RECOMMENDATION
1. Initiate the annual evaluation process for Council appointed officials;
2. Set a date for an executive session to discuss performance evaluations with the full City
Council.
BACKGROUND •
On March 14, 1996,the City Council postponed the performance evaluations for Council appointed
officials until January 1997. Council agreed to postpone the evaluation given the appointed officials
develop performance goals for 1996-97.
Please fmd attached the Performance Evaluation Policy for Council Appointed Officials,performance
evaluation questions for each of the Council appointed positions,the 1996 performance goals for the
Council appointed positions, and several comments on the performance goals by Council members.

In March of this year, the City Council postponed the January 1996 performance evaluations
until January 1997. The City Council asked that the appointed officials develop goals for this
calendar year so that Council could evaluate each appointed official based on these goals.
Please review these goals and provide comments to each appointed official. The agreed upon
goals will be sent to your office in early January along with the evaluation form.

SUBJECT: PERFORMANCE EVALUATION/PAST ACCOMPLISHMENTS AND
FUTURE GOALS AND OBJECTIVES OF THE AGENCY
Since May 1994, when I last outlined accomplishments and future goals and objectives of
the Agency, two major events have occurred: (1) I have been assigned to work full time
as Agency's Executive Director, as a result of a City/Agency reorganization, and
(2) Economic Development functions have been a responsibility of the Agency. This
report outlines accomplishments in both the Redevelopment and Economic Development
areas.
SUMMARY OF MAJOR ACCOMPLISHMENTS DURING THE PAST TWO YEARS
Brought Redevelopment Plans Up-to-Date
The Agency undertook the amendment of its Redevelopment Plans to comply with
recently adopted legislation. AB 1290, which became effective January 1, 1994, required
that by the end of calendar year 1994, the Agency's plans be reviewed and where
necessary be amended to comply with the new law. Compliance requires that Agency
projects relate to the elimination of blight and plan objectives, establishment of Agency
financial limits, and time frames for accomplishing Agency projects, and procedures to be
followed when the Agency participates financially in a private development project. A five-
year plan for all project areas was adopted by the Agency Board on December 8, 1994.
Established a Plan for the Development of Section 4 (Desert Willow Project)
During the past two years, the Agency has processed a Master Plan of development and
Environmental Impact Report , and successfully negotiated purchases of the majority of
properties necessary for the project. The Agency has assumed direct responsibility for
development of the property by hiring a project manager to direct the every day activities
of the project, and has been in the process of negotiating agreements with private
developers.

Issued Financings to Fund Agency and City Projects
The Agency issued a new money financing in 1995 in the amount of $28,115,000 to
fund Agency projects, and issued a financing in the amount of $15,100,000 to fund the
Desert Rose Housing Project. In addition, Agency staff directed the formation and funding
of a Assessment District for the Bighorn Development ($6,945,000); issued the second
series to fund the Community Facilities District for Indian Ridge ($12,385,000); and
directed a refunding of three City Assessment Districts ($7,540,000).
Assumed Responsibility for the City's Economic Development Effort
The Economic Development effort has resulted in the completion of an Economic
Development Strategy for the City; coordination of an application for funding a fuel cell
program for the City; identification and contact with targeted alternative energy/alternative
transportation industries; coordination of City effort with those of other cities and a regional
agency; and establishment of an inventory of available commercial space in the City.
Financed, Funded and Supervised the Budget for the Construction of the Multi-Agency
Library
Agency staff was part of the team that supervised the design, award of bid, and monitored
construction of the Multi-Agency Library. Agency staff was directly responsible for
processing change orders and requests for payments drawn on the library construction
budget.
GOALS AND OBJECTIVES FOR THE COMING YEAR
Complete the First Phase of the Desert Willow Project
During 1996-97, the Agency will fund and complete construction of the first golf course.
This phase will include the construction of major infrastructure to the total site, a
temporary clubhouse, and a maintenance yard. In addition, Agency staff will recommend
an agreement with a private developer for development of a major portion of the project.
Start the Implementation of Recommendations in the Economic Development Strategy
The Economic Development Strategy includes a timetable for each of the three major
segments of the proposed effort .. Business Retention and Expansion, Business
Revitalization and Business Attraction. During Fiscal Year 1996-97, the survey portions of
the Retention Program will be completed and Program recommendations will be submitted
for consideration; the areas targeted for revitalization will be identified, and needs will be
assessed through intensive contact with the business community; and existing attraction
efforts will be expanded to include the identified business groups of medical/health

industry, multi-media, related industries and "back officerr operations.
Undertake a Major Review of the Low and Moderate Income Housing Program
Such review will include a recommendation to restructure existing debt on both Housing
Authority-owned and Agency-owned housing projects; analyze ways to make more
efficient use of the housing funds Agency is currently spending; implement a rehabilitation
program for Housing Authority-owned, Agency-owned, and privately owned projects.
Continue Implementation of the Agency's Project Areas Five-Year Programs
Implementation will include financing and reconstruction of the Cook Street Sports
Complex; the Highway 111/Deep Canyon street and drainage improvements; and Hovley
improvements in Project Area No. 4. Process the development for public parking facilities
on El Paseo, in conjunction with the Gardens or El Paseo development. Finalize the
acquisition process for the Desert Crossing Project. Review circulation deficiencies within
Project Area No. 3 along the Cook Street corridor. Improvements to Hovley Road in
Project Area No. 4, and participate with the Project Area No. 4 Advisory Committee to
establish priority projects.

SUBJECT: GOALS AND OBJECTIVES - 1996

Pursuant to direction from the City Council, I have prepared the following list of goals and
objectives for 1996:
1. Expand and upgrade the Records Management Program within the City Clerk's Office to
better manage and facilitate retrieval of the City's public records.
2. Keep the Art In Public Places Program on track until a new Community Arts Manager
is hired. Once the position is filled, emphasis will be placed on establishing and
implementing an ongoing maintenance program for the City's collection as well as an
effort to better promote it locally and as a part of our tourism promotion.
3. Continue with efforts to better direct the activities of the Promotion Committee, the City's
advertising agency, and the News Bureau. Activities of all three should be more
organized and accomplished with better cooperation and communication,the lack of which
has caused significant concern in the last year. A secondary but equally important
emphasis will be made to encourage greater committee member participation than has
occurred in the past. Transition of long-term members and the promotion of newer
members to key committee and subcommittee positions will aid in this effort.
4. The Visitor Center has been an area where little if any accountability has been achieved
in the past, primarily because the City did not require it. In an effort to insure that the
City is getting the most for its money, we will be keeping closer tabs on the activity, and
a monthly report will be made to the Promotion Committee which will include statistics
on the Center's operations for that 30-day period as well as an accounting of expenditures.
This information will assist in better evaluating the performance of the Center as well as
to give some indication as to whether or not it should remain as part of the Chamber of
Commerce or become a function of the City's Department of Community Affairs.
5. Complete the City's internet program and turn this function over to the Visitor Center for
operation and monitoring. This program will continue as an activity of the Promotion
Committee for better evaluation of the effort and for implementation of upgrades as they
become possible.
6. Continue to facilitate the activities of the Civic Arts Committee and to assist the group
in its efforts to expand and better publicize its programs which include the summer
concerts, the student art and essay contest, a holiday festival which will see the festival
of music and the children's book faire combined this year, the north wing gallery exhibits,
and others which may be organized throughout the year.
7. The Department of Community Affairs assumed responsibility for the
receptionist/switchboard activites last year. Most complaints about that operation have
been eliminated, but a continued effort will be made to insure the highest quality of
response to the public as possible.

Goals and objectives for the year 1996 would include the following:
1. Provide a more efficient and economic delivery of legal
services to the City Council, City Manager and City Staff and allow
for periodic review and audit of the success or failure of that
delivery and formally establish an immediate response team

2 . Explore different methods of billing to provide more
predictability in the delivery of legal services to potentially
limit and/or reduce the cost thereof to the City' s General Fund.
3 . Explore the possibility, costs and efficiency of an
electronic hook-up between the City of Palm Desert and our Rancho
Mirage Office.
4 . Affect a system of review, determination and anticipation
of problems to hopefully prevent and eliminate any escalation of
such problems, including the conducting of seminars on various
subjects such as preventing litigation and public bidding problems.
I would be pleased to discuss these and any other items that
the Council wishes to add to the list.

unrealistic.

RECOMMENDATION
By Minute Motion, add Redevelopment Executive Director to the
subject policy and postpone the January 1996 performance
evaluations until January 1997 for the four City of Palm Desert
appointed positions .
BACKGROUND
On October 8, 1992 the City Council approved a performance
evaluation policy and system for the three City Council appointed
positions of City Attorney, City Clerk, and City Manager. The
policy states that the City Council will begin performance
evaluations for the appointed positions at the first regularly
scheduled meeting in January of each year.
Staff is recommending maintaining the current system but postponing
the 1996 performance evaluations until January 1997 . With the
recent appointments and minor reorganization, Human Resources
believes it may be difficult and unnecessary to evaluate the
appointed positions this soon.
In addition, staff is recommending a modification to the policy to
include the Redevelopment Executive Director as the fourth
appointed position.
Please find attached the modified performance evaluation policy for
City Council appointed positions .
Staff recommends that the City Council by Minute Motion modify the
policy and postpone the performance evaluations for the four
appointed positions until January 1997 .

PERFORMANCE EVALUATION POLICY
FOR COUNCIL APPOINTED OFFICIALS
1. PURPOSE
To clearly establish a flexible performance evaluation system for the four City Council appointed
positions of City Attorney, City Clerk, City Manager, and Redevelopment Executive Director.
2. GENERAL GOALS OF THE PERFORMANCE EVALUATION SYSTEM
The City Council relies heavily on staff support and input from the City Attorney, City Clerk, City
Manager, and Redevelopment Executive Director. In an effort to promote a productive working
relationship with these positions, the City Council has adopted a performance evaluation system with
the following general goals:
A. Develop and maintain with these individuals, their respective leadership roles in the
City.
B. Develop harmonious working relationships between the City Council and these four
appointed positions.
C. Review performance and agree on vision for carrying out the City's policies relating
to service delivery, mission, organization, budget, legal and business affairs.
D. Provide a forum for open discussion and feedback.
3. GENERAL PROCEDURES
The following procedures would be used for the performance evaluation process:
A. At the first regularly scheduled City Council meeting in January of each year, the
Human Resources Manager will provide the City Council with a staff report notifying
them that the annual evaluation process has arrived. Appropriate forms with
instructions (copies attached) will be distributed to the City Council for their individual
completion. The City Council will set a date for an executive session in which the
performance evaluation will be discussed with the full City Council.
B. Each councilmember should complete their respective components of the evaluation
process. This is to be done confidentially and privately.
C. After each councilmember has completed their individual rating, each will meet
individually with the respective person being evaluated. These meetings will be
scheduled and completed within two weeks from receipt of the forms and prior to the
executive session.
D. The scheduled executive session would then be held with the full City Council and the
specific appointed official being evaluated. No other staff should be in attendance.
The Mayor would be responsible for having each member of the City council orally
report on their specific evaluation and meeting with the employee. Feedback and
candid discussion should be encouraged. Appropriate direction and vision should be
addressed. Based upon all of the comments and discussion given, the Mayor will be
responsible for creating the summary performance evaluation to be given to the
employee.
E. The original of the summary evaluation, signed by the Mayor and employee, will be
placed in the employee's personnel file.
F. In the case of the City Attorney, a "personnel file" has been established for the sole
purpose of having a confidential location for the evaluations.
This policy is approved to be effective immediately. The Human Resources Manager is responsible
for implementing this policy and working with the City Council as needed to insure its success. The
items contained in this policy have been reviewed and approved by the City Attorney's office.

Re: 1996 GOALS AND OBJECTIVES
Listed below are some goals that I would like you to consider adding to your 1996 Goals for
the Redevelopment Agency.
1. Begin to develop strategies to implement the Palm Desert 2010 plan after its adoption
by the Redevelopment Agency Board.
2. Continue to keep the Redevelopment Agency Board informed of the activities of the
Agency on a weekly or bi—weekly basis.
3. Schedule "touch base" sessions with me so that I remain current on the activities of
the Agency.
4. Assist the City .,in cleaning up blighted areas using, wherever possible, Agency
monies. This should begin upon implementation of Palm Desert's new Property
Maintenance Ordinance.
5. Resolve the continuing problem between the Redevelopment Agency and the City
Manager on the position the City should take with regard to business retention, how
this position should be implemented, and more importantly how empty retail space
will be filled.

The following are some goals that I would like to see you consider adding to your 1996
goals and objectives.
1. Develop and implement a plan to promote the new multi—agency library through
exhibits, special events, etc.
2. Begin to develop strategies to implement the Palm Desert Year 2010 Plan after its
adoption by the City Council.
3. Continue to keep the Council informed of the activities of your office on a weekly or
bi—weekly basis.
4. Develop a program with the new Community Arts Manager to make available to
students in local schools an educational program highlighting various facets of the
City's public art program.

Goals that I would like you to consider adding to your 1996 objectives:
1. Initiate formal customer service training for all City employees, including a program
to measure its success.
2. Develop an improved employee evaluation process so that all City employees will be
aware of their strengths and weaknesses, along with a written program delineating
what action is needed to correct those weaknesses.
3. Implementation of the new Palm Desert property maintenance code, including a
program to measure its success.
I do not understand two of the goals you itemized in your memorandum of May 9, 1996.
5. Placement of a recreation facility development in the Community Development
Department.
6. Establishment of the risk management function.
