REQUEST: Approval of the 2020 USA Women's Marathon and Half Marathon
Recommendation
By Minute Motion:
1. Approval of the 2020 USA Women's Marathon & Half Marathon Event
scheduled for Sunday, November 22, 2020; and
2. Temporary waiver of Palm Desert Municipal Code (PDMC) sections:
a. 11.01.20 (Hours of Use in City Parks);
b. 11.01.140 (Amplified Sound in City Parks);
c. 11.01.080.0 (Placement of Advertising Signage in City Parks);
d. 11.01.080 Q (Vendor Sales in City Parks); and
e. 11.01.080 W (Possession/Consumption of Alcohol in City Parks)
pursuant to PDMC 9.58.040.
Strategic Plan
Approval of the 2020 USA Women's Marathon & Half Marathon Event would help address
the following priorities outlined in the 2013-2033 Strategic Plan, Envision Palm Desert —
Forward Together.
• Parks and Recreation Priority 3: Make recreational and exercise opportunities
available in all public spaces.
• Economic Development Priority 3: Create and attract entertainment and events to
enhance and expand the Palm Desert economy and lifestyle.
• Tourism and Marketing Priority 2: Grow existing events and develop new events
to enhance the desirability of Palm Desert as a year round destination.
Background Analysis
The first USA Women's Marathon & Half Marathon hosted by USA Endurance Events
was held on Saturday, November 23, 2019 in Palm Desert. The event was a success in
meeting the priorities outlined above, as it attracted over 2,500 runners and over 500
additional spectators to the City, with 90% being from out of the area. Therefore hotels
such as Hotel Paseo and the JW Marriott Desert Springs Resort & Spa, along with other
local hotels benefited from an increase in hotel stays that weekend. Local restaurants and

businesses also saw an increase in traffic. While the City did see many benefits from this
event, the City also noted areas of improvement, as traffic issues arose due to the event.
City staff, event organizer and community partners from last year's event have met to
discuss the concerns and address the areas of improvement.
Currently USA Endurance Events is requesting to hold the 2020 USA Women's Marathon
& Half Marathon on Sunday, November 22, 2020 in Palm Desert. The event will start and
end at Palm Desert Civic Center Park where pre and post activities will take place.
Scheduled pre and post activities include live and pre-recorded music (both of which
require amplified sound), as well as a lifestyle expo focusing on recreation and fitness
(vendor sales). In addition, the event producer is requesting permission to have a gated
beer garden which, if approved, will require a permit from the Department of Alcohol and
Beverage Control (ABC) for the sale of alcohol.
While the event will start and end at the Palm Desert Civic Center Park, details related to
the course, public safety, and traffic control for the event are still being discussed. The
City and event organizer want to ensure that the route chosen will have the least amount
of negative impact compared to 2019. Thus City Staff will submit a separate request to
approve event route and street closures, once a proposed route has been reviewed by
the appropriate City departments, Fire and Police to ensure a completed traffic control
plan for Council's review and approval. Submission of route and full
communication/notification plan will be submitted to City Council no later than April 23,
2020.
City Staff is bringing this request at this time, as the event organizer would like a larger
lead time to properly promote the event and secure contracts with local hotels.
Fiscal Analysis
There is no direct fiscal impact to the City associated with this request. USA Endurance
Events will be responsible for all costs related to the event.
Indirect impacts are anticipated in the form of increased sales tax and transient
occupancy tax, since this is a weekend that is not typically considered high season.
