1 . Approve the Engineer's Report for subject assessment district as filed.

2. Adopt Resolution No._9°-.�1 ._declaring the intent to levy and collect
assessments for the fiscal year 1990-91_and setting the public hearing
for subject assessment district.
BACKGROUND:
This assessment district was formed under the Landscaping and Lighting Act of
1972 as outlined in the California Streets and Highways Code and a public hearing
is required at a regular Council meeting before August 10 to levy assessments.
The Engineer's Report include specific information on the assessment district,
plans and specifications, estimates of costs, a diagram of the district and an
assessment of the estimated costs and improvements. This report is approved as
filed or modified, and is the basis for the annual assessment and kept on file in
the City Clerks office for review prior to the public hearing.
Public Works staff recommends that the Engineers report be approved as filed and
the adoption of the resolution setting the publi hearing for this assessment
district.

ENGINEER'S REPORT
FOR THE LEVY OF 1990-91 FISCAL YEAR ANNUAL ASSESSMENTS
LANDSCAPING AND LIGHTING DISTRICT NO. 6
SECTION 1. BACKGROUND
This report is prepared for the City Council of the City of Palm Desert to be
approved prior to the levy of annual assessments under the Landscaping an
Lighting Act of 1972. The report is in compliance with the requirements of
Article 4, Chapter 1 , Division 15 of the Streets and Highways Code, State of
California.
Before the recommended assessments can be confirmed by the City Council a public
hearing must be held to allow public comments on the proposed assessments. The
date for the hearing will be set by resolution of the City Council at which time
the contents of this report will be discussed and approved.
SECTION 2. PLANS AND SPECIFICATIONS
The improvements to the district consist of street lighting within and landscaped
parkway fronting Tract 21791 and 22741 along the north side of Hovley Lane West.
The landscaped parkway consists of trees, shrubs, and ground covering plant
material .
All amenities will be maintained on a regular basis. Maintenance includes the
provision of services and materials for sustaining growth, cultivation or
amendment of soil , trimming, pruning, spraying, fertilizing, or curing disease
and removal of dead or discarded material , rubbish, debris or other waste.

SECTION 3. ESTIMATED COSTS.
All street lighting and landscaping improvements currently exist within the
boundaries of the district. The costs for FY 1990-91 will be for the maintenance
of the existing improvements.

The City Finance Department reports that there is no surplus nor deficit being
carried forward from previous fiscal years' activities. The FY 1989-90 estimated
budget underestimated the first years expenses for this district.
SECTION 4. ASSESSMENTS
Each parcel within this district receives the same benefit from the improvements
described. The distribution of costs among the 40 parcels will be an assessment
of $129.28 per parcel .

SECTION 5. ASSESSMENT DIAGRAM
A diagram for the Assessment District has been submitted to the City Clerk in the
format required and is available for inspection at normal office hours. The
lines and dimensions of each lot or parcel within the district are those lines
and dimensions shown on the maps at the Assessor of Riverside County, California
for the year in which this report was prepared and are incorporated by reference
herein and made part of this report.
SECTION 6. PROPERTY OWNERS LIST
The property owners list with the names and addresses of each property owner of
each lot or parcel as shown on the assessment diagram in Section 5 herein is the
list of property owners shown on the last equalized tax roll of the Assessor of
Riverside County, California and is by reference made part of this report.
SECTION 7. ASSESSMENT ROLL
The total assessment for FY 1990-91 will be $129.28. The official assessment
roll is submitted as a separate document entitled "Assessment Roll for
Landscaping and Lighting District No. 6.
