Discussion: I. BACKGROUND: A. Palm Village Specific Plan: The City adopted the Palma Village Specific Plan in 1985. The Specific Plan identified 9 sub-areas within Palm Desert that needed new land use patterns and policies to promote desirable development and improvements. The land use element established policies encouraging office professional on the south side of Fred Waring Drive, between Fairhaven Drive and Portola Avenue. All the lots west of San Anselmo Avenue to Fairhaven Drive have been rezoned to office professional. In 1988, three lots east of San Anselmo . ORDIN'. NO. 1057 Staff Report Case No C/Z 03-12 Page 2 October 23, 2003 Avenue were rezoned to office professional as part of precise plan for a 24,000 square foot medical building (PP C/Z 88-9). B. General Plan: The City's current and draft general plan identify these 14 lots as Office professional. C. Property Description: The 14 lots are located on Fred Waring Drive, east of San Anselmo Avenue to San Pablo Avenue. The parcels are zoned R-2 (7). D. Change of Zone: The change of zone from R-2 (7) to Office Professional will provide the accurate zoning needed for the development of Fred Waring Drive. E. Planning Commission: On October 7, 2003, the Planning Commission recommended approval of the change of zone. F. Environmental Review: The application is a Class 5 categorical exemption for purposes of CEQA and no further documentation is necessary. ANALYSIS: The proposed change of zone is consistent with the Palma Village Specific Plan and the City's current and newly proposed General Plan. All the lots west of San Anselmo Avenue to Fairhaven Drive have been rezoned to office professional consistent with the Specific Plan. The change of zone will provide accurate zoning for the development of Fred Waring Drive. On October 7, 2003, the Planning Commission unanimously endorsed the change of zone. Written comments concerning all items covered by this public hearing notice shall be accepted up to the date of the hearing.
