Discussion: A. BACKGROUND: The 1.02-acre parcel is located on the south side of Delaware Place, 126 feet west of Washington Street. There is currently an old dilapidated single- family home on the property. Currently access to the property is restricted from Washington Street because of a barricade on Delaware Place at the east side of the property. In 1997, the property was rezoned from R-3 2000 to Office Professional as part of the implementation of Project Area 4 Specific Plan. The purpose of the change of zone was to provide an adequate depth for professional office development on Washington Street. On March 6, 2002, a precise plan of design for a 14,000 square foot office building was approved on the lot east of the subject property. Before it was approved, the developer of that project expressed some interest in buying the subject property for a parking lot. That did not happen and the ORDINANCE NO. 1052 Staff Report Case No C/Z 03-07 Page 2 August 28, 2003 developer was able to design a two-story building with adequate parking on the one parcel. The current owner of the property is interested in tearing down the dilapidated home to construct a new single-family that would comply with to R.E. 40,000 standards. B. ADJACENT ZONING AND LAND USE: North: Office Professional /Vacant South: Office Professional /Apartments East: Office Professional /Vacant (PP 02-01) West: R.E. 40,000 / Single-family home C. GENERAL PLAN LAND USE DESIGNATION: Office Professional D. PLANNING COMMISSION: On August 5, 2003, the Planning Commission unanimously supported the change of zone. E. ENVIRONMENTAL REVIEW: The application is a Class 5 categorical exemption for purposes of CEQA and no further documentation is necessary. II. ANALYSIS: Project Area 4 Specific Plan identified public improvements and service priorities, land use and zoning policies for the area. Along Washington Street, the Specific Plan identified a policy that should encourage office professional uses that are compatible with a high traffic street and low-density housing neighborhood. In the subject area it was anticipated that a depth of two lots would be required to develop a quality office project. The recently approved precise plan to the east of this property demonstrates that an adequate office building design could be achieved on a single lot. The second lot is not necessary to implement the land use policy along Washington Street. In addition, access to the property from Washington Street is currently restricted because of the barricade on Delaware Place. The only way to get to the site is through the residential neighborhood. The property owner wants to demolish the existing home and construct a new one. The current Office Professional zoning on the lot prohibits the owner from constructing a home. The subject property is isolated from Washington Street because of restricted access. The property naturally blends in with the surrounding Residential Estates to the west. The approved office building on Washington provides a buffer zone for the low-density residential neighborhood meeting on of the goals of the Project Area 4 Specific Plan.
