SUBJECT: EMPLOYEE PREPAREDNESS KIT
DATE : MARCH 8, 1990
RECOMMENDATION:
By Minute Motion , approve the purchase of 100 employee emergency
preparedness kits at an estimated cost of $ 185. 00 per kit , from
funds already budgeted in Fiscal Year 1989/90 budget .
BACKGROUND:
While visiting Watsonville after the recent earthquake , Pacific
Gas and Electric ( PGE ) employees wearing uniforms were easily
seen by residents and perceived as having a plan . Residents
seemed to be more comfortable being able to identify emergency
workers by their uniforms and felt something was being done . Of
course , police , fire and Cal -Trans workers were also very visible
and no complaints were heard about these agencies . In
Watsonville , building inspectors and some public workers were not
easily reconizable and several complaints were voiced by
residents . In San Francisco where building inspectors , public
work crews were more readily identifable, this led to comments by
Marina District residents that the City was stretched to the
limit because of their high visability. The satisfication level
of the government in San Francisco was greater than in
Watsonville .
Not only is the purpose of the kit to make us visible, it will :
* provide distinct and separate identity for city employees .
* provide a team building plan .
* provide a basic level of self-preparedness so employees may
return ready to work .

At a Marriott " m general manager workshop that l attended in Costa
Mesa , the managers from San Francisco hotels said identification
of their employees would be at the top of the list for hotel
Preparedness .
