B. DISCUSSION:
Due to the original site grading, the El Paseo spaces of the Palms to
Pines Village commercial complex were constructed below sidewalk grade
with deep overhangs and massive columns obscuring the storefronts. The
resulting visibility problems prevented establishment of successful retail
use during the building's nine year existence.
The applicant proposes to remove the existing facade and rebuild new
storefronts at sidewalk level in a similar style as El Paseo Collection
South across the street. The new complex will be called Collection North.
The two Collections will be promoted as one project with one identity.
The applicant is also proposing to connect the two projects by a
decorative paver crosswalk at Ocotillo.
To balance the additional floor area being created by the new storefronts,
the rear of the building will be cut back and the parking lot expanded.
Sufficient new spaces will be created to meet the parking ordinance
requirement for the expansions. The building will continue to comply with
the C-1 setback standards. There will be a minimum 15 foot setback from
curb. The building height will vary between 19 feet and 28 feet. The two

36 foot tower exceptions will be angled back from El Paseo on each side of
the parking lot entrance.
The project was approved by the planning commission April 4 (4-0) and
received conceptual approval from the architectural commission (4-0) .
Other towers in the area include Fidelity Savings, 34 feet; Stanley B's,
33 feet; El Paseo Collection South, 36 feet and 37 feet.
