CALL TO ORDER A Regular Meeting of the Architectural Review Commission (ARC) was called to order by Chair Vuksic on Tuesday, May 28, 2024, at 12:30p.m. in the Development Services Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California. 2. Chair Vuksic opened the public comment period and invited the applicant to speak. Charissa Farley - Hay, Business Owner, and Zayda Braun, Applicant Representative, introduced themselves and answered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY COMMISSIONER MCAULIFFE, CARRIED 6-0 (VICE CHAIR MCINTOSH ABSENT); to approve Case No. DR23-0015 with the following conditions: 1. Roll up door shall be further studied and reviewed by staff regarding its maintainability or be replaced with swinging metal doors. 2. A pilaster with the same stone cladding on the building shall be added to the opening at the northeast corner of the patio. 3. Gravel placed in planters adjacent to the parking lot shall match existing parking lot gravel. 4. Shipping container shall be new or like-new condition. ARCHITECTURAL REVIEW COMMISSIONERS Commissioner Colvard reported on the Cultural Arts Committee; in the current plan for the park proposed at Dinah Shore Drive, there are three proposed locations for public art. Additionally, City Council has proposed a 75-foot landscape buffer between the park and Dinah Shore Drive. Landscape for the roundabout located at Magnesia Falls and San Pablo has been completed. B. CITY STAFF Principal Planner Flores provided the following updates: • At the Planning Commission meeting held on May 21, 2024, the ARC Village and Pulte Homes projects were approved. The request for revocation of a CUP for Thinc Cubed cannabis business was continued. • Planning Commissioners inquired about the City providing iPads for Planning Commissioners to use during the meeting to review the agenda packets and project plans instead of receiving paper packets. Architectural Review Commissioners were asked to consider whether they would also be interested in iPads for the Architectural Review Commission (ARC) meeting. ARC Commissioners provided feedback on ensuring proper IT support. C. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. 8. The sign program will establish signage design standards for the single tenant in the building. Signage includes: • Three (3) tenant wall signs on the north, south, and east building elevations. • Three (3) free-standing monument signs. • One (1) non illuminated address number sign. • One (1) non illuminated directional panel sign. On May 14, 2024, planning staff advised the Architectural Review Commission the applicant had requested a continuance for the item to a date uncertain to allow for additional time to fulfill submittal requirements prior to ARC review. On December 6, 2022, the City of Palm Desert Planning Commission adopted Resolution No. 2825, which approved Precise Plan 22-0005 to develop a 52,528 square-foot self-storage facility located at the northwest corner of Dinah Shore Drive and Dick Kelly Drive. The Planning Commission approved this after the ARC approved the design of the building on October 25, 2022. Sign design or standards for the building were not presented as part of the Design Review. Building permits have been issued for the facility and the project is currently under construction. PROJECT SUMMARY A. Property Description: The project is located on a 1.87-acre site at the northwest corner of Dinah Shore Drive and Dick Kelly Drive. The site is surrounded by existing developments consisting of light and service industrial uses to the north and single-family residential to the south. SARC 24-0004 Page 2 of 6 June 11, 2024 This site fronts upon three public streets with right-of-way improvements consisting of street, curb and gutter, and a developed meandering public sidewalk along the southern right-of-way. There is a dedication for a 20’-0” wide landscape and pedestrian easement at the eastern edge of the site along Dinah Shore Drive. The topography of the site is generally flat, sloping from west to east. B. Project Description The applicant is requesting approval to establish a sign program for the newly constructed West Coast Self-Storage facility. The sign program will establish signage design standards for the single tenant in the building. The proposed Program would set guidelines for sign criteria, including size, location, construction, height, length, and illumination for three (3) tenant wall signs, three (3) free-standing monument signs, one (1) non illuminated address number sign, and one (1) non illuminated directional panel sign as show in Exhibit 1 below. (Continued on next page) SARC 24-0004 Page 3 of 6 June 11, 2024 Exhibit 1 – Program Site Plan The three exterior tenant signs are proposed as mounted illuminated aluminum cabinets with white acrylic channel letters. The backer panel will consist of a textured finished painted SW 7693 Stonebriar consistent with the surface of the exterior wall façade. The building placement and dimensions of the signs are shown on Sheets 6 and 7 of the Program. Two free-standing monument signs are proposed along Dick Kelly Drive and Dinah Shore Drive which are double-faced and illuminated with contemporary design rectangular bodies supported with a split-face CMU tan block pedal base with dual blue acrylic channel letters. The monuments are six feet tall, including the 1’-6” tan CMU block base, twelve feet wide, and one foot in depth. The sign area for each monument sign is 54 square feet. The monument sign located at the corner of Dick Kelly Drive and Dinah Shore Drive is setback approximately one foot from the property line and the monument sign located on the corner of Dinah Shore Drive and Spyder Circle is setback less than one foot from the property line. The third monument sign adjacent to Spyder Circle is a double face illuminated sign with the same colors and materials as proposed for the other two free-standing monument signs. This monument is proposed at four feet tall, including a 1’-6” tan CMU block base, 5’-3” wide, and approximately 1’-6” in depth. The sign area is 13.125 square feet and is setback from Spyder Circle approximately 3 feet. The scale of the tenant wall sign elements is appropriate to the scale of the building; the sign design complements the building's architectural features, colors, and textures while accommodating the corporate identity needs of the building's tenant. At the proposed SARC 24-0004 Page 4 of 6 June 11, 2024 monument sign locations, the signs do not obstruct visibility or create line-of-site issues as they are setback from the street corner locations. ANALYSIS Development Standards All proposed signage is consistent with the signage standards established by the Palm Desert Zoning Ordinance under Chapter 25.56, Signage (Sign Ordinance), with exception to the two monument signs proposed at 54 square feet, which exceed the 50 square foot allowance for monument signs. Table 1 below provides a summary of conformance. The Architectural Review Commission (ARC) is the approving authority for comprehensive sign programs per PDMC Section 25.68.060 (C). ARC approval is required for all comprehensive sign programs per Palm Desert Municipal Code (PDMC) Section 25.56.100 (D). Findings in support of the project are listed below: A comprehensive sign program shall comply with the following standards: 1. The proposed sign program shall comply with the purpose and intent of this chapter. The purpose and intent of Chapter 25.56 (Sign Ordinance) is to provide visually attractive signage, which affords each user adequate identification while guarding against excessive advertising. It also ensures that signs are in harmony with the building and neighboring signs. The proposed sign program is necessary for the tenant’s business and as proposed, ensures each sign is proportional to the scale of the building. The tenant wall signs are in harmony as each sign proposes to use matching illuminated cabinets with channel letters. Additionally, the proposed free- SARC 24-0004 Page 5 of 6 June 11, 2024 standing monument signs are designed to be consistent with the on-site constructed buildings' architectural features, colors, and textures. 2. The proposed signs shall enhance the overall development, be in harmony with, and relate visually to other signs included in the comprehensive sign program, to the structures and/or developments they identify, and to surrounding development when applicable. The proposed signage enhances the overall development by providing for the orderly placement and design of the proposed signage. The signs are compatible in scale with each other and the area of the fascia and site locations where they are placed. The signs use a similar construction and illumination method for consistency. 3. The sign program shall address all signs, including permanent, temporary, and exempt signs. The sign program addresses the locations of all permanent signage. No temporary signs are being proposed. Exempt signs include directional signs and business identification signs which are in line with the City’s Municipal Code and are harmonious with the rest of the signs. 4. The sign program shall accommodate future revisions that may be required because of changes in use or tenants. The sign program shows the placement of signs on the building and provides specific maximum area limitations for each sign. The placement, size, and construction of the signs can be referenced or updated should the tenant request modifications in the future. 5. The sign program shall comply with the standards of this chapter, except that deviations are allowed with regard to sign area, total number, location, and/or height of signs to the extent that the comprehensive sign program will enhance the overall development and will more fully accomplish the purposes and intent of this chapter. PDMC Section 25.56.070 establishes allowed signage areas for commercial signage. The street frontage is permitted to have a maximum signage area of approximately 100 square feet. As proposed, the sign program will feature a maximum of 94 square feet of sign area which is below the maximum allowance for the building. The proposed monument signs are between 13.125 and 54 square feet of sign area. 6. Approval of a comprehensive sign program shall not authorize the use of signs prohibited by this chapter. All signs proposed by the sign program are allowed by the Palm Desert Municipal Code (PDMC). Any sign identified as prohibited in the PDMC would be prohibited for this site. SARC 24-0004 Page 6 of 6 June 11, 2024 Staff Recommendation Staff recommends the ARC determines that the requirements of the findings have been met based on the analysis and approves the Sign Design Review with the following conditions: 1. BACKGROUND The Applicant, Signarama, is requesting design review approval for two new, internally illuminated, wall mounted signs, approximately 24 square feet each in area, on the north entry of the residential complex facing Technology Drive and at the east entry of General Ford Drive. Approval of the signs would set the guidelines for sign criteria, including size, location, construction, height, length, and illumination for the two (2) apartment identification signs. Project Summary A. Property Description On March 15, 2022, the City of Palm Desert Planning Commission (Commission) adopted Resolution No. 2809, which approved Precise Plan (PP) 21-0009 to construct a 330-unit apartment development located on Parcel 7 of Parcel Map 36792 at the southeast corner of Gerald Ford Drive and Technology Drive. The Commission approved this project after the Architectural Review Commission (ARC) approved the design of the building on December 14, 2021. Conceptual Sign design or standards for the building were presented as part of the Design Review but a condition of approval was applied to submit proposed signage for review and approval. Building permits have been issued, and the project is currently under construction. The applicant has submitted SARC24-0008 per the condition of approval. Project Description The Applicant is proposing construction of two new entry wall mounted signs to their block wall entries with the following features: • The “M” logo sign would be made of a translucent aluminum channel letter face with painted multi-colored (gray, green, salmon, and navy blue) proposed at approximately 13 square feet. The sign would have 1/4” aluminum cutouts, white backing, and internal white 7000k LED illumination. (Sheet 2, Attachment 1). • The individual channel letters “Millennium Apartments” are ¼” thick aluminum painted gloss black on studs, approximately offset 1.0” from the block wall below the “M” logo sign and measuring a maximum of 8” in letter height, which accounts for the capital “A” and descender “p” in “Apartments”. The sign letters would not be illuminated. ANALYSIS Development Standards The purpose of the Design Review is to determine if the sign is in conformance with the following requirements: • Palm Desert Municipal Code Sections 25.68.050 and 25.56.070 (C) • PP21-0009 Condition of Approval • Millennium Specific Plan SARC 24-0008 – Millennium Specific Plan Page 3 of 6 June 11, 2024 To achieve quality, well-designed signs that enhance the previously approved PP21-0009 and neighborhood area, the ARC considers the following elements in evaluating a sign permit application: • Ensure sign visibility and legibility, including letter height and legibility, contrast background relationship, placement, and location. • Intensity of sign illumination of the “M” sign logo does not adversely impact surrounding neighborhoods or businesses in the vicinity. • The relation of the signs to the architectural design of the entry wall and building. An attractive scale between the sign and the entry wall shall be maintained. • Ensure the graphic design of the sign logo emphasizes simplicity and identification. No changes are proposed to the site plan, landscape plan, building elevations, exterior perimeter walls or existing parking areas. Section 25.56.070 (C)(3) of the Zoning Ordinance allows a maximum of 40 square feet of sign face area per sign face with a maximum of 6 feet in height, which will be used for subdivision community identification. The signs proposed are approximately 4 square feet, with a sign face at 5 feet and 7 inches in height. The signage height and proposed M logo internal illumination will not adversely affect adjacent properties. Section 25.68.050(C)(5) allows the ARC to review signs unique in design consistent with the required findings under Section 25.68.050. Staff believes that the proposed signs are suitable for the residential Millennium Apartments complex and that the design does not detract from the surrounding area. Further, the signs are appropriately sized and clear enough to be visible from Technology and Gerald Ford Drive while blending well with the architectural features of the perimeter wall and the apartment aesthetics. ZONING ORDINANCE SUMMARY Findings for ARC decisions of sign design review applications are listed under Palm Desert Municipal Code (PDMC) Section 25.68.050(D) as follows: A. That the sign is necessary for the applicant's enjoyment of substantial trade and property rights. The number and location of signs are necessary to provide adequate identification to residents and visitors to the Millennium Apartment complex as it is located at the entry locations from Technology Drive and Gerald Ford Drive. The proposed signs are needed to identify the Millennium Apartment complex for vehicles and pedestrians passing along Technology Drive and Gerald Ford Drive. At their proposed location and size, the signs are scaled appropriately based on the building architecture where they are placed on the entry block walls. Additionally, the proposed signage is in conformance with the legally adopted development standards set forth by the PDMC for the Millennium Specific Plan, Chapter 25.56 (Sign Ordinance), including the condition of approval of Precise Plan 21-0009 requiring a sign permit application for review before construction. SARC 24-0008 – Millennium Specific Plan Page 4 of 6 June 11, 2024 B. That the sign is consistent with the intent and purpose of this chapter and title. The project is located within the Millennium Specific Plan (PR-22) zoning district and is subject to Chapter 25.56 (Sign Ordinance) Signage Guidelines requirements. The proposed entry wall mounted signs will be located at entryways (Technology and Gerald Ford Drive) and serve as the apartment complex's primary identification signage. The entry wall mounted signs will be designed to be consistent with the approved Millennium Apartments (PP21-0009), the City's Sign Ordinance standards, and the Millennium Specific Plan. The proposed entry wall mounted signs are integrated with the apartment complex aesthetic design and do not impact existing use or neighborhood development, nor are they expected to generate traffic hazards or congestion. C. That the sign does not constitute a detriment to public health, safety, and welfare. The approval of the sign review will not be detrimental or injurious to property or improvements in the vicinity, harmful to the public health, safety, general welfare, or convenience in that the placement and appearance of the projecting signs do not pose safety hazards, nor do they detract from the subject building or surrounding properties. Therefore, it has no adverse impacts on public health, safety, or general welfare protection. D. That the size, shape, color, height, and placement of the sign is compatible with and will have a harmonious relationship to the building it identifies, the surrounding neighborhoods, and other signs in the area. The proposed signage and paint colors for the entry block wall are compatible with the existing adjacent buildings. The proposed signage materials, logo, paint color, and illumination will provide a high-quality visual appearance identifying the Millennium Apartment complex. E. That both the location of the proposed sign and the design of its visual elements (lettering, words, figures, colors, decorative motifs, spacing, and proportions) are legible under normal viewing conditions prevailing where the sign is to be located. The signs are oriented to be visible for vehicles and pedestrians passing along Technology Drive and Gerald Ford Drive. As proposed, the sign visibility and legibility, including letter height and legibility, contrast background relationship, placement, and location, are consistent with the Millennium Specific Plan (PR-22) zoning district and requirements of Chapter 25.56 (Sign Ordinance) Signage Guidelines. F. That the location, height, and design of the proposed sign does not obscure from view or unduly detract from existing or adjacent signs, and does not in any way compromise the health or safety of any person(s). The approval of the sign review will not obstruct views from existing or adjacent signs, nor be detrimental or injurious to property or improvements in the vicinity, harmful to SARC 24-0008 – Millennium Specific Plan Page 5 of 6 June 11, 2024 the public health, safety, general welfare, or convenience in that the placement and appearance of the projecting signs do not pose safety hazards, nor do they detract from the subject building or surrounding properties. The proposed signage design, paint color, and location align with the character of the approved apartment complex and surrounding buildings within the immediate area. The signs are compatible with the scale of the entry block wall where they are placed. The nighttime sign illumination is designed to minimize negative impacts on surrounding properties and will not create hazardous glare for pedestrians or vehicles. Additionally, the sign paint colors are harmonious with the apartment complex and do not adversely impact surrounding developments. Therefore, it has no adverse impacts on public health, safety, or general welfare protection. G. That the location and design of the proposed sign, and its size, shape, illumination, and color are compatible with the visual characteristics of the surrounding area so as not to detract from or cause depreciation of the value of adjacent developed properties. The proposed signage materials, logo, paint color, and illumination will provide a high- quality visual appearance. The proposed entry block wall is internally illuminated at night at approximately 24 square feet. The sign and materials are consistent with the Millennium Apartment complex and surrounding properties. The nighttime sign illumination is designed to minimize negative impacts on surrounding properties and will not create hazardous glare for pedestrians or vehicles nor cause depreciation of the value of adjacent developed properties. H. That the location and design of a proposed sign in close proximity to a residential district does not adversely affect the value or character of the adjacent residential uses. The proposed signs are appropriately designed for both daytime and nighttime use and located on the entry building block walls at Technology Drive and Gerald Ford Drive. The signs are suitable for the residential Millennium Apartments complex, and the design does not detract from the surrounding area nor impact residents within the district location. I. That any neon tubing used in conjunction with any sign is incorporated as an integral part of the sign design with careful attention to color, intensity of light, and the use of colors that are not overly bright. Neon tubing is not proposed as part of the sign materials. J. That the quantity of information displayed in the sign does not cause visual clutter The signage text is limited to the name of the apartment complex and their logo. The proposed signage would maintain and enhance the quality of the Millennium apartment complex appearance, by limiting signs to avoid clutter and providing an aesthetically complementary design.
