RECOMMENDATION
It is recommended that the City Council authorize the City Manager
to sign the application for the COPS FAST program, associated with
the Federal Crime Bill .
DISCUSSION
We are in the process of applying for a grant that would pay up to
75% of the salaries for five officers .
The process is a one-page application and it must be in by December

Re : Federal Crime Bill
As you know information on programs associated with the federal
crime bill has been difficult to get . I received the attached
information which is a "Fast Track" application for cities under
50, 000 population. The deadline for application is December 31,
1994 .
The attached fact sheet says the plan pays for up to 75% of salary
and benefits for three years . It requires that officers be used in
community based policing, and offers assistance in establishing a
program.
I think this is an opportunity to add additional officers and get
federal assistance to cover 75% of the cost for the next three
years . I think we can reasonably anticipate adding additional
officers over the next 2-3 years, this could help offset the cost
that we will probably incurr anyway.
Due to delays in hiring officers for the recent annexation, I
anticipate salary savings which could be available to offset any
costs if a grant is approved.
There is no guarantees we would get a grant, but we can' t be
selected if we don' t apply. I think we should at least apply and
see what happens . I would suggest the city attorney review for any
hidden requirements or liabilities .
I'm thinking about violence prevention and intervention with youth
in our schools as a possible program. I am open to any other
suggestions and think we should take advantage of the grant offer
to provide assistance .
