Materials Recovery Facility.

Executive Summary:
The proposed BLT Transfer Station and Materials Facility was previously discussed as
an informational item at the City Council meeting of October 25, 2001. Mr. Tom Noble
of Noble & Company has now requested a Council study session to further discuss the
BLT proposed facility.
Discussion:
Cathedral City is in the environmental review process at the staff level for their proposed
transfer station. Waste Management of the Desert is the proposed operator of the
Cathedral City facility through their franchise agreement. Riverside County is
proceeding through the selection process for their proposed facility adjacent to the
Edom Hill Landfill. The latest report on the County Request for Proposal process at the
CVAG Solid Waste Committee meeting of March 11, 2002 is that the field of prospective
companies has been narrowed to two. Waste Management of the Desert and Burrtec
Industries are the two finalists. The County project is moving through the selection
process.

The City of Palm Desert has an existing franchise agreement with Waste Management
of the Desert for collection of waste, recyclables, yard and household hazardous waste.
The solid waste collected within the City currently goes to the Edom Hill Landfill. The
Edom Hill Landfill is scheduled to close sometime in 2004
Under the existing franchise with Waste Management of the Desert, the City has the
right and authority to direct its waste flow. Currently, the City directs it to the Edom Hill.
BLT seeks an agreement with the City of Palm Desert, which would direct this flow to
the proposed BLT transfer station/materials recovery facility planned for Monterey
Avenue and Dinah Shore Drive in Palm Desert. Staff recommends at this time no
decision be made until the County of Riverside completes its RFP process and all
information is available.

Dear Mr. Ortega:
At yesterday's CVAG Solid Waste & Recycling Technical Working Group meeting
Riverside County staff member, Joe McCann, reported that they have issued RFPs for
geotechnical and traffic studies pursuant to the county's proposed transfer station at
Edom Hill. Their timing seems very uncertain but Joe indicated that they hoped to select
a vendor within a "few months". Deanna Pressgrove of Cathedral City also stated that
that city's transfer station proposal is progressing and is currently at the"staff level".
Since both of these proposed projects are progressing this seems to be an appropriate time
to further consider the above referenced facility. As you know, we have procured a site in
the city of Palm Desert for the BLT transfer station/materials recovery facility and have
received approval of the proposed building and landscaping from the Architectural
Review Committee. We are certain that we can clearly demonstrate that BLT's Palm
Desert facility will be, in all respects, much more effective than the other proposed
projects. We have provided the city with our analyses of the relative merits of the
competing locations on a number of occasions in preliminary discussions. However, it
now seems that the time has come to make a full presentation and, hopefully, to receive
the city's agreement to send its waste flow to our facility.
Accordingly, please consider this letter to be a request for a city council study session on
this issue. We will, of course, provide any and all information desired by council
members and staff for discussion at that meeting.

Dear Mr. Ortega:
This letter is in response to the Staff Report pertaining to the referenced project, which is
scheduled for discussion at the March 28, 2002 City Council meeting.
The Staff Report places the facility at Monterey Avenue and Dinah Shore Drive. It is, in fact,
proposed to be located about 8/10 of a mile east of Monterey Avenue, and about 2/10 of a mile
west of the planned Portola Avenue extension. In that location the facility will be bordered by
other light industrial properties on three sides and by the railroad tracks to the north. Please see
the map and aerial photograph enclosed for the exact location of the proposed site.
The report concludes with the recommendation that "no decision be made until the County of
Riverside completes its RFP process and all information is available". We do not suggest that a
decision should be made at this time. Rather, our request is for a study session, which would
allow all relevant information to be brought to the attention of the Council and staff. In my
opinion, waiting for the County and/or Cathedral City to finalize their plans prior to exploring the
viability of the BLT project would likely result in there being inadequate time left to bring that
facility on line prior to the closure of the Edom Hill Landfill. Under those circumstances, Palm
Desert would be in a position where it had no practical control over the handling of its solid waste
stream.
