Subject: Request for endorsement of teen center concept behind the Coachella
Valley Recreation and Parks District building at Civic Center Park
I. Recommendation:
By minute motion, that the City Council endorse the concept of a teen center at the
Civic Center Park and direct staff to proceed with conceptual design
II. Executive Summary
This request is to endorse the concept of a 5000 square foot teen center in the Civic
Center Park. The proposed site is adjacent to the Coachella Valley Recreation and
Parks District building. After searching for an appropriate site for months, this site
was selected by the Parks and Recreation Commission and staff as the most
appropriate because of its central location, availability of recreation activities, ease
of security and flexibility of uses (ie. gymnastics) should the teen center not be
successful.
Ill. Background:
Over the past few months, staff has been looking for an appropriate site to locate
a teen center. We have focused mainly on existing retail spaces which could
serve as a temporary center and, depending on the facility's success, the City could
then consider constructing a permanent center. The most promising site was the old
Athena day care facility at the Palm Desert Shopping Town. Due to the mall

remodel schedule, this space is not available. Although other spaces have been
considered, staff has been unable to find a suitable site in terms of location, size
and land use compatibility.
With the concurrence of the Parks and Recreation Commission, the site most
suitable for a teen center has been identified as the area behind the Coachella
Valley Recreation and Park District building in the Civic Center Park. This site is
adjacent to recreation facilities (basketball courts, skate park, etc.), is easily
monitored and is centrally located. In addition the space will be designed to provide
flexibility of use should the teen center not prove to be successful. For example, the
interior will be designed with adequate ceiling heights and dimensions to
acommodate a gymnastics program.
Also included in the concept is using the existing 950 square foot public works
satellite yard attached to the Coachella Valley Recreation and Parks District
building, as a temporary teen center until the new facility is complete. In order for
this to take place, the satellite yard would have to be relocated.
There is an approved 1550 square foot storage building for the Civic Center park
to be located north of the bin enclosure along San Pablo Avenue. In discussions
with the public works department, expanding the building by an additional 1550
square feet and relocating the satellite yard functions to this location would be
beneficial in addressing the inadequacies of the current satellite yard and provide
the Civic Center park with a central maintenance location.
In conclusion, the following is a general outline of the steps involved if a teen center
is to be located in the Civic Center park:
A. Endorsement of the teen center concept
B. Approval and construction of the combined public works
storage/satellite facility
C. Use of the existing public works satellite yard as a temporary teen
center
D. Design, approval and construction of the teen center.
