City Manager/Public Works Director SUBJECT: LIGHTING AND LANDSCAPE ASSESSMENT DISTRICT NO. 6 (MONTEREY MEADOWS) DATE: June 8, 1989 RECOMMENDATION: Waive further reading and (1) Adopt Resolution No. 89-71 ordering the formation of subject assessment district and confirming the diagram and assessment report and (2) Adopt Resolution No. 89-72 levying the annual assessment for the Fiscal Year 1989-90. BACKGROUND: The proposed assessment district is located on the north side of Hovley Lane 330 feet east of Monterey. The developer of Tract Nos. 21791 and 22741, more commonly known as Monterey Meadows, requested the formation of the assessment district to pay for the operation and maintenance of the four street lights within the subdivision as well as the landscaping maintenance of 660 feet plant material along the north side of Hovley Lane. The subject district is to be formed pursuant to the Landscape and Lighting Act of 1972, Streets and Highway Code. At the May 25, 1989, Council Meeting, Resolution No. 89-64 was adopted proposing the formation of said district. Also Resolution No. 89-61 was adopted setting the public hearing intending to levy and collect assessments for the Fiscal Year 1989-90 for this district. The Engineer's report contains a full and detailed description of the improvements, the boundaries of the assessment district and the assessable lots. The Engineer report was filed at the Council Meeting of MaY 25, 1989, and was accepted by adoption of Resolution No. 89-64 . ABS AIN _- - — Original on File �:i.h i;,y Clerk' s Gf Lice LIGHTING AND LANDSCAPE ASSESSMENT DISTRICT NO. 6 (MONTEREY MEADOWS) - 2 - The estimated costs for all street lighting and landscape maintenance for the Fiscal Year 1989-90 are as follows : (1) Lighting (Maintenance and Energy) $400.00 (2) Water $480.00 (3) Electrical Irrigation Timer $100.00 (4) Landscape Maintenance (Labor & Materials) $600.00 (5) County Assessment Processing $ 40.00 (6) Assessment Roll Preparation $ 10.00 (7) Administration $154.00 TOTAL COSTS $1,784.00 This year's assessment will be $44.60 per parcel. Public Works staff believes that the proposed assessments are the minimum necessary to ensure that the operating and administrative expenses of the assessment district are met. Staff recommends adopting the attached Resolutions ordering the formation of the assessment district and levying the annual assessment for the subject district and establishing an assessment of $44.60 per parcel within Assessment District No. 6.
