REQUEST: Update on Transfer Station Proposals

Executive Summary:
At a Study Session held on June 13, 2002, presentations were made on proposed solid
waste transfer and processing facilities to serve the Coachella Valley. Presenting were:
1. BLT Enterprises, Inc. for a transfer station and Materials Recovery Facility (MRF)
facility to be located in Palm Desert;
2. The County of Riverside for a transfer station facility to be located on County-
owned land adjacent to Edom Hill;
3. Waste Management of the Desert/City of Cathedral City for a facility to be
located on land owned by the Cathedral City in that city.
Riverside County will be completing its proposal process and selecting a vendor for their
facility during the month of August, 2002. Once that information is available to the City,
staff will present a full report, including comparisons, and a recommendation to the City
Council. It is anticipated that this report will be agendized in October

Background:
The BLT facility, to be located in the City of Palm Desert, involves the concept of including
a Materials Recovery Facility(MRF). This facility would be capable of handling most of the
Valley's waste stream. The landfill disposal issue is open for negotiation at this time.
Under its franchise agreement with Waste Management of the Desert (also the City of
Palm Desert's franchisee), the City of Cathedral City can require WM to construct and
operate a transfer facility; it has done so. The transfer station facility is proposed to be
located adjacent to the Edom Hill Landfill on city-owned land. Although not directly
addressed or required in the proposal, Waste Management would more than likely utilize
a County landfill for disposal.
The County of Riverside proposal involves County-owned land adjacent to Edom Hill.
While a transfer station is proposed at this time, plans include future expansion to
incorporate a "waste conversion" facility if feasible. Waste from this facility would be
transferred to one of two County landfills.
All proposals state an ability to meet the EDOM Hill Closure deadline of September, 2004.
Suggested tipping fees run from $23.19/ton (without mandated fees) from the County of
Riverside to slightly over$39/ton from BLT Enterprises, Inc. All of the tipping fee estimates
are dependent on waste volumes and disposal costs (including transportation).
Over the next two months, key decisions will be made in relation to these projects separate
from any decision the City of Palm Desert may or may not make. Regardless of what
project moves forward, staff is certain the project proponents will be contacting the City of
Palm Desert for a commitment to direct their waste stream to the facility. With over
81,000/tons per year, solid waste can be a valuable commodity when negotiating contracts
for collection, processing, and disposal.
