This time has been set aside for the public to address the El Paseo Parking and
Business Improvement District Board on issues that are not on the agenda for
up to three minutes. Speakers may utilize one of the three options listed on the
first page of the agenda. Because the Brown Act does not allow the El Paseo
Parking and Business Improvement District Board to act on items not listed on
the agenda, members may briefly respond or refer the matter to staff for a report
and recommendation at a future meeting.

All matters listed on the Consent Calendar are considered routine and may be
approved by one motion. The public may comment on any items on the Consent
Agenda within the three-minute time limit. Individual items may be removed by
the El Paseo Parking and Business Improvement District Board for a separate
discussion.

1. CALL TO ORDER
A Regular Meeting of the El Paseo Parking and Business Improvement District Board
was called to order by Chair Klein on Thursday, February 15, 2024, at 8:08 a.m., in
the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive,
Palm Desert, California.

provided an update on El Paseo Parking and Business Improvement District
delinquent fees and answered Board questions.
Public Art Management Analyst Powell provided an update on public art on El
Paseo and answered Board questions.
Capital Improvement Projects Project Manager Ennis provided an update on
recent public engagement events regarding the Lupine Plaza Project and
answered Board questions.
Deputy Direct of Public Works R. Chavez, Senior Project Manager AL-Beitawi,
and Community Services Manager Muir provided updates on raised crosswalks
and other El Paseo projects regarding Public Works department and answered
Board questions.
Director of Economic Development Ceja provided an update on dining deck
program and answered Board questions.
B. SHERIFF UPDATE
Sgt. Cryder of Riverside County Sheriff introduced new members of the business
district team and provided update on recent significant activity.
C. MARKETING UPDATE
Stephanie Greene, of FG Creative, provided updates on the January 2024
Marketing Report and answered Board questions.

6. ACTION CALENDAR
A. MID-YEAR BUDGET ADJUSTMENT FOR FISCAL YEAR 2023/2024
Stephanie Greene, of FG Creative, provided a report and answered Board
questions.
MOTION BY VICE CHAIR FLETCHER, SECOND BY BOARD MEMBER
WHITAKER, CARRIED 3-1, to approve Mid-Year Budget Adjustment for Fiscal
Year 2023/2024 of $40,000 allocating $10,000 on outdoor, $5,000 on Merchant
Relations and $25,000 to be allocated at a future meeting.
7. COMMENTS:
A. EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD
MEMBERS
Chair Klein advised that there is an open seat available on the El Paseo Parking
and Business Improvement District Board and recommended, with the support of
the Committee, the cancellation of the March meeting and rescheduling of the
April Board meeting.
Vice Chair Fletcher advised that Shorebird restaurant is now open.
B. CITY COUNCIL LIAISON
Councilmember Harnik reminded the Board of the City Council meeting taking
place later in the afternoon of January 18, 2024.
C. CITY STAFF

D. ATTENDANCE REPORT - Report was provided; no action taken on this matter.

RECOMMENDATION:
Select a date for the fiscal year 2024-2025 budget Special Meeting of the El Paseo Parking and
Business Improvement District (EPPBID) Board.
BACKGROUND/ANALYSIS:
As part of its annual budget process, the EPPBID Board meets for a Special Meeting to discuss
its goals and priorities for the coming fiscal year. This meeting generally happens in May, after
which FG Creative will put together a budget recommendation for considerati on by the Board.
Staff is requesting that the Board select a meeting date and time for this Special Meeting.

RECOMMENDATION:

BACKGROUND/ANALYSIS:
The Board previously expressed interest in hosting a second Merchant Mixer in May, although
no funds were dedicated to this in the budget. FG Creative has requested feedback on whether
the Board would still like to pursue this and, if so, to iron out the details.

REQUEST: RECEIVE AND FILE THE COURTESY CART SPECIAL EVENT REQUEST
PROTOCOL
RECOMMENDATION:
Receive and file the courtesy cart special event request protocol.
BACKGROUND/ANALYSIS:
The El Paseo Courtesy Cart program has been overseen by the Economic Development
Department since its inception. In recent years the Economic Development liaison overseeing
the courtesy cart contract has received requests from businesses and event organize rs seeking
to utilize the courtesy carts for special events in and around El Paseo. As these requests become
more frequent, the City believes it is in the best interest of our merchants, operator, and staff to
create guidelines which will establish the protocol for all future requests of the courtesy carts.
Courtesy cart protocol:
Requests for the courtesy carts during the standard operating hours (11am – 6pm) must
be submitted by email to City staff liaison no later than two weeks prior to the requested
date.
If the request is outside the standard courtesy cart operating hours of 11am – 6pm, the

RECOMMENDATION:
Provide feedback on the El Paseo Benches and Trash Receptacles Update.
BACKGROUND/ANALYSIS:
Public Works staff will provide an update to the EPPBID Board on the project to refresh the
benches and waste receptacles on El Paseo.
FINANCIAL IMPACT:
This project has no financial impact on the EPPBID budget.

Current waste receptacles and benches are composed of recycled concrete, which contains glass
and other materials that have caused cracking and crumbling over time.

Portland Cement reinforced with rebar grid for longevity. Color is to be determined.
