SUBJECT: PROPOSED SOLID WASTE COLLECTION AND RECYCLING SERVICES
RATE STRUCTURE
Under the Solid Waste Exclusive Franchise agreement for commercial and residential trash and
recycling services, Waste Management of the Desert (WMD) has the opportunity to request on
an annual basis .50% of the Consumer Price Index (CPI). On April 16, 1996, WMD submitted
a letter to the City requesting a CPI increase (attached). After receiving the request, staff met
with WMD on May 1 and June 7 to discuss a proposed rate increase. There are several issues
that staff is gathering information upon to present to City Council with appropriate
recommendations.
1. 1994 - 1996 Rate Structure
A difference may exist in the amount that WMD collected and the amount agreed upon
in Resolution No. 94-56. WMD and City staff are investigating how this rate differential
was initiated and passed on to residents and businesses.
2. Proposed 1996 Rate Increase
The City is in receipt of WMD's letter requesting a .50% increase in CPI. However,
staff feels they are unable to move forward with the request to City Council until Item
One is resolved.
3. Proposed 1996 Rate Structure
Staff reviewed a submission for the new rate structure. Staff made significant
recommendations as to the representation of the numbers. WMD is currently working
on a current rate structure -- spreadsheets.

4. County Landfill Tipping Fee Being Reduced by $8.50 through $13.50/ton
Staff is currently preparing a staff report as to the proposed actions of other Coachella
Valley cities on this issue. Staff will prepare a detailed report with recommendations to
the City Council.
In addition, there are a number of regional solid waste issues that are facing the Coachella
Valley. Staff is targeting the July City Council meeting to bring a report detailing all issues
within this memorandum. If there are additional issues on solid waste you would like staff to
present, please let us know so that we may address the item in the July staff report.
