SUBJECT: ANNUAL ASSESSMENT FOR LANDSCAPING & LIGHTING ASSESSMENT DISTRICT
NO. 81-3 (TRACT NOS. 12181-1 AND 12181-2)
DATE: June 8, 1989
RECOMMENDATION:
Waive further reading and adopt Resolution No. 89-69 levying the annual
assessments for the subject assessment district for fiscal year 1989-90.
BACKGROUND:
This existing landscaping and lighting district is formed within Tract Nos.
12181-1 and 12181-2, commonly known as the Vineyards, located westerly of
Portola Avenue and Rutledge Way. The district was formed in 1981 by Resolution
No. 81-108, under the Landscaping and Lighting Act of 1972. The California
Streets and Highways Code requires that a public hearing be held annually at
the first Council meeting in June for assessment districts that are formed
under the 1972 Act.
The purpose of the assessment for this district is to pay for the energy and
maintenance costs of street lighting in the district and for maintenance of the
planter area located adjacent to the Vineyards on the west side of Portola
Avenue.
The estimated costs for fiscal year 1989-90 are as follows:
(1) Landscaping Materials and Supplies $ 730.00
(2) Maintenance/Labor 4,907.04
(3) Lighting 916.25
(4) Water 792.18
(5) County Assessment Processing Charges 60.00
(6) Assessment Roll Preparation 15.00
(7) Administrative Expenses 154.00
TOTAL COSTS $7,574.47
PROVISION FOR FUND CASH BALANCE 0
TOTAL 1989-90 ASSESSMENT $7,574.47
The individual assessment for each parcel within this district will be $57.39.
This represents an increase of approximately $6.05 per parcel over last year's
assessment.

Public Works staff believes that the proposed assessments are the minimum
necessary to ensure that the operating and administrative expenses of the
assessment district are met. Staff recommends approval of the resolution
establishing the assessments of $57.39 per parcel for parcels within Assessment
District 81-3.
