permit which is required for fire stations within the Public Institution zoning district. Site Plan The site plan (Figure 1 on the following page) shows the location of the proposed building, driveways, circulation, landscaping, and parking. Access to and from the Site will be taken from two driveways on Gerald Ford Drive. The driveways and circulation within the Site are constructed to meet the vehicular and operational needs of the Station. The site plan identifies twenty-five (25) parking spaces, including three (3) visitors parking spaces and twenty-two (22) covered spaces for crew, open area, landscaping, security gates, and an area for an emergency generator and fuel tank. The interior property lines (not adjoining Gerald Ford Drive) will be enclosed by a perimeter block wall. A total of 40,603 square feet of open space will remain on the project site for possible future expansion. The preliminary site plan identifies areas for possible future expansion: an area for an apparatus bay on the south end of the building, a future dorm expansion attached to the east side, a future office expansion, and a pad for a future detached building on the site. The Station itself covers 9.8% of the Site. (Continued on next page) Page 10 of 51 DR23-0011 Fire Station 102 Page 3 of 6 January 9, 2024 Figure 1 – Site Plan Architecture The proposed project architecture is characterized as modern desert contemporary consisting of a combination of exterior materials including Accoyo Wood, El Dorado Stone, and Vitro Glass, with a brown, gray, and red color palette. The Station’s architecture provides variation in roof lines and wall planes, incorporating significant depths to its overhangs and building walls on all four elevations. Elevations for areas of future expansion are not prepared at this time. Figure 2 - Elevations Page 11 of 51 DR23-0011 Fire Station 102 Page 4 of 6 January 9, 2024 Landscaping The applicant proposes landscaping throughout the project site, including the frontage along Gerald Ford Drive. A total of 25,274 square feet of landscaping and 38,790 square feet of hardscape will be provided. Landscaping will include nine (9) Date Palms lining Gerald Ford Drive, as well as a combination of other trees, shrubs, groundcovers, and vines throughout the landscaped area. The tree palette includes mimosa trees, cascalotes, crape myrtles, palo verdes, and blue hesper palms. The shrub palette includes aloe vera, dwarf bottle brush, golden barrel cactus, and yellow yucca. Different groundcovers and hardscape will be used, including desert gold and flame red decomposed granite, rock mulch, and decorative rocks. Figure 3 – Landscape Plan Signage The project provides a preliminary location of monument signage along the street frontage. No details for construction or design of the signage is provided at this time. Signage will require future consideration by the Architectural Review Commission. ANALYSIS Development Standards The zoning designation is Public Institution (P) which allows the development of a fire station as a conditional use (as applicable to the project). Development in the P zone is subject to development standards provided under PDMC 25.22.040. Findings for ARC decisions are listed under PDMC Section 25.68.040 – Findings of the ARC. Findings in support of the project are listed below: To approve a design review application, the ARC shall find the following: A. That the proposed development conforms to any legally adopted development standards. The proposed development conforms with legally adopted development standards set forth by the Public Institutional zoning designation as established by PDMC 25.22.040. A summary of the conformance with these development standards can be found in Table 2 above. B. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed project is located on Gerald Ford Drive. The project use and building design provide for public safety operations for a fire station. The building will serve to provide public safety to those surrounding the project site and will not unreasonably interfere with the use and enjoyment of neighboring existing proposed developments. Project circulation has been designed to accommodate the vehicular needs of the fire station to provide efficient safety operations. C. That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. Page 13 of 51 DR23-0011 Fire Station 102 Page 6 of 6 January 9, 2024 The proposed project is compatible with the development pattern within the surrounding area by proposing a single-story public facility. The project serves to provide public safety and is designed to be harmonious with existing and future development in the surrounding area. The project architecture incorporates modern desert contemporary architecture and utilizes a variety of materials, color, and design to make sure it is an attractive development. D. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed design utilizes durable quality finishes and features a quality modern desert contemporary style characterized by varying roof lines and wall planes, uses high quality materials, and desert compatible colors. The building provides for a quality visual aesthetic along the public frontage with a mix of trees and shrubs fronting the front elevation to line Gerald Ford Drive. The row of proposed date palms, combined with a mix of shrubs and other trees, adds to the overall frontage architecture. The design of the building creates a desirable environment for its occupants, including quality outdoor spaces and landscaping. E. That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed development conforms with legally adopted development standards set forth by the Public Institutional zoning designation as established by PDMC 25.22.040. A summary of the conformance with these development standards can be found in Table 2 above. F. That the overall development of the land shall be designed to ensure the protection of the public health, safety, and general welfare. The preliminary grading plan has been reviewed to ensure the design of the project incorporates the proper improvements for drainage. In addition, the overall building design ensures the protection of the public health, safety, and general welfare. STAFF RECOMMENDATION Staff recommends the ARC determines that the requirements of the findings have been met based on the analysis and approves the request. Furthermore, should major design comments arise during the discussion, staff recommends the ARC clearly outline the requested changes and continue the case. Attachment: 1. The Architectural Review Commission (ARC) will consider the architecture and landscape design of the proposed project for final consideration. Property Description: The project site is an irregularly shaped 8.56-acre parcel of developed land near the northeast corner of Monterey Avenue and Dick Kelly Drive. The parcel is within the existing Desert Gateway retail center (Center) and is improved with a Walmart Superstore retail building and parking lot, which was approved by the City Council under Resolution No. 03-27 for Planning Cases PP 01-30 and TPM 30502 and subsequently developed in 2005. Project Description Site Plan The Site Plan (Figure 1 below) shows the location of the shade structure, landscaping, and proximity to parking, and private sidewalk/path of travel. The shade structure will be an open sided, solid-roofed, 100 square-foot freestanding pergola which will shade a proposed ATM kiosk. The structure will require the removal of one parking space to accommodate the raised sidewalk area, access, and landscaping. Figure 1 – Proposed Site Plan (Sheet 1) Page 34 of 51 DR23-0043 – FLITE ATM US Bank Page 4 of 8 January 9, 2024 Architecture The proposed structure is characterized by Spanish style architectural elements including a sloped clay tile roof supported by four (4) six-inch wooden posts, with a stone veneer-clad concrete masonry unit (CMU) base, and exposed wooden beams as depicted in the elevations shown below. The ATM will be housed within an aluminum cabinet enclosure which is painted blue and surrounded by a 6’-0” wall clad with stone. The total height of the structure will be 10’-0” above the proposed finished grade, which will be raised approximately 0’-6” from the existing parking lot to match grade of the adjacent private sidewalk. Other buildings in the center are designed with Spanish style architectural elements such as sloped clay tile roofs and decorative wood rafter ends, which are similar to the proposed structure. Figure 2 – Proposed Rendering and Materials Landscaping The proposed landscape plan will modify existing landscaping planters to add four (4) new Sierra Negra plants on the east and west sides of the ATM facility. Additional hardscaping consisting of three (3) new boulders will be added to the north side of the ATM facility. Approximately 142 square-feet of decomposed granite will be added to the adjacent planters existing ground cover nearby. Two existing parking lot shade trees will be removed to construct the proposed structure. Findings for ARC decisions are listed under PDMC Section 25.68.040 – Findings of the ARC. These requirements generally require a mandatory minimum foot candle rating directly over outdoor ATMs and in the vicinity with the intent of providing for user safety and generally include the following standards under Section 13041: (a) There shall be a minimum of 10 candlefoot power at the face of the automated teller machine and extending in an unobstructed direction outward five feet. (b) There shall be a minimum of two candlefoot power within 50 feet from all unobstructed directions from the face of the automated teller machine. In the event the automated teller machine is located within 10 feet of the corner of the building and the automated teller machine is generally accessible from the adjacent side, there shall be minimum of two candlefoot power along the first 40 unobstructed feet of the adjacent side of the building. (c) There shall be a minimum of two candlefoot power in that portion of the defined parking area within 60 feet of the automated teller machine. The City’s outdoor lighting Ordinance, Chapter 24.16 establishes general requirements for outdoor lighting including shielding requirements. To avoid any potential conflicts between the requirements of state law, staff recommends that the ARC require the applicant submit a final lighting plan for review by City staff and not include a condition that the lighting be motion- activated. It may be necessary for the applicant to modify the existing site lighting to comply with requirements. Findings in support of the project are listed below: To approve a design review application, the ARC shall find the following: A. That the proposed development conforms to any legally adopted development standards. The proposed development conforms with the standards for the PC-3, FCOZ zoning district, including setbacks, floor area ratio, parking, and density. As outlined in table 2 above, all development standards are met. B. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed project is within the PC-3 zoning, surrounded by existing retail, service commercial, and financial institution land uses including walkup and drive-through ATMs. The design of the project includes quality finishes and Spanish style architectural elements which are compatible with existing architecture in the vicinity. Page 37 of 51 DR23-0043 – FLITE ATM US Bank Page 7 of 8 January 9, 2024 The architecture and landscape design of the project does not impair the desirability of investment or occupation in the neighborhood and improves the overall aesthetic and desirability of the surrounding properties. The project falls within the acceptable density range and is not anticipated to generate a traffic issue. C.That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. The design of the project includes quality finishes and Spanish style architectural elements which are compatible and harmonious with existing architecture in the vicinity, which utilizes similar Spanish style elements. D.That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed design utilizes durable finishes and features, provides a shaded structure and screen walls for the ATM, and is compatible with the adjacent development in terms of materials, textures, and colors. E.That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed development conforms with all development standards of the underlying PC-3 zoning district and all other applicable requirements. F.That the overall development of the land shall be designed to ensure the protection of the public health, safety, and general welfare. The site plan and grading plan have been reviewed to confirm the design provides for protection of the public’s health, safety, and general welfare. The site is adequately serviced by utilities and the grading plan reviewed in accordance with City requirements. The project provides setbacks from adjacent properties that meet the standards of the PC-3 zoning district. STAFF RECOMMENDATION Staff recommends the ARC determines that the requirements of the findings have been met based on the analysis and approves the Design Review with the following conditions as a part of the motion: 1.The applicant shall submit a final lighting plan demonstrating compliance with applicable State regulations and local ordinance, for review by staff. 2.The applicant shall submit a final landscaping plan for review by city staff and require an inspection to ensure the boulder placement fits within the landscape planter.
