This time has been set aside for the public to address the Homelessness
Taskforce on issues that are not on the agenda for up to three minutes.
Speakers may utilize one of the three options listed on the first page of the
agenda. Because the Brown Act does not allow the Homelessness Taskforce to
act on items not listed on the agenda, members may briefly respond or refer the
matter to staff for a report and recommendation at a future meeting.

Mobile Crisis Response Teams
The Mobile Crisis Response Teams are part of the Crisis Support System of Care Program. These are field
based teams consisting of Clinical Therapists, Behavioral Health Specialist and Peer Support Specialist working
collaboratively with Law Enforcement, Emergency Departments, Schools, Cities, and other Community
Agencies to decrease the need for inpatient hospitalizations, as well as decreasing the amount of time that
these agencies are dedicating to individuals in psychiatric crisis. The Mobile Crisis Response Teams are able to
work with individuals from all age groups.
Program goals:
• Work collaboratively with Law Enforcement, Cities, Schools, Group Homes and Foster Homes,
Clinics, & Emergency Department Personnel.
• Provide immediate crisis intervention services to people in psychiatric crisis
• Decrease the amount of time that Law Enforcement / Emergency Department Personnel are
occupied with psychiatric calls/emergencies
• Decrease the number of contacts that Law Enforcement/Emergency Departments have with
persons in psychiatric crisis
• Link individuals/families in crisis to community resources
• Provide Peer Support Services
• Provide Linkage to Substance Use Services
• Provide Homeless and Housing Resources
• Decrease the need for inpatient care and hospitalizations for people in psychiatric crisis.
• Provide Initial, 30-day, and 60-day case management/follow up services focusing on linkage to
on-going services and aid in minimizing barriers to services.
We serve:
• Any age person that is experiencing a mental health/behavioral health crisis.
• Individuals with or without insurance
• Medi-Cal Welcome

1. CALL TO ORDER
A Special Meeting of the Homelessness Taskforce was called to order by Chair Vines on
Tuesday, January 9, 2024, at 9:00 a.m., in the North Wing Conference Room, City Hall, located
at 73-510 Fred Waring Drive, Palm Desert, California.

Present: Taskforce members Kathleen Bauer, Cindy Burreson, Joseph Butts, Scott Marks*,
Davis Meyer, Chris Schachter, and Chair Diane Vines.

presented on services provided by the justice outreach team, and answered member
inquiries.

Chair Vines spoke on Desert Healthcare Districts priorities for 2024 and updated the
Taskforce on the newly opened mental health facility in Indio, CA.

Councilmember Kelly advised the Taskforce that Mayor Quintanilla was unable to join the
meeting due to a scheduling conflict and provided an update on affordable housing
projects.
C. COMMUNITY PARTNER REPORTS
Ivan Tenorio, of Coachella Valley Association of Governments (CVAG), answered member
inquiries regarding CV Housing First third quarter report.
D. STAFF REPORTS & REMARKS
1. Code Compliance Supervisor Rodriguez, introduced Code Compliance Officers and
answered member inquiries regarding Code Compliance activity report
2. Karyn Garner, of CityNet, answered member inquiries regarding CityNet activity report.
3. Deputy Clerk Nance, alerted the Taskforce future Taskforce meetings will be held in
the Administrative Conference Room of City Hall.

RECOMMENDATION:
Approve the 2024 Work Plan for the Homelessness Taskforce .
BACKGROUND/ANALYSIS:
At the July 11, 2022 Homelessness Taskforce Meeting, priorities for fiscal year 2022/23 were
adopted as identified in the June 3, 2022 Strategic Planning Session. Prior to the Strategic
Planning Session, Homelessness Taskforce Members and Community Partners were asked to
complete a survey on the city’s homeless program strengths, weaknesses and opportunities for
growth. Strategic priorities identified focused on identifying supportive services in the following
areas:
Mental Health, Substance Use and Medical Services
Affordable Housing
Housing Programs and Supportive Services
At the May 1, 2023 Homelessness Taskforce Meeting, the Committee met and held a discussion
of potential work plan and committee goals for 2023/2024. This discussion identified the
following as potential goals:
Increased Street Outreach and Engagement Efforts
Supportive Services Coordination between the City and Provider Agencies
Increased homeless shelter access
At the July 10, 2023 Homelessness Taskforce Meeting, the Committee reviewed and approved
the work plan. The goal for today’s review of the work plan is to re-affirm and take to City Council
for approval at a future meeting.
These goals have been incorporated into the City’s Homeless System Pillars as part of the
Homelessness Taskforce Work Plan.

This reporting period is for January and February 2024. This report will reflect all
the current activity regarding unlawful storage of personal property and unlawful
encampments and assist the Riverside Sheriff’s Department.
Code Compliance Officers responded to 35 complaints of unlawful camping and storage
of personal property on private and public property. During this reporting period, there
were three abatements of personal property. Code Compliance Officers responded to 8
calls to assist the Riverside County Sheriff’s Deputies in removing and storing personal
property.
