SUBJECT: PALM DESERT COMMUNITY GARDEN

RECOMMENDATION:
By Minute Motion, recommend that City Council authorize staff to enter
into an agreement with the Coachella Valley Recreation and Parks District
for the purpose of tracking and registration of the Palm Desert Community
Garden at no cost to the City.
II. EXECUTIVE SUMMARY:
City Council approved the termination of the City agreement with
Community Gardens of the Coachella Valley at its June 28, 2001, meeting
and authorized staff to undertake the administration of the Community
Garden. As part of the new administration, staff desires to work with the
CVR&PD to undertake the tracking and registration of the gardeners of
the Community Garden.
III. BACKGROUND:
As of the end of July, 2001, City staff is now in charge of the
administration the Palm Desert Community Garden Program. Under the
new administration staff plans to have the Coachella Valley Recreation
and Parks District implement the registration of the gardeners, similar to
the Desert Willow Residents Card.
Staff has planned monthly garden meetings to be conducted at City Hall
for participants of the program. The first meeting is scheduled for
Wednesday, September 12, 2001, at 6:00 p.m. A letter will be mailed to
all gardeners on Monday, August 27, 2001, advising of the change in
City Council Staff Reps.

renewal. As part of the new administration, monthly walk through of the
individual gardens will be conducted, instructors will be contracted to
conduct workshops, and staff will work closely with the individual garden
coordinators to track and monitor the activities and plan activities and
events for the community garden.
The tracking and registration is to be undertaken by the staff at the
Portola Community Center, which is operated by CVR&PD at no
additional cost to the City. It is recommended that these services be
placed in the new overall agreement with CVR&PD that is currently being
negotiated.
Staff, therefore, recommends that City Council approve its
recommendation to undertake the administration of the Community
Garden, that CVR&PD is authorized to conduct garden registration, and
that this service will be included in the agreement currently being
negotiated between the City and CVR&PD.
