CALL TO ORDER A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on April 9, 2024 at 3:30 p.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON­AGENDA PUBLIC COMMENTS None. 4. CONSENT CALENDAR Motion by: Committee Member Nelson Seconded by: Vice Chair Butts To approve the consent calendar as presented. Motion Carried (7 to 0) 4.d CODE COMPLIANCE REPORT Motion by: Committee Member Taylor Seconded by: Committee Member Wahlstrom Approve the report for the month of March 2024. Motion Carried (7 to 0) 4.e EMERGENCY SERVICES COORDINATOR REPORT Motion by: Committee Member Nelson Seconded by: Vice Chair Butts Approve the report for the month of March 2024. Motion Carried (7 to 0) 4.f CITIZEN ON PATROL (COP) REPORTS Motion by: Committee Member Nelson Seconded by: Vice Chair Butts Approve the report for the month of February 2024 and 2023 annual report. Motion Carried (7 to 0) 4.g AUTOMATED LICENSE PLATE RECOGNITION (ALPR) REPORT Motion by: Committee Member Nelson Seconded by: Vice Chair Butts Receive and file the report for the month of March 2024. CONSENT ITEMS HELD OVER 4.d CODE COMPLIANCE REPORT Code Compliance Supervisor Rodriguez answered member inquiries regarding reporting and software used during music festival weekends. Moved: Committee Member Taylor Seconded: Committee Member Wahlstrom Approve the report for the month of March 2024. Result: Motion Carried (7 to 0) 6. ACTION CALENDAR 6.a RECOMMEND APPROVING AN ORDINANCE ESTABLISHING REGULATIONS PROHIBITING THE UNLAWFUL POSSESSION OF CATALYTIC CONVERTERS IN THE CITY Public Safety Analyst Hurtado narrated a PowerPoint presentation and answered member inquiries. Motion by: Chair Alley Seconded by: Committee Member Wahlstrom Recommend to the City Council approval of an amendment to the Palm Desert Municipal Code establishing regulations prohibiting the unlawful possession of catalytic converters in the City. Motion Carried (7 to 0) 7. INFORMATIONAL REPORTS & COMMENTS 7.a PUBLIC SAFETY COMMITTEE MEMBERS Committee member Kramer, with consensus from the Committee, requested staff agendize discussion of coordinated road work/road closures during local events. 7.b CITY COUNCIL LIAISON Councilmember Trubee requested staff update the crime statistics report on the City's website. 7.c POLICE/FIRE 7.c.1 POLICE Lieutenant Porras of the Riverside County Sheriff Department provided updates on the following topics and answered member inquiries: • Recent significant incidents and arrests; and • Distracted driving awareness month. ADJOURNMENT The Public Safety Committee adjourned at 4:09 p.m. 9.
