SUBJECT: REQUEST OF MAY CO. EXPANSION
The May Stores and Town Center Mall have requested an expansion of the May
Co. by 20,000 square feet. The expansion would take place on the west side
of the present story and would not create any architectural changes, but
merely movement of the wall westerly. The parking area on the west side
would be redesigned and additional parking would be provided to account for
the expansion through restriping of the existing parking lot. The expansion
of the May Co. would be the first phase of the overall expansion program for
the Town Center which would require the construction of the parking
structure.
The May Co. wishes to proceed with their expansion since their plans are
ready and they can meet their parking requirements through restriping. It
is staffs recommendation that this is a relatively minor addition to the
Town Center and that the May Co. should be permitted to proceed under the
auspices of the planning director. Modification to the existing Town Center
plans would be subject to the following conditions:
1) That May Stores agree to participate in their fair share of the
costs of a parking structure when plans for the expansion of the
other major department stores are canplete.
2) That the May Stores agree to participate in the people mover
system under the same arrangements as was made with Toys R Us and
Ahmanson Corporation.
3) That the May Co. agrees to contribute to a housing mitigation fee
for their addition along the formula established by the Ahmanson
development.

Staff is supportive of permitting the May Co. to proceed for the following
reasons:
a) They can meet their parking requirements for the addition
b) The May Co. expansion will assist in the expansion of the other
major department stores in much the same way as May Co. 's initial
construction will trigger development of the Town Center
c) The expansion will be consistent with the goals and objectives of
the city's general plan for the Year 2000's commercial goals.
