Folkers , Assistant City Manager/Public Works Director SUBJECT: PORTOLA AVENUE AND ALESSANDRO DRIVE INTERSECTION MODIFICATION DATE: April 25 , 1996 RECOMMENDATION: Install a temporary median barrier on Portola Avenue at Alessandro Drive to allow north/south left turn movements and to prohibit east/west through movements in the intersection. BACKGROUND: The intersection of Portola Avenue and Alessandro Drive is the high accident location within the City, excluding Highway 111 . There have been 30 collisions in the last 64 years at this intersection with the majority of the accidents involving right angle movements . It appears that the visibility of drivers on Alessandro Drive trying to cross or turn onto Portola Avenue is at times obstructed by other traffic . These drivers become frustrated and proceed into the intersection without being able to see approaching traffic, and collisions sometimes result . The accident history at the intersection of Portola Avenue and Alessandro Drive was discussed at the March 20 , 1996 Technical Traffic Committee meetings . This issue was also discussed at the January 11, 1996 and April 11, 1996 City Council meetings . At the April meeting, Council requested additional information relating to accident details at this location as well as , additional area locations . This information is attached to this report . Technical Traffic Committee members agreed that this intersection should be modified to improve safety. The Technical Traffic Committee recommended that east/west movements should be prohibited across the intersection, but north/south left turns should be allowed. Although this modification will cause a change in traffic patterns, it is not anticipated to increase accidents at other locations as visibility and conditions at other intersections on Portola Avenue are superior to the intersection at Alessandro Drive. Page 2 SUBJECT: PORTOLA AVENUE AND ALESSANDRO DRIVE INTERSECTION MODIFICATION - COUNCIL MEETING APRIL 25, 1996 Concurring with the Technical Traffic Committee ' s recommendation, staff recommends that temporary improvements be installed as discussed above, as soon as possible, for a six-month evaluation with permanent improvements to follow.
