REQUEST: Approval of a Street Name Change for a 700-foot Section of
Shepherd Lane (west of Portola) to Julie Lane.

Recommendation:
Waive further reading and adopt Resolution No.04-114 approving a street name
change for a 700-foot section of Shepherd Lane (west of Portola) to Julie Lane.
Discussion:
Shepherd Lane is located in the northern section of the City and runs north/south from
Gerald Ford Drive and Frank Sinatra Drive. Shepherd Lane is currently broken down
into three sections. The first section runs from Frank Sinatra Drive and ends at Petunia
Place. The second section is accessed from Portola Avenue and ends at Academy
Lane. These two sections will eventually connect once development is completed on
the existing vacant parcels. The third section is located off of Gerald Ford Drive and
runs south and ends at the Redevelopment owned property (See Location Map).
Residents have identified an issue with the name of a portion of Shepherd Lane.
Specifically, they identified a 700-foot section of roadway that runs east/west and
perpendicular to the rest of Shepherd Lane. This has created confusion for residents
and visitors.
A request has been made to change this section of roadway to Julie Lane. This change
would separate this east/west roadway from rest of the Shepherd Lane roadways. The
new street name will assist residents and emergency response vehicles in locating the
three different Shepherd Lane areas until final connections are made.
Staff has notified residents within 300 feet of the street. No residents or businesses will
be affected by the street name change, as no addresses exist on this section of
roadway.

Staff recommends that the City Council open the public hearing take testimony and
adopt the attached Resolution approving the street name change for a 700-foot section
of Shepherd Lane to Julie Lane.

Subject: Continuation of Public Hearing for Street Name Change for Portion of
Shepherd Lane to Julie Lane
Submitted for public hearing on the agenda of the Regular City Council Meeting of
October 14, 2004, is consideration of the subject street name change. Past practice by the
City has been to adopt a resolution setting a public hearing for such an action. Therefore,
a resolution for adoption has been placed on this agenda, Resolutions - Item C, for this
purpose.
Once the resolution is adopted, appropriate notice will be given, and the matter can be
taken up at the City Council's next meeting. Therefore, staff respectfully requests
continuance of this public hearing to the meeting of October 28, 2004.

RESOLUTION NO. 04-114
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, APPROVING A STREET NAME CHANGE
FROM SHEPHERD LANE TO JULIE LANE FOR A 700 FOOT SECTION
OF SHEPHERD LANE, WEST OF PORTOLA AVENUE.
WHEREAS, the City Council of the City of Palm Desert, California, finds a name
change to be justifiable and desirable for the portion of Shepherd Lane west of Portola
Avenue.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings
of the City Council in this case.
2. That it does hereby approve a street name for a portion of Shepherd Lane,
a public street within the City of Palm Desert, to Julie Lane.
3. That the City Clerk is hereby directed to notify all affected property
owners, all local law enforcement agencies, fire protection agencies, and
other public and private agencies which may have an interest in this street
name change.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Palm
Desert City Council, held on this 28th day of October, 2004, by the following
vote, to wit:
AYES: BENSON, CRITES, FERGUSON, KELLY, and SPIEGEL

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Palm Desert City
Council to consider a change in the street name for a 700 foot section of Shepherd Lane (west of
Portola Avenue), to Julie Lane.
Said public hearing will be held on Thursday, October 14, 2004, at 4:00 p.m. in the Council
Chamber of the Palm Desert Civic Center, 73-510 Fred Waring Drive, Palm Desert,
California. All interested persons are invited to attend and be heard. Written comments
concerning all items covered by this public hearing notice shall be accepted up to the date of the
hearing.
