ARCHITECTURAL REVIEW COMMISSION
CITY OF PALM DESERT, CALIFORNIA
MINUTES
(HYBRID MEETING)
City Hall, Development Services Conference Room
Pursuant to Assembly Bill 2449, this meeting may be conducted as a hybrid meeting
allowing public access via teleconference or in person.
1. CALL TO ORDER
A Regular Meeting of the Architectural Review Commission (ARC) was called to order by
Chair Vuksic on Tuesday, February 27, 2024, at 12:30p.m. in the Development Services
Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners, Dean Wallace Colvard, Nicholas Latkovic, Michael McAuliffe,
Vice Chair Jim McIntosh, and Chair John Vuksic.
Absent: Commissioners James Edward Blakeley and Francisco Sanchez.
City Staff
Present: Richard Cannone, Development Services Director; Carlos Flores, Principal
Planner; Kenny Taylor, Associate Planner; and Melinda Gonzalez, Recording
Secretary, were present at Roll Call.
3. NON-AGENDA PUBLIC COMMENT
Chair Vuksic opened and closed the non-agenda public comment period. No public
comments were provided.

A. APPROVAL OF MINUTES
MOTION BY COMMISSIONER MCAULIFFE, SECOND BY COMMISSIONER
COLVARD, CARRIED 5-0 (COMMISSIONERS BLAKELEY and SANCHEZ ABSENT), to
approve the Architectural Review Commission Regular Meeting minutes of February 13,
2024.

A. FINAL DRAWINGS
1. CASE NO: SARC23-0011
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Sign
Design Review for improvements to an existing façade to the Carl’s Jr’s restaurant
located at 36879 Cook Street.
APPLICANT AND ADDRESS: Anthony Santistevan, Chino, CA 91710
LOCATION: 36879 Cook Street
ZONE: Regional Commercial Center, Scenic Preservation (P.C.-3)
Associate Planner, Kenny Taylor, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Steve Rosenbloom, Applicant Representative,
was present in-person.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Steve Rosenbloom, Applicant Representative, introduced himself and answered
questions from the Commission. With no other members of the public wishing to
comment, Chair Vuksic closed the public comment period. Discussion on the item
ensued with Commissioners providing comments for the project.
Following discussion, MOTION BY COMMISSIONER MCAULIFFE, SECOND BY
COMMISSIONER COLVARD, CARRIED 5-0 (COMMISSIONERS BLAKELEY and
SANCHEZ ABSENT); to approve Case No. SARC23-0011 as presented with the
following conditions:
1. The lighting on the band shall remain solid and white, as shown on the
approved plans.
2. Any change to the trim band, including, but not limited to, color, design,
thickness, and installation, shall be reviewed by the Architectural Review
Commission.
2. CASE NO: MISC23-0049
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design
Review to modify the approved architecture associated with a Precise Plan to develop
a 120-unit residential detached development within University Park
APPLICANT AND ADDRESS: Toll West Coast, LLC, Irvine, CA 92602

LOCATION: Planning Area 3 of the University Park Master Plan (within the
University Neighborhood Specific Plan)
ZONE: Planned Residential – 18 (PR-18)
Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Bill and David Yrigoyen, Applicant
Representatives, were present in-person.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Bill Hezmalhalch and David Yrigoyen, Applicant Representatives, introduced
themselves, provided additional information for the project, and answered questions
from the Commission. With no other members of the public wishing to comment, Chair
Vuksic closed the public comment period. Discussion on the item ensued with
Commissioners providing comments for the project.
Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY VICE CHAIR
MCINTOSH, CARRIED 5-0 (COMMISSIONERS BLAKELEY and SANCHEZ
ABSENT); to continue Case No. MISC23-0049 with the following comments:
1. Front elevations should be further enhanced, specifically by thickening the
walls so windows are recessed no less than 12 inches.
2. Homes which have exposed sides should be enhanced with architectural
elements and/or layering.
3. Revisit Spanish plan side elevations where there is zero overhang for
alternative design.
4. The two-story plan elevations, window should be centered to gable.
3. CASE NO: PP23-0008
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design
Review related to a Precise Plan (PP) to construct a duplex development; near the
northwest corner of Alessandro Drive and San Jacinto (Assessor’s Parcel Number
627-182-010).
APPLICANT AND ADDRESS: Nader Iskander, Whittier, CA 90603
LOCATION: Near the Northwest corner of Alessandro Drive and San Jacinto
(Assessor’s Parcel Number 627-182-010).
ZONE: Residential - 2 (R-2)
Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Nader Iskander, Applicant, was present via Zoom.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Nader Iskander, Applicant, introduced himself, provided additional details for the
project, and answered questions from the Commission. With no other members of the
public wishing to comment, Chair Vuksic closed the public comment period.
Discussion on the item ensued with Commissioners providing comments for the
project.

Following discussion, MOTION BY COMMISSIONER LATKOVIC, SECOND BY
COMMISSIONER COLVARD, CARRIED 4-0 (COMMISSIONERS BLAKELEY,
MCINTOSH, and SANCHEZ ABSENT); to continue Case No. PP23-0008 with the
following comments:
1. Garage doors should reflect the contemporary building design.
2. Presentation improvements should be added to the south elevation, including
moving the vent to a different location and increasing the front entrance height.
3. Add enhancement to the south elevation by thickening walls at least 18 inches.

7. INFORMATIONAL REPORTS & COMMENTS
A. ARCHITECTURAL REVIEW COMMISSIONERS
Commissioner Colvard provided an update on the Cultural Arts Committee (CAC)
reporting the CAC approved a proposed 160ft mural by Robert “Trinity” Rivard, that is a
nod to City field workers and shared a picture of the proposed mural located at 74705
42nd Avenue.
B. CITY STAFF
Director Cannone provided the following updates:
The Objective Design Standards is scheduled to go before the City Council at their next
meeting on March 14, 2024.
Staff is working on separate objective design standards that will apply to the downtown
designations. Additionally, staff will be reviewing downtown zones to consider
consolidation of the various overlays, address non-conformities, view sheds, view
corridors, heights, and related items to update.
Staff are working with the City attorney to update the City’s municipal code for chapters
which address Subdivisions and Grading.
A brief discussion amongst the Commission and staff was held regarding solar on projects
and the possibility of potentially requiring applicants to show proposed placement of solar
on their projects to allow for the ARC to review its impact on design.
It was mentioned that the news featured a report called “Walk and Roll” on the City of
Palm Desert’s continued efforts to create pathways for bicyclists and pedestrians.
Principal Planner Flores noted the City’s efforts are in collaboration with CVAG’s larger
goal to provide bicycle and pedestrian connections valley wide.
C. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took
no action on this matter.
