CALL TO ORDER A Regular Meeting of the Architectural Review Commission (ARC) was called to order by Chair Vuksic on Tuesday, May 14, 2024, at 12:30p.m. in the Development Services Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Commissioners, Dean Wallace Colvard, Nicholas Latkovic, Michael McAuliffe, Vice Chair Jim McIntosh, Francisco Sanchez, and Chair John Vuksic. Absent: Commissioner James Edward Blakeley City Staff Present: Richard Cannone, Development Services Director; Carlos Flores, Principal Planner; Nick Melloni, Principal Planner, Kenny Taylor, Associate Planner; and Melinda Gonzalez, Recording Secretary, were present at Roll Call. 3. NON-AGENDA PUBLIC COMMENT Chair Vuksic opened and closed the non-agenda public comment period. No public comments were provided. 4. CONSENT CALENDAR Associated documentation and video on the following item can be viewed on the Architectural Review Commission Information webpage at, https://www.palmdesert.gov/our- city/committees-and-commissions/commission-information. Chair Vuksic opened and closed the public comment period for the Consent Calendar. No public comments were provided. APPROVAL OF MINUTES MOTION BY COMMISSIONER COLVARD, SECOND BY COMMISSIONER MCAULIFFE, CARRIED 6-0, (COMMISSIONER BLAKELEY ABSENT); to approve the Architectural Review Commission Regular Meeting minutes of April 23, 2024. CONSENT ITEMS HELD OVER None 5. ACTION CALENDAR A. FINAL DRAWINGS 1. CASE NO: MISC24-0002 (Continued from March 12, 2024) NATURE OF PROJECT/APPROVAL SOUGHT: Consideration for approval of a façade renovation and architectural improvements for a new jewelry store Hope Diamonds & Company at 72990 Highway 111. APPLICANT AND ADDRESS: German Santamaria Design, Palm Desert, CA 92211 LOCATION: 72990 Highway 111 ZONE: Regional Commercial Center (PC-3) Associate Planner, Kenny Taylor, narrated a PowerPoint presentation on the item and responded to Commission inquiries. German Santamaria, Applicant, was present in- person. Chair Vuksic opened the public comment period and invited the applicant to speak. German Santamaria, Applicant, introduced himself and answered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY VICE CHAIR MCINTOSH, CARRIED 6-0 (COMMISSIONER BLAKELEY ABSENT); to continue Case No. MISC24-0002 with the following comments: 1. 3D renderings should match plan. 2. All information on plans should be consistent. 3. Show new landscape screening for a/c units. 4. Provide details for tops of parapets and gold banding proposed at the center of the building. 5. Provide details and information for proposed shadow boxes and illustrate them accurately on elevations. 2. CASE NO: Design Review (MISC) 23-0049 (Continued from April 9, 2024) NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design Review to modify the approved architecture associated with a Precise Plan to develop a 120-unit residential detached development within University Park. Architectural Review Commission Minutes May 14, 2024 City of Palm Desert Page 3 APPLICANT AND ADDRESS: Toll West Coast, LLC, Irvine, CA 92602 LOCATION: Planning Area 3 of the University Park Master Plan (within the University Neighborhood Specific Plan) ZONE: Planned Residential – 18 (PR-18) Commissioner Sanchez announced his recusal as his firm was retained for services related to this project and left the conference room. Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. David Yrigoyen and Bill Hezmalhalch, Applicant Representatives, were present and Rendi Amameda with WHA, Architect, joined via Zoom. Chair Vuksic opened the public comment period and invited the applicant to speak. David Yrigoyen and Bill Hezmalhalch, Applicant Representatives, introduced themselves and answered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY COMMISSIONER MCAULIFFE, CARRIED 5-0 (COMMISSIONER SANCHEZ RECUSED and COMMISSIONER BLAKELEY ABSENT); to approve Case No. MISC23-0049 with the following conditions: 1. Drawings shall be revised to show stone veneer wrapping into all inside corners, including windows and garage doors. To be confirmed and reviewed by City staff. 2. Exposed side elevations shall be further enhanced including stone veneer continuing to inside corners and trim detail on second floors be continued all the way around the house. To be confirmed and reviewed by City staff. 3. Offsets shown on elevations illustrating thicker walls which create a base element for the first floor shall be reflected in the floor plans. To be confirmed and reviewed by City staff. 3. CASE NO: PP/EA/DR 23-0023 (Continued from April 9, 2024) NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design Review (DR) for a Precise Plan (PP) and Environmental Assessment (EA) to develop a 93-unit single-family residential subdivision on a 20.69-acre property within the existing Marriott Shadow Ridge Development located at Assessor Parcel Nos. 694- 290-010, -011, 694-320-010, and -011. APPLICANT AND ADDRESS: Toll Brothers, Irvine, CA 92602 LOCATION: Assessor Parcel Nos. 694-290-010, -011, 694-320-010, and -011 ZONE: Planned Residential 5 Dwelling units per acre (PR-5) Commissioner Sanchez rejoined the meeting. Principal Planner, Nick Melloni, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Eric Everhart, Applicant Representative, was present. Eric Everhart, Applicant Representative, introduced himself, provided additional information on the project, and answered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Following discussion, MOTION BY COMMISSIONER MCAULIFFE, SECOND BY COMMISSIONER COLVARD CARRIED 6-0, (COMMISSIONER BLAKELEY ABSENT); to approve Case No. DR23-0023 with the following conditions: 1. Columns shown on rear porches shall be based off the originally proposed “L” shape and shall be squared off to create a larger mass. 2. Entry wall pilasters shall have stone veneer reverted back to precision block or alternate material. 4. CASE NO: SARC24-0005 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Sign Program for an existing multitenant commercial center located at the southeast corner of Highway 111 and Fred Waring Drive. APPLICANT AND ADDRESS: The Signs and Services Company, Stanton, CA 90680 LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: Regional Commercial Center (P.C.-3) Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Ryan Ybarra, Applicant Representative, joined via Zoom. Chair Vuksic opened the public comment period and invited the applicant to speak. Ryan Ybarra, Applicant Representative, introduced himself and answered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Commissioner McIntosh announced at 3:08 p.m. he would need to leave the meeting due to a conflicting obligation. Following discussion, MOTION BY COMMISSIONER COLVARD, SECOND BY COMMISSIONER LATKOVIC, CARRIED 5-0 (COMMISSIONERS MCINTOSH and BLAKELEY ABSENT); to approve Case No. SARC24-0005 as presented. 5. CASE NO: SARC24-0004 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Sign Program for West Coast Self-Storage located at 73761 Spyder Circle. APPLICANT AND ADDRESS: West Coast Self-Storage, Everett, WA 98204 LOCATION: 73761 Spyder Circle Architectural Review Commission Minutes May 14, 2024 City of Palm Desert Page 5 ZONE: Service Industrial (S.I) Principal Planner, Carlos Flores, advised the Commission the applicant for this item has requested a continuance to a date uncertain. MOTION BY COMMISSIONER MCAULIFFE, SECOND BY COMMISSIONER LATKOVIC, CARRIED 5-0 (COMMISSIONERS MCINTOSH and BLAKELEY ABSENT); to continue Case No. SARC24-0004. 6. NON-ACTION ITEMS None 7. INFORMATIONAL REPORTS & COMMENTS A. ARCHITECTURAL REVIEW COMMISSIONERS Commissioner Colvard provided the following updates on the Cultural Arts Committee (CAC): • The CAC is reviewing a proposal to lease three large sculptures from the Coachella Music Festival. • The CAC discussed the positive economic impact of Desert X for the City. The City of Palm Desert will have two locations for Desert X. The CAC is considering a change to the Portola Avenue location. B. CITY STAFF Principal Planner, Nick Melloni, provided the following updates: • At the May 7, 2024, meeting, the Planning Commission approved an emergency veterinary clinic and a request to adopt updates to the City’s California Environmental Quality Act (CEQA) guidelines. The Planning Commission continued one item, a capital improvement project, Haystack Storm Channel, related to a CEQA document. • At the next Planning Commission meeting a request for approval for the ARC Village project will be considered as well as the Pulte project, a request for revocation for a cannabis business, and the Capital Improvement Program for the current fiscal year. • Upon inquiry, Principal planner Melloni reported the grading in question is for the Section 29 assessment district for drainage and is still in the works. • Staff released a Request for Proposal (RFP) for a comprehensive update to the development code, Title 25 of the Municipal Code, including a unified development code update aligning grading and subdivisions as well. The RFP closed yesterday. Staff anticipates an award of contract will be requested in the summer. Upon inquiry, Principal Planner Flores reported there have been some issues with power being delivered for development in north Palm Desert. The City is communicating and working with both Imperial Irrigation District (IID) and Southern California Edison (SCE) to Architectural Review Commission Minutes May 14, 2024 City of Palm Desert Page 6 master plan delivery of electricity to this area for current and future development and upgrading and developing new facilities for delivery of this service. In response to inquiry, Principal Planner Flores and Principal Planner Melloni stated while there has been some interest, there are no current plans for the former Angel View building located on Highway 111. C. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. 8.
