Folkers, Assistant City Manager/Public Works Director SUBJECT: INFORMATIONAL ITEM: FLAGSTONE LANE ASSESSMENT DISTRICT 88-2 DATE: August 11 , 1988 During the formation of Assessment District 83-1 , the residents on Flagstone Lane prepared petitions and sent them to the city for inclusion in that curb and gutter assessment district. Inadvertently, Flagstone Lane was not included in that assessment district. Earlier this year, the residents approached the city again to pursue the installation of curb and gutter on their street. A meeting was held with representatives of the homeowners, as well as a group of concerned property owners. The staff is currently obtaining proposals for professional services for the engineering and bond counsel for this assessment district. It was anticipated that this matter would be brought to the City Council for this meeting; however, all of the necessary background information has not been gathered at this point in time. There is a unique situation where the eleventh fairway of the Shadow Mountain Country Club crosses Flagstone Lane west of Portola Avenue. One of the items of discussion between the city staff and the residents was the vacation of Flagstone Lane to provide a private street status because of the fairway crossing the public street. Staff has prepared a preliminary estimate which indicates the cost for improvements chargeable to the residents is under $50,000. It is estimated that the necessary engineering, bond counsel , and other required services will be less than $50,000. The city may resurface the entire street as part of the process for the vacation of this street; that cost has not been determined at this time. Those residents attending the meeting indicated their desire to pay for these improvements during the cash collection period; however, it appears that there are a few property owners who are not willing to pay cash and who may be objecting to the assessment district. Therefore, it is necessary for us to take the most conservative approach to this assessment district.
