ARCHITECTURAL REVIEW COMMISSION
CITY OF PALM DESERT, CALIFORNIA
MINUTES
(HYBRID MEETING)
Pursuant to Assembly Bill 2449, this meeting may be conducted as a hybrid meeting
allowing public access via teleconference or in person.
1. CALL TO ORDER
A Regular Meeting of the Architectural Review Commission (ARC) was called to order by
Chair Vuksic on Tuesday, November 14, 2023, at 12:30 p.m. in the Development Services
Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners James Edward Blakeley, Nicholas Latkovic, Michael McAuliffe,
Francisco Sanchez, Vice Chair Jim McIntosh, and Chair John Vuksic.
Absent: Commissioner Dean Wallace Colvard.
City Staff
Present: Richard Cannone, Development Services Director, Nick Melloni, Principal Planner;
Carlos Flores, Senior Planner; and Melinda Gonzalez, Recording Secretary, were
present at Roll Call.
3. NON-AGENDA PUBLIC COMMENT
Chair Vuksic opened and closed the non-agenda public comment period. No public comments
were provided.
4. CONSENT CALENDAR

Chair Vuksic opened and closed the public comment period for the Consent Calendar. No
public comments were provided.
MOTION BY COMMISSIONER MCAULIFFE, SECOND BY COMMISSIONER BLAKELEY,
CARRIED 6-0 (COMMISSIONER COLVARD ABSENT), to approve the Consent Calendar.

A. APPROVAL OF MINUTES
MOTION BY COMMISSIONER MCAULIFFE, SECOND BY COMMISSIONER
BLAKELEY, CARRIED 6-0 (COMMISSIONER COLVARD ABSENT), to approve the
Architectural Review Commission Regular Meeting minutes of October 24, 2023.

A. FINAL DRAWINGS
1. CASE NO: SARC23-0008 (Continued from October 24, 2023)
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Sign
Design Review for four (4) new exterior business identification wall signs and one (1)
new freestanding monument sign including a height exception for a new commercial
building located at 73611 Highway 111.
APPLICANT AND ADDRESS: Chandler Signs, Dallas, TX 75235
LOCATION: 73611 Highway 111
ZONE: Downtown Core Overlay District, Scenic Preservation (D.O., S.P.)
Chair Vuksic introduced the item. Commissioner McAuliffe announced his recusal due
to a conflict of interest as his architectural firm was retained for this project.
Commissioner Sanchez announced his recusal due to a conflict of interest as his firm
was retained to provide landscaping design services for this project.
Senior Planner, Carlos Flores, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Ben Sisk with Signarama, Mike Drury with
Chandler Signs, Applicant Representatives, and Bill Lang, Architect Representative,
were present and answered questions from the Commission.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Mike Drury with Chandler Signs, Applicant Representative, introduced himself to the
Commission and provided additional details on the project. During Mr. Drury’s
presentation he acknowledged the proposed monument sign is located on a sewage
easement and stated their company will work with the utility company to obtain a
waiver to ensure there is no issue with the placement of the monument sign within the
easement. Mr. Drury also advised the end views for the monument sign were
mislabeled on the rendering, adding the end view which is street facing has the accent
feature visible.
With no other members of the public wishing to comment, Chair Vuksic closed the
public comment period. Discussion on the item ensued with Commissioners providing
comments for the project.

Following discussion, MOTION BY COMMISSIONER LATKOVIC, SECOND BY VICE
CHAIR MCINTOSH, CARRIED 4-0 (COMMISSIONER COLVARD ABSENT;
COMMISSIONERS MCAULIFFE and SANCHEZ RECUSED); to approve Case No.
SARC23-0008 with the following conditions:
1. Sign B shall be relocated to the stone veneer wall on North elevation, modified to
one line of text scaled accordingly to the new location, and reduced in letter size
with the capital letter at a 15-inch height.
2. Sign C shall be revised to the originally proposed design (as presented on October
24, 2023) including modification to one line of text and a reduction to the letter size.
3. The proposed Sign E shall be removed.
4. Sign D shall be modified to one line of text and a reduction to the letter size.
2. CASE NO: MISC23-0043 (Continued from October 24, 2023)
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design
Review for a freestanding shade structure for a new walk-up U.S. Bank automatic teller
machine in the parking lot at 34500 Monterey Avenue (APN 694-090-012)
APPLICANT AND ADDRESS: Kimley-Horn, Orange, CA 92868
LOCATION: 34500 Monterey Avenue
ZONE: Regional Commercial Center (PC-3), Freeway Commercial Center (FCOZ)
Principal Planner, Nick Melloni, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. R. Michael Villareal and DeAngelo Rios with
FLITE Banking Centers, Applicant, were present and answered questions from the
Commission.
Chair Vuksic opened the public comment period and invited the applicant to speak.
R. Michael Villareal, Applicant, introduced himself to the Commission and provided
additional details on the project. With no other members of the public wishing to
comment, Chair Vuksic closed the public comment period. Discussion on the item
ensued with Commissioners providing comments for the project.
Following discussion, MOTION BY COMMISSIONER LATKOVIC, SECOND BY VICE
CHAIR MCINTOSH, CARRIED 6-0 (COMMISSIONER COLVARD ABSENT); to
continue Case No. MISC23-0043 with the following comments:
1. Revisit the proposed security boulders and resize them with consideration to the
width of the planter they are placed upon.
2. The proposed cap material shall also be applied on the top of block wall which
envelopes the ATM.
3. The electrical conduit for the required lighting shall be screened from public view.
4. Applicant shall revisit the proposed structural material to ensure it can withstand
desert environment. Similar adjacent structures within the center should be used
as a reference.
5. Renderings shall be revised to show roof tiles in the correct direction.
6. Applicant should add motion detection lighting for security purposes.
7. Rafters shall be extended one (1) foot past the support beam, before the rafter
scrolling detail begins.
8. Conceptually, the proposed look is acceptable.

At the conclusion of this item, Commissioner Blakeley left the meeting at approximately
2:35 p.m. due to a conflicting obligation.
3. CASE NO: MISC23-0047
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design
Review for improvements to an existing outdoor patio for a drive-through Starbucks
café located at 74836 Technology Drive, Suite 100 (APN 694-190-066)
APPLICANT AND ADDRESS: Starbuck Corporation, Seattle WA 98124
LOCATION: 74836 Technology Drive, Suite 100
ZONE: Regional Commercial Center (PC-3), Freeway Commercial Center (FCOZ)
Principal Planner, Nick Melloni, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Iscolina Delgado with Starbucks, Applicant, was
present and answered questions from the Commission.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Iscolina Delgado, Applicant, introduced herself to the Commission and provided
additional details on the project. With no other members of the public wishing to
comment, Chair Vuksic closed the public comment period. Discussion on the item
ensued with Commissioners providing comments for the project.
Following discussion, MOTION BY VICE CHAIR MCINTOSH, SECOND BY CHAIR
VUKSIC, CARRIED 5-0 (COMMISSIONERS COLVARD and BLAKELEY ABSENT);
to approve Case No. MISC23-0047 as presented.
4. Cancellation of December 26, 2023, ARC Meeting.
Principal Planner Melloni informed the Commission Palm Desert City Hall will be
closed on December 26, 2023; therefore, staff is recommending the Commission
cancel the regularly scheduled meeting of December 26, 2023.
Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY VICE CHAIR
MCINTOSH, CARRIED 5-0 (COMMISSIONERS COLVARD and BLAKELEY
ABSENT); to approve the cancellation of the regularly scheduled Architectural Review
Commission meeting scheduled for December 26, 2023.

7. INFORMATIONAL REPORTS & COMMENTS
A. ARCHITECTURAL REVIEW COMMISSIONERS
Upon inquiry, Principal Planner Melloni reported staff is reviewing a Senate Bill 35
application for a proposed 4-story, mixed-use residential development which includes 295
affordable housing units as well as some ground floor retail and service commercial.

B. CITY STAFF
Principal Planner Melloni inquired as to the availability of commissioners to attend the
regularly scheduled ARC meeting of November 28, 2023, to which all commissioners in
attendance replied they would be available to attend the meeting if it is held.
Principal Planner Melloni reported the Objective Design Standards is scheduled to go
before the Planning Commission on December 19, 2023.
Principal Planner Melloni advised the West Coast Self Storage project may be ready this
week for a final design review. Staff will reach out to commissioners on the subcommittee
established for West Coast Self Storage to confirm availability for the design review.
C. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action on this matter.
8. ADJOURNMENT
The Architectural Review Commission adjourned at 3:07 p.m.
