Folkers, Director of Public Works/City Engineer SUBJECT: ANNUAL ASSESSMENT FOR LANDSCAPING AND LIGHTING DISTRICT NO. 81-3 (TRACT NOS. 12181-1 AND 12181-2) DATE: June 11 , 1987 RECOMMENDATION: xx Waive further reading and adopt Resolution No. �ZI evying the annual assessments for fiscal year 1987-88. BACKGROUND: This existing landscaping and lighting district is formed within Tract Nos. 12181-1 and 12181-2, commonly known as The Vineyards, located westerly of Portola Avenue and Rutledge Way. The district was formed in 1981 by Resolution No. 81-108, under the Landscaping and Lighting Act of 1972. The California Streets and Highways Code requires that a public hearing be held annually at the first Council meeting in June for assessment districts that are formed under the 1972 Act. The purpose of the assessment for this district is to pay for the energy and maintenance costs of street lighting in the district and for maintenance of the planter area located adjacent to The Vineyards on the west side of Portola Avenue. The estimated costs for fiscal year 1987-88 are as follows: ( 1) Landscaping Materials and Supplies $ 730.00 (2) Maintenance/Labor 6,152.42 (3) Lighting 1 ,201 .82 (4) Water 804.76 (5) County Assessment Processing Charges 60.00 (6) Assessment Roll Preparation 15.00 (7) Administrative Expenses 154.00 TOTAL COSTS $9, 118.00 PROVISION FOR FUND CASH BALANCE <1 ,500.00> TOTAL 1987-88 ASSESSMENT $7,618.00 The individual assessment for each parcel within this district will be $57.71 . This represents a decrease of approximately $6.04 per parcel under last year's assessment. The decrease in assessments results from an anticipated fund balance of approximately $1 ,500 less than last year's assessment. Also, the labor costs were down this year due to access problems and construction of the Portola Avenue storm drain. City Council and City Manager Page 2 June 11, 1987 The assessment this year includes a cash provision or overage to fund the district until taxes are collected in December. Public Works staff believes that the proposed assessments are the minimum necessary to ensure that the operating and administrative expenses of the assessment district are met. Staff recommends approval of the resolution establishing the assessments of $57.71 per parcel for parcels within Assessment District 81-3. RIC ARD J. FO RS, P.E.
