CALL TO ORDER A Regular Meeting of the Library Taskforce was called to order by Deputy City Clerk Nance on Monday, April 22, 2024, at 12:30 p.m. in the North Wing Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California 2. ROLL CALL Present: Taskforce Members Jann Buller, Gustavo Gomez, Karen Gonzales, Matt Johnson, John Maldonado, Carol Marcuse, Paul Murphy and Ralph Perry Absent: Taskforce Member Randy Bynder Liaison(s) Present: Jan Harnik and Evan Trubee, Councilmember Liaisons Staff Present: Ryan Lamb, Project Manager; Gary Shaffer, Director of Library Services; Anthony Mejia, City Clerk, Michelle Nance, Recording Secretary 3. NON-AGENDA PUBLIC COMMENT None. 4. DISCUSSION/ACTION CALENDAR A. RECOMMENDATION TO CITY COUNCIL OF LOCATION FOR NEW LIBRARY BUILDING Project Manager Lamb, Jeremy Kotter and Lee Swanson of Richard Kennedy Architects presented potential locations for the new library location and answered member inquiries. MOTION BY TASKFORCE MEMBER JOHNSON, SECOND BY TASKFORCE MEMBER GONZALES, CARRIED 8-0; to recommend the Parkview site as the new library location to the City Council. 5. INFORMATIONAL REPORTS & COMMENTS A. CITY STAFF Director of Library Services Shaffer, Library Manager Garcia and Library Manager Hancock provided updates on the following items and answered member inquiries: • Existing facility update; • Integrated Library System (ILS) and opening day collection update; • Community partnerships and engagement update; • Provision of alternate spaces for library groups; • Programming during and after the closure; • Staffing update and new staff introduction; and • Library policies overview. City Clerk Mejia advised the Taskforce that the City Council will be discussing and potentially approving a Library Advisory Committee at the upcoming City Council meeting and encouraged all those interested in applying for the committee to do so. B. LIBRARY TASKFORCE MEMBERS None. C. CITY COUNCIL LIAISONS Councilmember Trubee and Mayor Pro Tem Harnik expressed excitement for the new potential location and thanked the Taskforce for their continued support of this project. D. ATTENDANCE REPORT – Report provided; no action taken on this item. 6. COLLECTION UPDATE •Polaris catalog in expected to go live on June 1st •Staff will continue training on the system •Library card are beginning to be issued •Finalizing materials vendors,setting up "opening day collection" of books and DVD's and ongoing purchasing COMMUNITY PARTNERSHIPS & ENGAGEMENT UPDATE Established Partnerships First Contact YMCA (joint programming & use of space)Palm Desert Historical Society The Shops at Palm Desert (joint programming & use of space) Certified Farmer's Market Read With Me (book donations)Desert Sands Unified School District Joslyn Center (joint programming & use of space) UC Riverside, Palm Desert Campus (joint programming) Friends of the Palm Desert Library City Public Affairs (joint outreach) NEW! Living Desert (joint programming) PROVISION OF ALTERNATE SPACES FOR LIBRARY GROUPS •The City has made available an office suite in a city-owned building adjacent to the park (Parkview Building) for use by groups that regularly meet at the library. •The City has a working relationship with the Portola Community Center as an alternative to the Parkview Building. Programs 5/23/2024 8 Core Programs Core programs are consistent, predictable programs that the community depends on from libraries. Core programs are developed in alignment with department outcomes, leverage appropriate quality standards for planning and iteration, use the designated program plan and reflection tool for improvement, and follow reporting guidelines and expectations. Community Driven Programs Community programs are programs that enhance the Palm Desert community’s unique experience. These programs may be a seasonal program or celebratory, an annual event, or in partnership with other organizations or community groups. These programs should complement the library’s collections, services, and goals. Special Event or Unique Programs One -time offerings that are fun, engaging, and build community.These programs should complement the library’s collections, services, and goals.
