the Homelessness Taskforce on issues that are not on the agenda for up to three minutes.
Because the Brown Act does not allow the Commission to act on items not listed on the
agenda, members may briefly respond or refer the matter to staff for a report and
recommendation at a future meeting.

Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was no in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Homelessness Taskforce was called to order by Madam Chair Vines
on Monday, November 7, 2022, at 9:02 a.m.
2. ROLL CALL
Present: Commissioners Cindy Burreson, Dennis Guinaw, Joseph Butts, Matthew Johnson,
and Madam Chair Diane Vines.

b. The Taskforce will begin meeting in-person starting January 9, 2023 at Palm
Desert City Hall.

ACTIVITY REPORT
This reporting period is for the months of November and December 2022. This
report will reflect all the current activity regarding unlawful storage of personal
property and unlawful encampments, assists to Riverside Sheriff’s Department.
Code Compliance Officers responded to 27 complaints of unlawful camping and storage
of personal property on private and public property. During this reporting period, there
were three abatements of personal property. Code Compliance Officers responded to 6
calls to assist the Riverside County Sheriff’s Deputies in the removal and storage of
personal property.

Palm Desert Business District Team Homelessness Taskforce
Report for January 2023 Meeting
The Palm Desert Business District Team continues to be the liaison for law enforcement homelessness
issues in the City of Palm Desert. We continue to work with businesses and maintain trespass letters for
their properties. We currently have 162 trespass letters on file for individual business and complexes.
In 2022, the Business District Team has conducted five Quality of Life operations. These operations do
not specifically target homeless individuals, but the majority of those arrested are homeless. The arrests
include possession of drugs and drug paraphernalia, criminal trespassing, and outstanding warrants. We
have also recovered illegal weapons, stolen vehicles, and other stolen property. During the operations,
all homeless individuals contacted are offered outreach services. The HOPE team is given the names of
all interested candidates. Individuals who are recognized as Veterans or needing emergency services are
immediately put in contact with the HOPE team. Code Enforcement assists in these operations with
cleaning up camps and storing personal property of those arrested.
November 1 - 30: 35 individuals arrested. 70 individuals provided outreach services *.
December 1 - 31: 18 individuals arrested. 35 individuals provided outreach services *.
