RECOMMENDATION:
This recommendation is a revision of the original memo dated August 20,
1986.
* Approve the $1,271.00 for the Regional Coordinator for Red Cross
to begin "Project Quakesafe". Monies should be held until the
project is formally approved.
• Use the Crime Prevention Officer to implement both "Project
Quakesafe" and "Neighborhood Watch" programs simultaneously.
• Review the Red Cross proposal in six months when the project
scoping has been completed.
• Incorporate into the plan, the business community.
BACKGROUND:
On Monday, September 8, 1986, the Public Safety Committee, along with the
sub-committee on Earthquake Preparedness, met to discuss the Red Cross
Project Quakesafe".
During the three hour meeting, the following plan was proposed by the sub-
committee:
1. Each City should approve their portion of the $10,000.00 needed
to fund the Red Cross, with the understanding that the Red Cross
would come before each City to present the project in detail .
2. Incorporate into the proposal , the business community.

RECOMMENDATION:
For Items 182 (see attached) : (:15
Obtain a written commitment from each Coachella Valley city, to partici-
pate equally to guarantee the success of this project.
Prior to any Council action:
* CVAG should submit to the technical advisory committee, a performance
monitoring budget. This budget should define the implementation phase
and ways to monitor the project. This will insure that the neighborhood
and block coordinators are still accountable after the initial implemen-
tation.
* To complete the first phase of updating our disaster plan, SOP manual
and to complete the installation of the emergency generator. Also, com-
plete the upgrading of our communication system.
* Include businesses in the CVAG proposal .
* Use Crime Prevention Officer as Community Coordinator to implement both
Project Quakesafe and Neighborhood Watch.
For Item 3 (see attached) :
Postpone the distribution of Quakesafe pamphlets until Items 182 can be re-
solved.

BACKGROUND:
Project Quakesafe (Safety Action for Everyone) is a non-profit community
benefit corporation. This program is not in conjunction with any other
state project, i .e. Southern California Earthquake Preparedness Project
(SCEPP) , but is through the Red Cross as a personal preparedness by volun-
teer groups. Under Federal Law 36-USC-3 and the Federal Relief Act of
1974, the Red Cross is mandated to provide disaster relief during peace
time, they also must provide major care and shelter responsibilities in an
emergency situation. Project Quakesafe was designed to assist communities,
businesses, schools, churches and neighborhoods to prepare themselves for
self-help in the event of a major disaster. The City's involvement in this
program is strictly through the Red Cross. Emergency response agencies,
i .e. police and fire provide technical advice to block/community co-
ordinator. In an emergency response situation, volunteers will assist
with crucial manpower. Project Quakesafe's secondary goals are to organize,
train and develop the needed communication link capabilities. Red Cross
also provides for rescue, shelter and inquiries for families within the dis-
aster areas.
DISCUSSION:
The following are some of my concerns regarding this CVAG proposal :
* During the monthly meetings, not all cities attended or parti-
cipated equally, resulting in potential lack of commitment by
each community.
* Not all cities participate with CVAG.
* No cost cap was identified in the proposal .
* Scope of the project may be too vast. Perhaps a pilot program
would be a more efficient way to test the system's capabilities.
* Proposal does not include the business community. However, the
business community plays an important part in the City's financial
picture.
* In order for this program to be most effective, a testing procedure
should be incorporated into our annual disaster drills.
Benefits of this well organized valley network should lessen the need to
respond to citizen's help, therefore focusing on the immediate problems of
traffic, building failure, communications, police and fire activities.

Currently, we are in the process of re-evaluating our own disaster plan and
writing a new SOP manual . Also, we are upgrading our communication systems,
adding dedicated telephone lines for emergencies and installing an emergency
generator. By October 1987, we must also adopt the Multi-Hazard Functional
Planning Guidance. This is a state wide operations manual prepared by the
Governor's Office of Emergency Services. As a part of our contract with
Riverside County, the plan adoption insures disaster monies will be avail-
able.

At its regular meeting on July 29, 1986 CVAG ' s Executive
Committee voted to accept the Earthquake Preparedness report and
recommendations made by CVAG ' s Executive Director, Public Safety
Committee and Technical Advisory Committee . It also directed
that the report and recommendations be referred to the city
councils of the Coachella Valley and the Riverside County Board
of Supervisors for action.
Attached is a copy of the report and recommendations . There are
three actions they recommend you take :
1 . That you authorize payment of your recommended share of
the $10 , 000 . per year needed for the American Red Cross
to supply the Regional Coordinator of Quakesafe as
outlined on page 2 of Lester Cleveland ' s report dated
July 22 , 1986 .
2 . That you name a Quakesafe Community coordinator for
your jurisdiction .
3 . That you authorize payment of printing costs for the
Quakesafe materials that will be needed by your
jurisdiction .

County' s CAO) that all of our jurisdictions should act
immediately to get the printing and distribution of Quakesafe
literature done while our residents are still highly motivated to

the American Red Cross and Riverside County' s Emergency
Preparedness Office . There is a place for your own
jurisdiction ' s logo and where people can call if they want to
participate in your City ' s Quakesafe Program.
It is also the recommendation of CVAG ' s Technical Advisory
Committee that after the Quakesafe literature is distributed each
participating jurisdiction develop a pilot project to field test
the Quakesafe Program . This will guide you in determining what
your next steps should be .
