This area in the vicinity of Robin Road and east of Desert Breezes
was identified during the annexation process as potentially
appropriate for rezoning. During the pre-annexation zoning
process, the issue was both lot size and whether horses should be
permitted. The existing R-1 9, 000 zoning is consistent throughout
the Palm Desert Country Club area for single family detached
neighborhoods and dates back at least to 1978 . The subject 85
lots represent a significant departure from the general density
and subdivision pattern in the area. The R-3 zone is also
consistent with non-commercial designations on the west side of
Washington. The 19 . 5 acre parcel is un-subdivided. Tentative
maps for attached single family units were approved in 1978 and
1987 (and expired) for 133 and 172 units . The 1987 approval
included a change of zone to R-2 5200 . The county never informed
us of that zone change during our pre-annexation zoning process
and we adopted the previous R-1 9 ,000 R-3 ( 2000) designations .
This site was the location of the recently withdrawn application
by the Coachella Valley Housing Coalition for a project which
included 40 self help single family homes, 36 apartment units, a
7500 square foot office building and a 5 acre public park.
The proposed rezoning is within the study area for the Eastern
Area (Project Area 4 ) Specific Plan which has already been
initiated. The joint RDA Area 4 Project Area Committee/Specific
Plan Committee has already begun the task of reviewing
redevelopment and land use issues and will ultimately be
recommending zoning and general plan amendments .

Dear Mayor Snyder:
We request the City Council initiate rezoning of above referenced property(19.39 Acres in Por
SE 1/4 of Sec 13 T5S R6E) from R-1 9000 to R-1 20000. We support rezoning of above
referenced property (Parcels 1-85 in East 1/2 of Sec. 13, T5S, R6E, SBM) from R-1 9000 to
R-1 40000.
We further request the following:
1. A moratorium on any change of zone application or general plan amendment until
conclusion of the specific planning process.
2. Since property is subject to a specific plan, any application for development be
forwarded to the Project Area 4 Advisory Committee for specific recommendation.
3. No redevelopment projects, including any future application by Coachella Valley
Housing Coalition, be pursued without concurrence by the Project Area 4 Advisory
Committee.
4. This letter will confirm our verbal request of 11/18/95 that all Desert Breezes Casas
Homeowners and Palm Desert Country Club HOA be noticed for any further application
affecting above referenced property.
5. By copy to Mr. Drell, this will confirm that no staff report was completed on the
change of zoning request and proposed project by Coachella Valley Housing Coalition.

, Dear Honorable Mayor and City Council:
We request the City Council initiate rezoning of above referenced property from R-1 9000 to
R-1 40000. Please see attached map.
We believe the following will show the intent was for R-1 40000 zoning.
A. Protective Covenants and Restrictions recorded April 9, 1956
1. Land Use and Building Type. "No parcel shall be used except for residential
purposes. No building shall be erected, altered, placed or permitted to remain on
any parcel other than(a) one detached single family dwelling not to exceed two
stories in height except on corner parcels and parcels 1 to 16 inclusive where there
may be two dwellings not to exceed two stories in height (b) a guest house not
to exceed two stories in height which may include sleeping and bathroom
facilities..."
B. Record of Survey dated September 21, 1955. Lots vary from a width of 138 to 157
feet. From a practical standpoint, it doesn't seem realistic to put four parcels on each
lot.
C. Riverside County Planning Department Staff Report dated September 17, 1986.
Page 1 Background "Tract Map No. 19803 is for a 172 unit residential development
on 21.7 acres. The change of zone request is for R-2-5000 on the subject property.
The current WCVP designation on the site, Residential Category 2A-MF (8-18
DU/AC), 2B (2-5 DU/AC) and 3A (.4-2 DU/AC), is not consistent with the proposed
tract and change of zone request." The reference of 3A (.4-2 DU/AC) indicates on
every acre 2 dwelling units are permitted or one unit per two acre lot.
D. Palm Desert Planning Commission Hearing Page 14. "Mr. Smith indicated that R-1
9000 zoning did not permit horses, but if the area was left one acre lots, which he felt
was the city's intention..."

To Whom It May Concern:
While any proposed building project results in new tax revenue for
City Council members to enjoy spending, perhaps initial consideration
should be directed to how it affects Palm Desert home owners. Builder
interest is, of course, profit.
Your primary responsibility to the residents of Palm Desert is to
serve and protect them. We had that in mind when we elected you.
The proposed self-help low-income housing development on Washington
Street north of Desert Breezes Casas--which you may favor--is directly
opposed to the best interests of Desert Breezes home owners in
addition to other adjacent home owners. Every resident with whom I
have spoken concurs with my feelings. Coachella Valley Housing
Coalition meetings are an insult to our intelligence.
A low-income project is bad enough. The problem is compounded by
including a self-help program. It' s unfortunate that this kind of
environment is often a breeding ground for drug dealing and associated
crime, but that' s exactly the way it is.
If the Palm Desert City Council has a social responsibility to allow
self-help and/or low-income housing developments (or, better yet,
senior housing) , then the Council should find a location that does
not negatively impact the property value of so many of its nearby
citizens. This may require zoning changes .
If you can ' t find a suitable Palm Desert location, why not put your
political talent to work on some beneficial reciprocal arrangement
with Indio, La Quinta, Thermal, Coachella or Mecca? Those cities
abound with locations where a self-help low-income housing project
would enhance the surrounding neighborhood rather than the obvious
negative socio/property value climate that would exist as presently
proposed on Washington Street.
