Gibson, Finance Director/Treasurer Subject: Edith Morrey - Presidents Plaza Property Assessment Refund for past 4 years. Date: November 9, 2000 Recommendation: By Minute Motion, approve Edith Morrey's request for a refund for the past 4 years of Presidents Plaza assessment in the amount of$169.90 per year. Background: Attached is the past memo that the City Council received regarding the Presidents Plaza assessment. The Public Works department went out to Edith's property and took measurements to determine the square footage of the building. The square footage was determine to be 500 square feet less, which equates to $169.90 reduction. Edith requested that I bring back to City Council the issue of refunding her the last four years of assessment. Staff indicated that the City Council is the only one that can grant this request. Folkers, assistant City Manager for Development Services SUBJECT: EDITH MORREY — PRESIDENTS PLAZA PROPERTY ASSESSMENT DATE: October 26, 2000 At the September 28, 2000 meeting, Edith Morrey made a presentation to the City Council regarding trash service that that is assessed to her property located at 73-690 El Paseo. This property is included in the Presidents Plaza Property and Business Improvement Assessment District (District) and is subject to assessments for services provided, with the largest cost being the trash service. Attached is a memorandum prepared by Tom Bassler to follow-up on the issues and concerns that were presented and the letter sent to Ms. Morrey regarding the measurement of her building. A revised cost for fiscal year 2000-2001 is being prepared to reflect the reduction in building square footage for the trash assessment. Ortega, city Manager FROM: Tom Bassler, Sr. Management Analyst / SUBJECT: EDITH MORREY PROPERTY (PRESIDENTS PLAZA) FOLLOW-UP DATE: October 6, 2000 This morning, Vic Newton and myself took measurements to determine the square footage of Edith Moray's building located at 73-690 El Paseo. This property is part of the Presidents Plaza Property and Business Improvement Assessment District and is subject to an assessment for trash service based on the building square footage. The initial engineering of the district listed this buildings square footage as 8,150 and rounded to 8,200 for the trash assessment formula. The recent measurement totals 7,661 and would round up to 7,700 for the cost formula calculation. For fiscal year 2000-2001, Ms. Moray's property was assessed $2,786.36 for trash services and with the recalculated building square footage the assessment would be $2,616.46, a $169.90 reduction. Presently, 5,107 square feet of the building total is occupied by a business. However, under the district formation, no distinction is made for occupied or unoccupied building space, therefore, the trash assessment is levied against the total building square footage. During the district formation, other assessment formulas were considered. The majority of property owners felt the present trash distribution formula was the overall best compromise. Several years ago the City completely overhauled the Presidents Plaza parking lots. The main focus was increased parking and traffic circulation. A total of 220 parking spaces were added and circulation was greatly improved. The in-ground trash bins were carried over from the prior layout and permanent cardboard recycling bins were added. Any addition to the district recycling program will infringe on parking spaces. Changes to the present district plan will require the district to be reformed with a vote of the property owners.
