Background Analysis CalRecyle administers the Beverage Container Recycling City/County Payment Program under the Beverage Container Recycling and Litter Reduction Act. Through this program, CalRecycle annually allocates $10,500,000 to eligible Cities and Counties, on a per capita basis, to be used for beverage container recycling and litter cleanup activities. The City receives about $13,000 each year, which is used to purchase recycling containers for businesses to promote recycling. In order to be eligible to receive these funds the City is required to submit an annual funding request signed by a signature authority. Staff is requesting that the City Council approve attached Resolution designating the City Manager, or her designee, as the City's signature authority for the CalRecycle Beverage Container Recycling City!County Payment Program. M fl VERIFIED BY• RDK) Sr Original on File with City Clerk's Office RESOLUTION NO. 2020- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR THE CALRECYCLE BEVERAGE CONTAINER RECYCLING CITY/COUNTY PAYMENT PROGRAM WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program. NOW, THEREFORE IT IS HEREBY RESOLVED, ORDERED AND FOUND by the City Council of the City of Palm Desert, State of California, as follows: 1. City staff are authorized to submit application(s) to CalRecycle for the Beverage Container Recycling City/County Payment Program; and 2. The City Manager, or his/her designee is hereby authorized and empowered to execute in the name of the City of Palm Desert all documents necessary to implement and secure payment; and 3. These authorizations are effective until rescinded by the City Council.
