On September 18, the Indian Wells City Council committed $10,000 to fund
our share of a two-lane crossing at Miles Avenue through the Whitewater
Channel. The City Council also requested funding participation from
Coachella Valley Association of Governments (CVAG), Riverside County, and
the Cities of La Quinta, Palm Desert and Indio.
When we have your City's funding commitment for this project, our staff will
develop a cost sharing Memorandum of Understanding. I have enclosed a
copy of the staff report that details a cost estimate, schedule, and cost
sharing ratios. If you have questions, please contact me or our Assistant

SUBJECT: Request for Reconsideration of City Council's Decision of
August 7, 1997 to Deny City Participation in the Replacement
of Miles Avenue Channel Crossing
On August 7, the City Council decided not to proceed with replacing the
Miles Avenue Crossing.
Council member Percy Byrd has requested that consideration of the Miles
Avenue Channel Crossing be reagendized.
Since August 7, Riverside County submitted their new project estimate of
$593,720 for a two lane crossing. The estimate now includes guard rails,
environmental costs, and County overhead.
The County will absorb their overhead cost of $79,913, revising the actual
cost to $513,807 for two lanes. Four lanes would be $843,720.
If authorization is provided to the County, they indicated a commitment to
begin construction in April, 1998. The construction will take approximately
one and half months.
If the crossing washes out again, the City or County must apply for a
Highway Bridge Rehabilitation and Replacement (HBRR) grant. To be
considered for a bridge, an in-depth environmental study would be needed
meeting the requirements of the National Environmental Protection Act. The
process of design, environmental review, and grant processing will take two
to three years, and there is no guarantee the HBRR program will be available
at that time, or that our crossing would be competitive for the funds.

If staff is directed to proceed, the following steps are necessary:
1 . Notify and authorize the County to prepare plans, coordinate with
Caltrans and construct the crossing.
2. Commit $10,000 to fund the City of Indian Wells' share of two lanes or
$35,000 for four lanes.
3. Request funding participation from Coachella Valley Association of
Governments (CVAG), Riverside County, and the Cities of La Quinta, Palm
Desert and Indio.
4. Develop a Memorandum of Understanding (MOU) for cost sharing.

5. Meet with representatives of all agencies involved to coordinate approval
of the MOU.
6. Process the environmental review with County staff.
7. Monitor the project and ensure the new crossing receives a Federal
Bridge designation and number.
